Great Hearts Charter chain, based in Arizona, was rejected by the Texas state board of education. State Commissioner Michael Williams–not an educator–overturned the state board’s veto. It is not clear that Williams, a Bush family favorite, has this power.

But Great Hearts has the right connections.

As this story in the Texas Observer explains,

“In early June—weeks before Williams reversed the board’s veto—Great Hearts hired Rick Perry’s former chief of staff Ray Sullivan to lobby for them in Texas. And late last year, according to the Tribune, board member Ruben Cortez (D-Brownsville) said he’d been surprised to to get a call from the governor’s office wondering how he planned to vote on Great Hearts. In its expansion bids, the chain seems capable of calling in quite a bit of political firepower. Texas is no exception.

“In 2012, Republican leaders in Tennessee engaged in a nasty, drawn-out fight with Nashville’s school board. Although state leaders insisted the school be approved, the local board rejected Great Hearts’ bid to expand into the city, sticking to that decision even after the state withheld $3.4 million in transportation and utilities funding. In Nashville, as in Texas, critics had worried Great Hearts would locate in wealthy neighborhoods far from the city’s worst-off schools.

“And in Arizona, where the school began in 2004, Great Hearts expanded quickly under a board led by Jay Heiler, a well-connected operative in state politics and media who’s defended Senate Bill 1070—Arizona’s infamous immigration crackdown law—supported private school vouchers and agitated against proposals to boost public school funding. Heiler also did a stint on the board of the Goldwater Institute, a Phoenix think tank similar to the Texas Public Policy Foundation. Goldwater advances conservative political causes at the state level and is backed by well-known corporations and the Koch brothers.”

It helps to know the right people, or to hire them.

North Carolina won’t wait for a court to rule on vouchers. It will start giving them out next month before the court hearing.

“RALEIGH, N.C. — Taxpayer money for private or religious school tuition may start flowing to North Carolina families before a judge rules whether the program is legal.

“The state agency in charge of the Opportunity Scholarships late last month advanced to August 15 the date it planned to distribute tuition funding to families of students who won a lottery. That date is a month earlier than the North Carolina State Educational Assistance Authority previously projected and a week before a scheduled court date intended to debate the law’s constitutionality.

“The educational assistance authority isn’t setting its timetable based on the legal dispute, executive director Steven Brooks said Thursday. The agency decided distributing the money sooner was better than later, he said.

“I think we just said let’s get it out there as soon as we can,” Brooks said.

“But distributing the money before a court hearing late next month would cause needless chaos, said Burton Craige, an attorney for plaintiffs who are challenging the voucher program.

“It’s taxpayer money. It makes sense to have a ruling on whether it’s constitutional before we release that money to private schools,” Craige said. “Once money is paid out, it’s hard to get it back.”

“Wake County Superior Court Judge Robert Hobgood blocked the program in February until the issues raised in two lawsuits could be fully considered at a trial. Lawyers for two dozen taxpayers and groups representing teachers and many of the state’s 115 school boards had challenged whether it was constitutional for the state to spend public money on K-12 education at private or religious schools.”

Russ Walsh has been teaching about literacy for 45 years. He started blogging to share his thoughts.

But then he discovered that his views about literacy did not exist in isolation. They were part of a great national debate that involved the Common Core, education reform, charters, and other aspects corporate education reform. He read other bloggers and found that he was engaged as a. Teacher,a reader, a writer, and a thinker. These were not stages of development but a process of thinking, writing, and acting.

Now he too is part of the national debate.

After writing a post last week to tell you about the great progress I have made, about going from walker to cane to walking like a normal person, I suffered a sudden setback. Out of nowhere, I developed a very large hematoma on the back of my operated leg. That’s a humongous bruise that is black-blue and very ugly. Suddenly, I couldn’t walk. The pain was intense. The physical therapist said I probably tore my hamstring. What do I know about these things? Nothing. It has been a few days, and I have graduated back to the cane. The hematoma is turning other colors. I think I’m getting better. I feel that so many of you are good friends that I wanted you to know.

A reader sends a simple recipe that city officials in places like Chicago and Philadelphia use when they want to close a public school and open a charter school:

“They create the demand by killing the public school BEFORE they close it. They underfund it, cut all the specials, close school libraries, let guidance counselors go, get rid of attendance officers, class sizes become huge. What is a parent to do? There would be LITTLE demand if the neighborhood PUBLIC schools were funded properly.”

