I have also tried to verify reports of high graduation rates from some charter schools with the same result as experienced by Jason France. Since out-of-state transfers and transfers transfers to private schools cannot be tracked by the DOE student information system, these exit codes can be used to hide dropouts. Also the DOE no longer does site audits of high schools to see if they have transcript requests which would verify such transfer claims. So the system is apparently set up to help some schools to falsify their graduation data. Why do we tolerate bogus school reform based on highly suspect data?
When you intimidate teachers into giving passing grades it is easy to get high graduation rates. The charters are run through an authoritarian CEO. If you fail too many you get fired. If the graduation rate isn’t high enough the school counselor gets fired. No joke. They come up with many creative ways to pass kids. This helps their state rankings even though their ave. ACT score is awful. They can be ranked above other schools even though their ACT score is awful. The other schools clearly have a better curriculum and performance but don’t cheat on their grad rates and are ranked lower. This is how dumb education has become in America.
