Two years ago, when Jennifer Berkshire interviewed a senior staff member at the Walton Family Foundation, the staffer explained that vouchers were not right for Arkansas because a) there were not enough private schools in the state, but more importantly, b) school choice was so closely associated with segregation academies that it was a toxic topic in a state like Arkansas.

But now, with DeVos running the U.S. Department of Education, segregation academies are just swell!

The Walton family is pushing two voucher programs in the Legislature.

Fast forward two years and the Waltons are backing a controversial bill that combines two new school choice faves—1) *tax credit scholarships* that would let well-heeled Arkansans and corporations claim hefty state and federal tax deductions for donating to a nonprofit, which then disperses funds to choice-seeking parents in the form of 2) an education savings account, which lets parents pay for private school tuition using a *backpack full of cash.* So what’s changed? Not the number of private schools. Arkansas has just 230 of them, and that’s before you cross off the schools that charge well in excess of the $6K voucher amount. And not the legacy of racism that gave rise to many of these schools in the 1960’s and 70’s

Marvell Academy, the segregation academy in the Delta which opened in 1966, still has an entirely white student body in a town where the local high school is more than 90% Black. Nor is Marvell the only *white academy* that’s still going strong. There’s the Desoto School in nearby Helena, which prides itself on schooling students in *an understanding of our cultural heritage* and whose current enrollment stands at 257 white students and 1 Hispanic kid. The site of the largest number of segregation academies wasn’t the Delta but Pulaski County, home to LIttle Rock, where resistance to what white parents called *forced busing* led to a surge in the creation of new private school *options.* Like Central Arkansas Christian, formed in 1970 by *a core group of dedicated families and church leaders from all corners of Little Rock.* Today, just over 17% of the students who attend the Little Rock Public Schools are white. At Central Arkansas Christian High, that figure is close to 90%. Miss Selma’s, founded in 1965, continues to offer dynamic, quality education to parents who would prefer not to experience the fact that 40% of Little Rock’s residents are Black. Pulaski Academy, meanwhile, has made great strides towards integration since it opened as a private school for white students in 1971. Of its 1,078 students, 54 are Black.

The worst of the South is rising again. Segregation will soon become possible with the blessing of the U.S. Department of Education, the U.S. Justice Department (remember the Attorney General is Jefferson Beauregard Sessions of Alabama), and the U.S. Congress.

Last spring, Salon published an article by Kali Holloway about Campbell Brown and her transition from news anchor to “education reformer” and “charter propagandist.” The article was posted before California’s highest court threw out the Vergara case, whose plaintiffs claimed that teacher tenure was racially discriminatory. It also was posted before a judge in Minnesota tossed out Campbell Brown’s copycat effort to kill teacher tenure in that state.

 

Nonetheless, the article accurately depicts Campbell Brown’s contempt for public schools, teachers unions, and teachers. Facebook announced that it plans to hire her as its face to the news media. It is important to know her low opinion of public education, a basic democratic institution, and the people who work to educate our children. As the article shows, Brown did not want to disclose the funders of her website, The 74, claiming that they might be harassed (as if!).

 

The article says The 74 is funded by: The Dick and Betsy DeVos Family Foundation, Bloomberg Philanthropies, Jonathan Sackler (of OxyContin producer Purdue Pharma) and the Walton Family Foundation.

 

 

Vu Le directs a nonprofit organization. He wrote a bold article in The Chronicle of Philanthropy advising philanthropists to change direction and pay more attention to small organizations that work directly with those in need and cut back on their demands for paperwork, data, and endless documentation.

The nonprofit world woke up last week to a surreal and terrifying new reality, one that must force us all to operate differently. To see our nation choosing walls, divisiveness, xenophobia, and demagoguery over love, hope, diversity, and community is devastating.

