While American elected officials continue to encourage market reforms like competition, charter schools, and vouchers, Swedish officials are now recognizing the damage these reforms have done to their society. Sweden abandoned its public system in the early 1990s and welcomed vouchers and privately managed schools.
“STOCKHOLM (Reuters) – When one of the biggest private education firms in Sweden went bankrupt earlier this year, it left 11,000 students in the lurch and made Stockholm rethink its pioneering market reform of the state schools system.
“School shutdowns and deteriorating results have taken the shine off an education model admired and emulated around the world, in Britain in particular.
“I think we have had too much blind faith in that more private schools would guarantee greater educational quality,” said Tomas Tobé, head of the parliament’s education committee and spokesman on education for the ruling Moderate party.
“In a country with the fastest growing economic inequality of any OECD nation, basic aspects of the deregulated school market are now being re-considered, raising questions over private sector involvement in other areas like health.
“Two-decades into its free-market experiment, about a quarter of once staunchly Socialist Sweden’s secondary school students now attend publically-funded but privately run schools, almost twice the global average.
“Nearly half of those study at schools fully or partly owned by private equity firms….
“A lax regulatory environment is also to blame.
“Sweden replaced one of the world’s most tightly regulated school systems with one of the most deregulated, leading to scandals like the 2011 case of the convicted pedophile who set up several schools quite legally.
“I’ve often said it’s been easier to start an independent school than set up a hot-dog stand,” said Eva-Lis Siren, head of Lararforbundet, Sweden’s biggest teachers union.
“In the push toward freedom of choice, one lost sight of quality control.”

I feel like it’s too entrenched in the US now to reverse at the top-tier political level. If there’s any consideration of downside risk it will have to come from the public.
It’s just lock-step. Democrats and Republicans, federal and state. They recite these theories and catch-phrases like they describing gravity- as if the decisions have already been made and only a fool would question any of it.
The recklessness amazes me and also how it’s happening without any real debate or discussion on the basic premise of privatization. There’s just no appreciation of the risk at all. BECAUSE there’s no appreciation of the risk I have to conclude that the policy people and political actors never saw any value to existing public schools at all.
People don’t throw something away unless they started out believing it had NO value.

You know, I was thinking that the charter industry is just another pyramid scheme (appropriate enough with the Amway scions DeVos involved). When eventually (hopefully!) the brakes are applied, no one in the hedge fund charter sector community will give a fig. They’ll have made their money and scuttled away, looking for the next market to fleece. It’s a business plan, not an education plan.

Wonderful description. It makes me think of the comedy routines (video montages) in recent years mocking the adoption of some catch phrase that all of a sudden is being used by everyone. You could flip through the channels and hear another talking head using the same words to describe some event. Perhaps they were trying to claim credibility, air quotes assumed, by overusing an expression canned by someone else.

It is mind-boggling and heart-wrenching to acknowledge that American leaders of 21st century outsources all essential public services (such as military, education, healthcare, prison institutes, transportation in aviation, train, and many more sectors which are important to the welfare of citizens and of security of country) to foreigners, to private operators, and to the hand of enemies = misguided GLOBAL INVESTORS!!!
American educators from primary level to higher education level are powerless to all business money minded tycoons because academy leaders need power or to run elections that are supported and lobbied by the rich.
It is not worth it to gain the world so to lose our conscientiousness, humanity, and compassion which is the ultimate condition to nurture our soul to reach out the inner peace. Back2basic.

Selling off assets to private enterprises seems to be the favored way of raising money in Chicago. It was a great way, on paper at least, to not raise taxes and gain a bit of cash to maintain the facade of fiscal health. Now the world can see how that has worked out.

Yes, 2old2teach, and it’s also characteristic of third world countries under the heel of the IMF and World Bank, which force countries undergoing debt and fiscal crises (sound familiar?) to self off public assets to politically- connected insiders. In fact, the World Bank has been pushing school privatization for a long time now.
Yet more evidence, if it was necessary, that the US has become a banana republic.

A copy of this “Reuters” article should be sent to all our policymakers including current candidates. It should be a cautionary tale for our politicians. Unfortunately, in our system it is easier to influence legislators with cash than it is in Sweden, which limits money in politics. As a result, parents in America are going to have to pressure elected officials to represent the interests of their children, rather than corporations. The only thing politicians like less than losing money is losing their position. Sweden’s problems are from demographics, quality control, and lack of regulation resulting in waste and fraud. Sound familiar?