At a public hearing, Chicago parents and teachers demanded to know why the city closed 50 public schools while opening charter schools.

“How could CPS continue to cut budgets at neighborhood schools while opening new charter and contract schools — even after shutting down a record number of schools just a year ago?

“We need to pull the money from the plan of expanding charter schools, reinvest in neighborhood schools in our communities,” said Scott Hiley, a special education teacher at Lincoln Park High School whose classes have so many desks jammed in that he has little room to move around.

“Still, “my school is fortunate. We’re still open. Kids don’t have to bring their own toilet paper,” he said at Malcolm X College, 1900 W. Van Buren, the West Side location of one of three simultaneous two-hour meetings held throughout the city Wednesday night on the proposed $5.76 billion spending plan.”

“That plan, to be approved on July 23 by the Board of Education, includes about $67 million in cuts to district-run neighborhood schools and $62 million in increases for charter schools over last year, including to the scandal-ridden UNO Charter Network, and the Concept Charter schools that are under federal investigation. Neighborhood high schools have suffered the largest cuts, according to budget documents. CPS links the cuts and raises to enrollment shifts.”

The audience erupted in laughter and derision at some of the officials’ efforts to justify cutting public schools while opening charter schools.

In a surprise move, the Massachusetts State Senate voted 26-13 not to increase the number of charter schools in the state. A similar bill cleared the House by a vote of 114-35 in May. “The Senate proceeded in a separate 9-30 vote to also defeat the underlying bill that had cleared the House.”

The Senate President, Therese Murray said: “In some ways, the vote could be looked at as a reflection of the changing makeup of the Senate that has seen an influx of more liberal members in recent years. Murray said she was surprised by the final tally, and noted that “progressives” voted against the bills.”

“Unions, meanwhile, cheered the bill’s defeat. “We congratulate the Senate for taking a stand for public schools and for public school students, many of whom live in poverty and who need all the resources they can get. The vote against raising the cap keeps resources in our locally controlled public schools where they are most needed,” said Tom Gosnell, president of American Federation of Teachers-Massachusetts.

“Republican gubernatorial candidate Charles Baker issued a statement suggesting the Senate “bowed to political pressure and handed urban families stuck in struggling schools a massive defeat by shutting down access to high performing schools.”

A recent poll shows that if Chicago’s mayoral election were held now, union leader Karen Lewis would beat Rahm Emanuel.

“If the mayoral election were held today, the lightning rod union leader who was the architect behind a 2012 teachers’ strike would beat Emanuel by 9 percentage points in a head-to-head contest, the survey found.

“Lewis was leading Emanuel 45 percent to 36 percent with 18 percent of the likely voters undecided.

“And Emanuel could face an even steeper hill if he faces Cook County Board President Toni Preckwinkle, long considered his most formidable challenger.

“A head-to-head contest found Preckwinkle romping Emanuel by a stunning 24 points.

“Preckwinkle dominated with 55 percent of those surveyed. Emanuel notched just under 31 percent.”

Courtney Bowie is a senior staff attorney with the ACLU Racial Justice Program. In this article, she describes the ACLU’s efforts to stop discrimination against students with disabilities in Wisconsin’s voucher program. Privatization, she says, is promoting segregation and rolling back decades of legal advances for students of color and students with disabilities.

 

In Wisconsin and elsewhere, voucher supporters have fought efforts by the U.S. Department of Justice to oversee their voucher programs.

 

Bowie writes:

 

There are now over 20 states and the District of Columbia that use public funds to subsidize private school enrollment, whether it’s a tax credit for parents of students attending private schools or voucher programs, like the one in Wisconsin, that give a student a taxpayer-funded voucher worth a certain amount to pay private school tuition. These programs are touted as giving poor students, often in so-called “failing districts,” the same “choice” that wealthy students have. In Wisconsin and Indiana, these programs are springing up statewide and in public school districts that are not failing. The argument that these programs are an escape from failing school districts is rapidly falling apart as more and more programs are statewide and aimed at decreasing the tuition costs of students’ families who already can afford private schools.

 

As these public subsidies for private schools expand throughout the country, the civil rights umbrella available to public school students is at risk of folding. In some states like Georgia and Alabama, private schools benefiting from voucher or tax credit programs were founded as segregation academies to thwart federal integration efforts. While the program in Milwaukee and its school district serve almost entirely students of color, as “school choice” spreads around the country, the stage is set for these programs to become even more exclusionary and segregated. If states and local communities permit this to continue, they will cement the public funding of separate schools for only select groups of students, which evidence shows will disproportionately exclude racial minorities, students with disabilities, religious minorities, and LGBT students. This flies in the face of what we have known for the 60 years since Brown v. Board of Education — separate is not equal….