The people nonprofits serve felt the pain immediately. We have kids chanting “Build that wall” in school lunchrooms. We have women wearing hijabs being attacked. (Trump supporters have been assaulted as well.) I personally know Latino parents trying to answer their kids’ questions about when they will get deported. Many of my LGBTQ friends and colleagues are in despair.

We cannot just hope it will all be OK. The new presidency threatens to undo all the progress nonprofits have worked so hard to make: progress on climate change, gender equity, marriage equality, support for the poor and homeless, and the push for diversity and inclusion throughout society. Millions of people may lose their health insurance. Hundreds of thousands of Dreamers may be exiled.

As nonprofits work to oppose all the ways in which a Trump presidency threatens the people we serve, we need money and support — and that must come from a new social contract with foundations. Grant makers must end, once and for all, the destructive funding philosophies and practices that have hampered nonprofits’ ability to achieve success.

To face a future that is terrifying to many of us and the people we serve, foundations must think and fund differently.

One thing that most of us know about philanthropies is that they have almost completely abandoned public education. The big three–Gates, Broad, and Walton–are all in for privatization. They think that the public schools that enroll 94% of the children are hopeless. They don’t like public schools. They don’t like unions. They want public schools to operate like businesses. They want them to hire inexperienced and uncredentialed teachers. They micromanage their grants. They overemphasize test scores as the data that shows whether their grantees are successful. They have wrought immeasurable harm on our democratic public system.

After reading this article, I feel moved to write something for The Chronicle of Philanthropy. I don’t know if they will publish it, but it is worth a try.

Opinion: Blame Big Foundations for Assault on Public Education

President-elect Donald Trump has promised to reallocate $20 billion in federal funds to promote charter schools and private-school vouchers. He has selected Michigan billionaire Betsy DeVos — who has long devoted her philanthropic efforts to advocating for charters and vouchers — as the next secretary of education. After the election, her American Federation for Children boasted of spending nearly $5 million on candidates that support school choice, not public schools.
Currently, 80 percent of charter schools in Michigan are run by for-profit corporations, due in no small part to Ms. DeVos and her husband, Amway heir Dick DeVos. These schools represent a $1 billion industry that produces results no better than do public schools, according to a yearlong Detroit Free Press investigation. The DeVoses recently made $1.45 million in campaign contributions to Michigan lawmakers who blocked measures to hold charters accountable for performance or financial stability.
With Ms. DeVos in charge of federal education policy, the very future of public education in the United States is at risk. How did we reach this sorry state? Why should a keystone democratic institution be in jeopardy?
I hold foundations responsible.
Extremist Attacks
The Bill & Melinda Gates Foundation, the Edythe and Eli Broad Foundation, and the Walton Family Foundation have promoted charter schools and school choice for the past decade. They laid the groundwork for extremist attacks on public schools. They legitimized taxpayer subsidies for privately managed charters and for “school choice,” which paved the way for vouchers. (Indeed, as foundations spawned thousands of charter schools in the past decade, nearly half of the states endorsed voucher programs.)
At least a dozen more foundations have joined the Big Three, including the Laura and John Arnold Foundation, the Michael & Susan Dell Foundation, and the Doris & Donald Fisher Fund.
For years these groups have argued that, one, public schools are “failing”; two, we must save poor children from these failing schools; three, they are failing because of bad teachers; four, anyone with a few weeks of training can teach as well, or better. It’s a simple, easily digestible narrative, and it’s wrong.
To begin with, our public schools are not failing. Where test scores are low, there is high poverty and concentrated racial segregation. Test scores in affluent and middle-income communities are high. The U.S. rank on international standardized tests has been consistent (and consistently average) since those tests began being offered in the 1960s, but the countries with higher scores never surpassed us economically.
The big foundations refused to recognize the limitations of standardized testing and its correlation with family income. Look at SAT scores: Students whose families have high incomes do best; those from impoverished families have the lowest scores. The foundations choose to ignore the root causes of low test scores and instead blame the teachers at schools in high-poverty areas.
Follow the Money
Major foundations put their philanthropic millions into three strategies:
They funded independently run charter schools, which are a form of privatization.
Some, notably the Gates Foundation, invested in evaluating teachers based on their students’ test scores.
They gave many millions to Teach for America, which undermines the profession by leading young college graduates to think they can be good teachers with only five weeks of training.
Many of the philanthropists behind the foundations have also used their own money to underwrite political candidates and state referenda aimed at advancing charters and school choice. Bill Gates and his allies spent millions to pass a referendum in Washington State authorizing charter schools; it failed three times before winning in 2012 by 1 percent of the vote. After the state Supreme Court denied taxpayer funding to charters, on the grounds that they are not public schools because they are not overseen by elected school boards, three justices who joined the majority ruling faced electoral challengers bankrolled by Mr. Gates and his friends. (The incumbents easily won re-election.)
The Walton Family Foundation claims to have launched one-quarter of the charter schools in the District of Columbia. It has pledged to spend $200 million annually for at least the next five years on opening new charters. Individual family members have spent millions on pro-school choice candidates and ballot questions. This year they joined other out-of-state billionaires like Michael Bloomberg in contributing $26 million to support a Massachusetts referendum that would authorize a dozen new charters a year, indefinitely. It lost, 62 percent to 38 percent. Only 16 of the state’s 351 school districts voted “yes”; the “no vote” was strongest in districts that already had charters, which parents knew were draining resources from their public schools.
Advocates for charter schools insist they are public schools — except when charters are brought into court or before the National Labor Relations Board, in which case they claim to be private corporations, not state actors. They do share in public funding for education, a pie that has not gotten bigger for a decade. So every new charter school takes money away from traditional public schools, requiring them to increase class sizes, lay off teachers, and cut programs.
Charters have a mixed performance record. Those with the highest test scores are known for cherry-picking their students, excluding those with severe disabilities and English-language learners, and pushing out students who are difficult to teach or who have low test scores.
Many other charters have abysmal academic records. The worst are the virtual charters, which have high attrition rates, low test scores, and low graduation rates. As The New York Times recently reported, citing federal data, the Electronic Classroom of Tomorrow in Ohio has “more students drop out … or fail to finish high school within four years than at any other school in the country.”
Why do state leaders allow such “schools” to exist?