Any real, valid, reliable, significant, sustainable, meaningful and lasting educational reforms BEGIN with capable and committed teachers and administrators, with a passion for productive pedagogy. Anything less than this only leads to educational deforms, not reforms. So, whether in a public, private or charter school, without these ingredients one is doomed for failure.
The notion that privatizing schools, to be run by free market principles and corporations, will automatically create better schools is a fallacy. Private schools can be prone to have and foster teacher incompetence, as much as public schools; and time and again the data and media point this out.
Yes, I do believe unions have fostered an environment of “protectionism” and teachers that should be reproved or removed have been enabled to stay without improving their craft or efficacy (I’ve seen evidence of this too often, IMO). So, the response to this is the call to disable unions and privatize, but this alone is not a, or the, solution.
Again, it begins with the heart and soul of the individual teacher and administrator. They must have a passion and profession for their skill and trade; regardless of the institutions category.

It seems that the perception of teachers’ unions is like that found in “On the Waterfront”, where the corrupt union bosses hand out or deny jobs and protect their ne’er do well pals.
Most school systems have three years before a teacher is entitled to due process for any dismissal. For 3 years, one is considered a “provisional” employee, and until that point no process need be followed nor any reason given for termination of employment – just “Thanks, bye.” In my system, if the principal recommends keeping a provisional teacher, that teacher remains in that principal’s school for at least the next school year before the teacher can apply for a transfer to a different school. This ties the administrator’s judgement to the teacher’s performance, saying in effect, “I vouch for this teacher’s competence.”
It seems to me any professional ought to be able to judge by the time 3 years have elapsed whether someone can teach well. Once past the 3 year “provisional” phase of a career, a teacher is entitled to due process before discipline or termination. If
administrators can’t make the case for dismissal by following due process, they aren’t very competent.
Do good career teachers suddenly “go bad”? Within our union, we found that when that happened, it was most often due to some personal issue – a death, a divorce, a mental health issue or substance abuse. I’m not advocating that in such a case a vulnerable person should remain in charge of students unsupervised. But should a 20 year teacher just be jettisoned or supported through a challenging stage in their life? After all, the school system has invested years of training and professional development, and the teacher has accumulated lots of institutional knowledge.
What I see now is the chanting of the new, fresh, young thing mantra. The Teacher for Awhilers can be had a two-for-one prices compared to the old heads. They don’t lift their heads in dissent, and they don’t stick around to collect pensions – they’re easier to “manage” – especially by administrators who have scant teaching experience themselves.

Determining whether a teacher is competent or not is a tricky task, and I don’t pretend to be an administrator, nor really want that job. Yet, when within our union (UTD: United Teachers of Dade), largest employee union in SE US (I believe), when a group of us proposed to form peer-review teams of teachers that would do observations and give feedback, we were opposed with much resistance.
Understandably, none of us want to be evaluated and dissected by our peers, and not even most administrations to a decent job at that. For example, my whole observations the last several years have been about once a year, for about 5-10 minutes (Miami-Dade County IPEGS tool), because admin is too busy with other things, or they trust that us veterans are doing a good job.
IMO, good quality management begins with competent admins, who were once successful and passionate teachers; admins willing to take the time and effort to help struggling teachers with their trade and craft. But, I see very little of this. Admins are so busy with the pressures of discipline and test scores that they have little time or energy to be effective teacher mentors and guides.
I believe good teaching and teacher-maintenance also begins within depts., with their collaboration, corroboration and sharing of best practices and ideas (and class management strategies).
I belong to the UTD and believe in supporting worker’s rights. Yet, the UTD does have a history of internal cronyism, and I often wonder if my $ 800.00/yr are being spent in the best interests of our schools (and school is more than just workers’ rights).

In Illinois it takes four years provisional status before tenure/due process is offered. Given that other school systems will only give credit for a limited number of years experience, four years is a long time to go without due process. It’s probably smart now to look at how many teachers a district loses each year not only because of poor work climate but because of district attempts to cut costs by cycling through newly minted teachers before accepting a job.

Mediocrity and incompetence are to be found in every profession and every institution. Are you claiming that they are more prevalent in public education than elsewhere?
If not, then why the unrelenting focus on public schools, especially among people who never attended them, don’t send their children to them, and have absolutely no experience in them?

Rick makes an important point about administrators’ being tied down. Ironically the mandated testing, especially the complex and glitch-prone SBAC testing, further erodes what little time our principal has for observing teachers and making sound judgements about their quality. The best instrument for judging teachers –a seasoned educator –is knocked out of commission by a inept instrument for judging teachers –a standardized test. Thanks ed “reform”.

Interesting: I’m sure its just a coincidence, but Queen Silvia of Sweden visited our school this week on behalf of the Mentor Foundation to talk about substance abuse. A couple of my students went to the assembly and returned saying she had divulged the fact that she lost a couple of grandchildren to drug overdoses.
I wanted to approach her and say, “Hey, I’m a Feltskog!” Instead, I stayed in my room and planned lessons.
