I said that she was one of the few–if not the only–union leader who is NBCT.
Happily, I was wrong. I published another post that mentioned other union leaders who are NBCT.

Kitty Boltnott was head of the Virginia Education Association from 2008 until July 2012. She is NBCT.
John Braglia (department chair and social studies teacher at James B. Conant High School) is a National Board Certified Teacher who is President of Local 1211 (Illinois Federation of Teachers), which serves teachers in Township High School District 211 in Palatine, Illinois (northwest suburbs of Chicago). District 211 is the largest high school district in Illinois with approximately 12,500 students in five high schools.
Ellen Bernstein, president of the Albuquerque Teachers Federation, is NBCT.
Tammy Wawro, the new president of the Iowa State Education Association, is an NBCT teacher.
Sharon Gallagher Fishbaugh, the president of the Utah Education Association, is NBCT.

I think you mean it’s the largest high school district after District 299, which is Chicago and has 106 high schools that served 113,873 students last year. Many suburbs in Illinois have different districts for their high schools, while Chicago doesn’t have a separate district for secondary ed.
A few years ago our union, the Cedar Rapids Education Association negotiated additional pay for NBCT in response to state legislation. Unfortunately, the state funding for this program waned and eventually ended, Still the program encouraged many our or teachers to seek certification. Many of these are union leaders in CREA. Our past president Tammy Wawro (now president of the Iowa State Education Association), our current president Sue Clapp, vice president and newly named Iowa Teacher of the Year Tania Johnson, treasurer Carla Riley, and Beth Hieronymous, mentoring facilitator.
I would also add that some professional organizations also have certification program. One of note is the Journalism Education Association which offers two levels of certification, Certified Journalism Educator and Master Journalism Educator.