Failing the Test
The Gates Foundation’s crusade to evaluate teachers by the test scores of their students has been a colossal failure, one from which the organization has yet to back off. (Unlike its $2 billion campaign to encourage smaller high schools, which the foundation admitted in 2008 had not succeeded.)
This has had devastating consequences. President Obama’s Education Department, which had close ties to the Gates Foundation, required states to adopt this untested way of evaluating teachers to be eligible for $4.35 billion in Race to the Top funding.

Since the standardized tests covered only mathematics and reading, some states, like Florida, began rating teachers based on the scores of students they didn’t teach in subjects they didn’t teach.
In New York State, a highly regarded fourth-grade teacher in an affluent suburb sued over her low rating and won a judgment that the state’s method, based on the Gates precept, was “arbitrary and capricious.” When newspapers in Los Angeles and New York City published invalid ratings of thousands of teachers, classroom morale plummeted and veteran educators resigned in protest. One in Los Angeles committed suicide.
The American Statistical Association issued a strong critique of the use of student scores to rate teachers, since scores vary depending on which students are assigned to teachers. The American Educational Research Association also spoke out against the Gates Foundation’s method, saying that those who teach English-language learners and students with disabilities would be unfairly penalized.
Still, big donors were so sure teachers were responsible for low test scores that they fell in love with Teach for America and showered hundreds of millions of dollars on it.
The nonprofit began as a good idea: Invite young college graduates to teach for two years where no teachers were readily available, sort of like the Peace Corps. But then the organization began making absurd claims that its young recruits could “transform” the lives of poor students and even close the achievement gap between children who are rich and poor, white and black. School districts, looking to save money, began replacing experienced teachers with Teach for America recruits, who became the hard-working, high-turnover staff at thousands of new charter schools.
Due in part to that supply of cheap labor, 93 percent of charters are nonunion, which the retail billionaires of the DeVos and Walton families no doubt see as a boon. Unfortunately, Teach for America undermines the teaching profession by asserting that five weeks of training is equivalent to a year or two of professional education. Would doctors or lawyers ever permit untrained recruits to become Heal for America or Litigate for America? It is only the low prestige of the teaching profession that enables it to be so easily infiltrated by amateurs, who mean well but are usually gone in two or three years.
Now that the Trump administration means to use the power and purse of the federal government to replace public schools with private alternatives, it is important to remember that universal public education under democratic control has long been one of the hallmarks of our democracy. No high-performing nation in the world has turned its public schools over to the free market.
Let us remember that public schools were established to prepare young people to become responsible citizens. In addition to teaching knowledge and skills, they are expected to teach character and ethical behavior. Gates, Broad, and other big foundations have forgotten that public education is a public responsibility, not a consumer good. Their grant-making strategies have endangered public education.
This is a time to hope that they will recognize their errors, take a stand against privatization of our public services, and commit themselves to rebuilding public education and civil society.

