At a heated meeting yesterday, the Néw York Board of Regents voted to approve changes to the teacher evaluation rules. The source of the contention was a harsh plan created by Governor Cuomo and jammed hastily into the state budget bill. Cuomo wants 50% of teachers’ evaluation to be based on state tests. It is payback for the failure of teachers to support his re-election last fall.
Recently a group of seven dissident Regents issued their own statement, proposing a year-long delay in implementation and increased focus on performance assessments.
At the meeting yesterday, the dissidents won some compromises–the main one being a four-month delay , which effectively pushes implementation off for a year.
But the seven dissidents who heroically defended students, teachers, and education, dropped to six as Regent Josephine Finn, a noneducator, joined the majority.
As I understand the details better, I will post them. From what I hear, the six dissident Regents are trying to craft a wise policy that will improve education, and they won significant compromises in the formula.
The majority clings to the vain hope that more testing equals better education. Call them the NCLB majority. Time is running out for their failed ideas.
Some 200,000 students–nearly 400,000 parents–refused the tests this past spring. Expect that number to grow as the Regents majority ignores the popular rejection of their failed policies.

I don’t see any heroics, since they all voted for the new State Education Commissioner who had been funded by Gates in Florida for his own teacher evaluation system. the theatrics of the Regents holds no water. They are appointed to follow the money since the era of Carnegie. While Tisch is still remains after all of this turmoil, the group is moribund.

Your frustration and lack of confidence is well founded. However, we cannot change the past. Looking ahead, it is better to have 6 Regents trying to make some positive changes for the short run. Tweaking the teacher evaluation will not change the parents’ feelings about over testing their children. The Governor’s education policy is on a self-destruct trajectory.

Profound chutzpa. Corporate media which has castigated teachers and educators pushes corporate agenda and quality journalism, educating is out the window. Search for truth is lost.
Media which bears responsibility for educating becomes a propaganda machine for corporate CEOs. The results show everywhere.

Lester young is the nyc at-large regent. Why don’t we all let him know how we feel about his perfidy? Also, can someone post a roster of which regents “represent” what areas of the state? People “represented” by the tone-deaf regents should hear from the people they represent!

Cuomo should focus more on doing his job keeping convicts behind bars rather than his vindictive obsession with retribution against classroom teachers.
We tried 50% and now 42.5% here in Ohio and it has been an exercise in futility. The clueless legislators keep bumbling around in the statehouse tweaking a system flawed to begin with. Every year it changes to the point most teachers ignore OTES as a joke. OTES fails to provide any relevant and timely feedback. I obtain orders of magnitude of better information from veteran teachers, collaborating with colleagues, and listening to parents and students in meaningful converswtions.
When my rankings arrived in the mail, my trash can immediately gained an unopened envelope.

I take this as good news, and a sign that the consensus over so-called reform is breaking down. Though i don’t see it happening soon, it’s also a sign that Meryl Tisch’s career as Chancellor of the Regents is approaching its toxic end.
Though i’m not a betting man, I’d place the over-under on MaryEllen Elia’s tenure as State Education Commissioner at two years, at most, since she’s the one most likely to be ground to bits by the intensifying conflict.

I hope the Regents can work out a deal that makes more sense to the students and teachers of New York. There seems to be no benefit to more destabilization. It appears many of the Regents are out of touch with the needs of the schools.

He’s an idiot. He should read up on VAM before he writes about “growth” being the way to “improve” teaching.
And in Utah, all of our new evaluation crap has always been couched in the “helping teachers improve” mantra. Most teachers are not buying it, though. We KNOW that it’s meant to get rid of teachers, never mind if they’re good or bad. Some of the public has picked up on the political speak as well.

Have to agree with ToW’s first sentence. Ms. Ball has obviously been in the “ivory tower” way too long. I’ve been subjected to this same type of evaluation system and it’s pure bullshit. The “tools” that are used by “professional evaluators” are nothing more than Danielson type rubrics. OH, but, butt, they are meant to be a “conversation starter” on how I as a teacher can “improve” because, you know that all teachers can improve. Like someone who has never learned or taught a second language can understand and evaluate what I’m doing in my Spanish classes. Right, and I’ve got some great ocean front property over at Lake of the Ozarks in Central Missouri for sale real cheaply.

Elia Talks to some Buffalo BOE members; Why not all members? June 16, 2015
According to Buffalo News Reporter Tiffany Lankes, who had an extensive interview today with WNED journalist Eileen Buckley (June 16, 2015), NYS Education Commissioner Elect, MaryEllen Elia has spoken with some Buffalo Board of Education members. Here we go again! Former Commissioner, Dr. John King granted an audience to Board member James Sampson and Board member elect Larry Quinn last year, without the knowledge of then Board members. And we have yet to receive a report about that meeting or the promises/decisions resulting from this encounter. Now, we have a new Commissioner, who has not even taken office yet but has determined that some Buffalo Board of Education members should have the privilege to communicate with her, while others are excluded and left in the dark. Sounds like Déja Vue all over again. It was reported that former Regent Robert Bennett arranged the 2014 meeting with Commissioner King. Is Mr. Bennett also involved in arranging the “conversation” with Ms. Elia and the selected Board members? And what was the subject of the conversation?
If Commissioner Elect Elia plans to create a new model for community engagement, including reaching out to Boards of Education, the report of this exclusive interaction does not communicate a new direction for SED or the Commissioner. Members of the minority bloc on the Buffalo Board of Education would welcome the opportunity to talk with Ms. Elia; to convey our concerns and to seek ways to work collaboratively with her in the best interests of our students. However, if the Commissioner Elect has decided to initiate her tenure by excluding the minority members of the Board this action sends the message that our perspectives, our experiences, our knowledge and insight are not valued or desired.

As well the parents should! I agree whole heartedly. I’m almost at the end of my career. What I have seen this do to Special Education Students has been horrific. I actually had a third grade student have a meltdown because she had to take the test in a small group in a separate location. Although my assistant was with her just the change in her normal routine set her off and although a very good reader (4.6) she couldn’t even do that portion of the test. SHAME ON ALBANY AND ESPECIALLY GOVERNOR CUOMO TO USE CHILDREN AS PAWNS IN HIS OWN PERSONAL AGENDA. SEE WHO VOTES FOR HIM NEXT TIME AROUND!!!!!#