 

Voucher supporters in Wisconsin say Washington has declared war on them when it’s clear the Justice Department only wants to ensure school privatization doesn’t undermine the hard-fought gains of educational equity in the places most historically resistant to it. The only logical conclusion from this response is that voucher supporters fear oversight and want to continue to operate in a civil rights vacuum.

 

If that is their fear, then we know what the true purpose of Wisconsin’s voucher program is. It is to create segregated school systems, both in terms of race and in terms of disability. The result is a public school district deprived of the resources to educate its students and left with those most difficult to educate.

 

Stopping this from getting even worse would be a war worth fighting.

 

 

 

 

Writing in The Atlantic, high school English teacher David Perrin tries to imagine what Mark Twain would think about Common Core testing.

 

He begins:

 

I’ve been teaching high school English in Illinois for over 20 years, but have only recently come to believe that I am complicit in a fraud. For nearly a decade, I have dutifully prepared college-bound students for the rigors of the ACT and the Advanced Placement (AP) English Literature and Composition exam. Even though I believe there’s an undue emphasis on testing in our current school culture, I have considered this preparation an important part of my job because these tests are important to my students both academically and financially. But I question what, if anything, the new Common Core test—which will include writing components graded in part by computer algorithms—will have to offer my students.

 

Perrin has no doubt that Twain would have skewered the Common Core curriculum, as he skewered the curriculum of his own time:

 

Mark Twain had an abiding concern with education, and he treated formal schooling derisively in his writings. His 1917 autobiography describes his education in the mid-19th century, at the dawn of the public school movement; his acerbic portrayal of Mr. Dobbins in the school scenes of Tom Sawyer is based on Twain’s remembrances of his own teachers and experiences. In one scene, set on Examination Day, Twain mocks the vacuous nature of writing instruction as he shows Tom Sawyer’s classmates reading their essays aloud: “A prevalent feature in these compositions was a nursed and petted melancholy; another was a wasteful and opulent gush of ‘fine language’; another was a tendency to lug in by the ears particularly prized words and phrases until they were worn entirely out.” The examinations come to an abrupt halt when Tom and his friends hide in the garret, lower a cat on a string, and watch it snatch the wig off the teacher’s head.

In 1887, Twain penned an introduction to English as She is Taught, a parody of sorts written by a Brooklyn school teacher who had crafted together her students’ most outlandish and misinformed answers. Twain quotes his favorite passages: “The captain eliminated a bullet through the man’s heart. You should take caution and be precarious. The supercilious girl acted with vicissitude when the perennial time came.” His real target isn’t the writing itself but the school system that gave rise to such disjointed answers. “Isn’t it reasonably possible,” he asks, “that in our schools many of the questions in all studies are several miles ahead of where the pupil is?—that he is set to struggle with things that are ludicrously beyond his present reach, hopelessly beyond his present strength?” He notes, for example, that the date 1492 has been drilled into every student’s memory. In the book’s essays, it “is always at hand, always deliverable at a moment’s notice. But the Fact that belongs with it? That is quite another matter.”

 

Twain would have had fun at the expense of the Common Core standards and the computer-graded tests, writes Perrin:

 

The Common Core standards and their assessment tools would have given Twain plenty of fodder for his sardonic wit. The first “anchor standard” for writing at the grade 11–12 level declares that students will “write arguments to support claims in an analysis of substantive topics or texts, using valid reasoning and relevant and sufficient evidence.” This goal will be assessed by Pearson, one of America’s three largest textbook publishers and test-assessment companies. Pearson will, at least in part, be using the automated scoring systems of Educational Testing Services (ETS), proprietor of the e-Rater, which can “grade” 16,000 essays in a mere 20 minutes.

 

And he would have been suspicious of the profit motive of the corporations that are likely to make $1 billion or more by testing students. Perrin feels sure that Twain “would have almost certainly had something to say about essay-grading software and corporations that refuse to reveal their testing methods. With so little transparency, and with so many dollars and futures at stake, Twain might have condemned an “assification of the whole system….” He would not be one of those who stand with the corporations that stand to profit and the politicians who couldn’t pass the tests they insist upon.