D.C. Mayor Muriel Bowser selected Antwan Wilson as the next chancellor of schools, promising that he would continue the policies of Michelle Rhee and Kaya Henderson. Wilson has been superintendent in Oakland for the past two years. He is a graduate of the unaccredited Broad Superintendents Academy. He has pledged to tackle the achievement gaps in D.C., which are the largest of any urban district.

 

D.C. adopted mayoral control of the schools in 2007, copying New York City’s example. Michelle Rhee served from 2007 to 2010, when Adrian Fenty, the mayor who appointed her, was defeated, in large part because of Rhee. Her deputy, Kaya Henderson, took her place.

 

About half the children in the District are enrolled in charter schools, which are not under the chancellor’s control. The Walton Family Foundation has made privatizing schools in the nation’s Capitol a priority.

This just happened in Los Angeles: Educators at four LAUSD public schools turned away money from the two billionaire backers of privatization. Broad and Walton are offering funding to these schools at the same time that their charters are diverting hundreds of millions of dollars from the district’s public schools.

UTLA Educators Overwhelmingly Vote Against Broad-Walmart Grant Funding

Los Angeles, CA – This week, educators at four LAUSD schools voted to reject grant money from “Great Public Schools Now,” the public face of a group backed by the California Charter School Association and bankrolled by billionaires Eli Broad and the Waltons of Walmart.

Educators say that this is a PR stunt, not a genuine effort to fund schools in need and are calling on the District to uphold the vote by not accepting the grant money from GPSN, in any way. These four schools are within the targeted 10 areas for Broad-Walmart funding.

The vote was 98% in favor of rejecting the money; ballot counts at Drew Middle School, Pacoima Middle School, San Fernando High School, and Gompers Middle School were, respectively, 35 to 1, 58 to 0, 72 to 0, and 22 to 3.

Jared Dozal, who voted against his school receiving Broad-Walmart money, is a math and computer science teacher at San Fernando High School. He says this is a distraction from real, lasting efforts for sustainable funding for all public schools.

“We know that some will see this as an opportunity missed for funding, but the amount offered is peanuts for the billionaires behind this effort,” Dozal said. “We won’t let this distract us from saving our schools from a corporate takeover, paid for by the people who only want to destroy public education.”

Dozal said the grant’s offer of “up to” $250,000 per year for three years is insulting, considering the amount of money siphoned from public schools to subsidize rampant charter school growth.

For example, according to LAUSD’s own numbers, Gompers Middle School has $1.4 million less in its budget than 2013. Since school budgets are in large part determined by enrollment, the rapid expansion of charter school growth has clearly impacted the middle school.

