The answers to both of your questions is heck yeah! And it doesn’t matter whether you are in WA or AL, only in AL.
The bulk of those who are trying to buy this election are not public school parents – and definitely not the ones in for large sums of money. Nick Hanauer – claims he’s a Democrat – had his kids in public school at one time, but when he couldn’t buy a teacher for his school, I think he probably pulled them and went private. We have the Amazon and Microsoft millionaires – even the Microsoft corporation put in $50K – a couple of politicians, and even a former Seattle Public Schools board member contributing to dismantle the public school system by bringing in charters. The usual DINO players – like DFER head Lisa MacFarlane is there – and everyone’s favorite charter rah-rah flim-flam man Tom VanderArk. It pretty much reads like a who’s who of DINOs and those who want to profit off public education. There might be a couple of misguided individuals on the list who mistakenly think they are helping those poor urban brown kids, or a few more clueless people who think charters will bring them “choice”, but most of them have definite agendas, and it sure isn’t to truly help kids.

Who will win? It’s like choosing between tornadoes, hurricanes, and expansive clays. (Fortunately for homeowners, you’re unlikely to get hit by all three at the same location!)