In the zip code that Gompers is in, and in the nearby zip codes, there are 21 charter schools. Thirteen of these are the largest corporate charters, including Green Dot, Alliance, Aspire and Kipp. The Waltons of Walmart have contributed generously to these four corporate charters, and Eli Broad alone has contributed more than $75 million over the last few years. In fact, in the June 2015 GPSN plan, Broad and Walton say they will be raising $135 million more for these charter school operators.

Getting the funding and resources our students need requires meaningful and sustainable initiatives. To that end, members of United Teachers Los Angeles join with parents and community members to address issues like school site improvements and student safety, enriched curriculum that includes funding for arts, music and ethnic studies as well as fully staffed schools with full-time nurses, librarians and counselors.

UTLA is also working to pass Prop. 55 on next week’s ballot, pursuing long-term funding solutions in Sacramento, and supporting efforts such as the Make It Fair campaign to close corporate property tax loopholes.

It also believes in bringing traditional school districts around to its market-driven-reform thinking via corporate-reform-group infiltration. Too, it seems that the Walton Foundation believes that grass roots support for its effort is a matter of getting the public mind in line with the Walton charter expansion priorities.

“The Walton intentions in incubating and expanding corporate reform fit hand-in-glove with the Broad intentions for Los Angeles. On its website, the Broad Foundation generously tosses around the term “public schools” even as it features KIPP, Success Academies, and Teach for America among its handful of “key grantees.” Furthermore, the Broad listing of current grantees is for the most part a corporate reform festival:

“Note that Broad is currently funding ExED, and that Great Public Schools Now has two ExED reps on its board/team: William Siart and Anita Landecker. What this illustrates is the all-too-common corporate reform funding incest. (According to the Walton 2013 tax form, Walton has also given ExED $50,000, and the Waltons loaned ExED $5 million for Los Angeles charter school facility financing.)”

Mercedes Schneider here describes a new entity that has joined the corporate reform movement. It is called SEN, the School Empowerment Network. It seems to be funded by the Walton Family Foundation, the billionaires who want to privatize all of public education and get rid of teachers’ unions. It is based in Brooklyn, New York, but gained its first contract in Michigan.

Michigan is the state where 80% of the charters operate for-profit. It doesn’t really need more charters. It does need accountability and transparency. The Detroit Free Press published a week-long series in 2014 about taxpayers being fleeced by the charter industry, which gets $1 billion a year and is never held accountable.

Jeff Bryant writes here about Little Rock, Arkansas. Little Rock was the scene of one of the crucial battles in the movement to integrate public education after the Brown decision of 1954. When city and state officials refused to integrate Central High School, President Dwight D. Eisenhower federalized the National Guard and sent in 1,000 members of the 101st Airborne to enforce the court order to admit black students.

Jeff interviews a large number of citizens of Little Rock, who tell the story of the district. For a time, it was successfully integrated, or at least parts of it were. But the resistance never went away.

At present, the Walton Family Foundation is behind a state takeover of the entire district, even though only six of its 48 schools have been declared to be “failing” schools.

State Senator Joyce Elliott said to Jeff:

“We are retreating to 1957,” Elliott believes. Only now, instead of using Jim Crow and white flight, or housing and highways, the new segregationists have other tools at their disposal. First, education funding cuts have made competition for resources more intense, with wider disparities along racial lines. Second, recent state takeover of the district has spread a sense throughout the community of having lost control of its education destiny. Parents, local officials, and community activists continuously describe change as something being done to them rather than with them. And third, an aggressive charter school sector that competes with local public schools for resources and students further divides the community.

And lurking in the background of anything having to do with Little Rock school politics is the Walton Family Foundation, the philanthropic organization connected to the family that owns the Walmart retail chain, whose headquarters is in Bentonville, Arkansas.

State Commissioner Johnny Key terminated Little Rock’s superintendent, Baker Kurrus:

The disenfranchisement of Little Rock citizens became especially apparent recently, when Commissioner Key suddenly, and without explanation, terminated the contract of Baker Kurrus, until then the superintendent of the Little Rock School District. (Key had originally appointed Kurrus himself.)

As veteran local journalist for the Arkansas Times Max Brantley explains, Kurrus was initially regarded with suspicion due to the takeover and the fact he was given the helm despite his lack of education background. But Kurrus had gradually earned the respect of locals due to his tireless outreach to the community and evenhanded treatment of oppositional points of view.

But many observers of school politics in Little Rock speculate Kurrus was terminated because he warned that charter school expansions would further strain resources in the district. In advising against expansions of these schools, Kurrus shared data showing charter school tend to under-enroll students with disabilities and low income kids.

He came to view charter schools as a “parallel school system” that would add to the district’s outlays for administration and facilities instead of putting more money directly into classroom instruction.

“It makes no sense” to expand charter schools, he is quoted as telling the local NPR outlet. “You’d never build two water systems and then see which one worked … That’s essentially what we’re doing” by expanding charters.

Kurrus also came to believe that increasing charter school enrollments would increase segregation in the city.

In a state where the Waltons have their headquarters, it is unthinkable that Little Rock have a superintendent who isn’t committed to the magic of charter schools. That contradicts the Walton philosophy. Kurrus had to go. Interestingly, one of the two charter chains (LISA) in Little Rock is identified by Sharon Higgins as Gulen charters.

A report on the academic performance of charters throughout the state of Arkansas in 2008-2009 found, “Arkansas’ charter schools do not outperform their traditional school peers,” when student demographics are taken into account. (As the report explains, “several demographic factors” – such as race, poverty, and ethnicity, – strongly correlate with lower scores on standardized tests and other measures of achievement.)

Specifically in Little Rock, the most recent comparison of charter school performance to public schools shows that a number of LRSD public schools, despite having similar or more challenging student demographics, out-perform LISA and eStem charters.

There’s also evidence charter schools add to the segregation of Little Rock. Soon after the decision to expand these schools, the LISA network blanketed the district with a direct mail marketing campaign that blatantly omitted the poor, heavily black and Latino parts of the city, according to an investigation by the Arkansas Times.xxx

In the state board’s vote to take over the district, as Brantley reports for the Times, members who voted yes had family ties to and business relationships with organizations either financed by the Walton Foundation or working in league with the Waltons to advocate for charter schools.

In another recent analysis in the Times, reporter Benjamin Hardy traces recent events back to a bill in the state legislature in 2015, HB 1733, that “originated with a Walton-affiliated education lobbyist.” That bill would have allowed an outside non-profit to operate any school district taken over by the state. The bill died in committee when unified opposition from the Little Rock delegation combined with public outcry to cause legislators to waver in their support.

So what the Waltons couldn’t accomplish with legislation like HB 1733 they are currently accomplishing by influencing official administration actions, including taking out Kurrus and expanding charters across the city.

The Waltons recently announced that they plan to spend $250 million annually to expand charter schools. They selected 17 urban districts that they would pour money into. One of them is Little Rock.

Politico reports that Hillary Clinton was booed when she spoke of cooperation between public schools and “public charter schools.”

I don’t think she has any idea of the depth of antagonism towards charter schools among teachers.

Maybe she doesn’t know that 90% of charters are non-union.

Maybe she doesn’t know that the far-right Walton Family Foundation (which hates unions) funded one of every four charters in the nation and has pledged to spend at least $200 million annually to create more non-union schools.

Maybe she doesn’t know that ALEC (which hates unions and public schools) is a huge supporter of charter schools.

Maybe she doesn’t know that the same “vast rightwing conspiracy” that hates her loves charter schools.

Maybe she doesn’t know that every Republican governor, as well as Donald Trump, is enthusiastic about charter schools.

Maybe she doesn’t know that charter schools have become the favorite ploy of those who want to privatize and monetize public education.

I have been trying to arrange a meeting with her, face to face, but so far have had no success.

I will keep trying.
