Newly elected Governor of Tennessee, Bill Lee, picked a privatizer from the Texas Education Agency to be State Commissioner of Education. Penny Schwinn, chief deputy commissioner for academics in Texas, is Lee’s choice. She is a supporter of school choice, including vouchers, which was never passed in Texas despite multiple efforts by the hard-right there. For some reason, she is described as a “reformer.” Apparently if you want to underfund public schools by diverting money to religious and private schools, that qualifies you to be called a “reformer.” The word “reformer” has become anathema.

In Texas, rural Republicans combined with urban Democrats to stymie vouchers in the legislature, year after year.

Tennessee also has rural Republicans who will question why public money should be diverted from their community schools to religious schools.

Schwinn has promised to fix Tennessee’s longstanding testing mess. Testing in Texas has been used to label and stigmatize schools and students. Remember the phony claims of a “Texas miracle” that brought NCLB to the nation? Legislators in the Lone Star State still has a zealous faith in standardized tests.

Worse, Schwinn was controversial in Texas.

A September audit found Schwinn failed to report a conflict of interest between her and a subcontractor who got a $4.4 million contract to collect special education data. As a result, the Texas state commissioner canceled the contract, according to the Dallas Morning News.

The canceled contract cost the state more than $2 million, according to the Texas Tribune.

The Dallas Morning News also reported that Schwinn told auditors that while she had a professional relationship with the subcontractor, she didn’t try to influence the contract. In the wake of audit, Texas revamped its procurement process, the Texas Tribune reported.

Schwinn will need to help secure an assessment vendor to administer the TNReady test with the state’s contract with Questar Assessment set to expire.

This is not an auspicious start.

New Orleans set a new model for privatization by creating the Recovery School District, which turned almost every public school in the city into a charter school. Tennessee copied the model in part by creating the Achievement School District, which gathered the state’s lowest performing schools, almost all in Memphis, and putting them into the ASD to be turned into charters. The ASD made bold promises but flopped. Of course, North Carolina had to copy the idea, so beloved in red states, so it created an Innovative School District. The legislation was funded by an Oregon tycoon, who surprisingly won the bid to run the new district. Sadly, no one wanted to join the ISD. Finally the state managed to corral one school into giving up its status as a public school, and the ISD was launched, with one school, a principal and a superintendent.

Then the state added another school. But the district, Wayne County, fought back, probably through its member of the General Assembly, and it has dropped out.

The newly elected Governor Of Tennessee, Bill Lee, has selected the former director of Betsy DeVos’s Tennessee Federation for Children as his education Policy Advisor.

DeVos founded the American Federation for Children, which has numerous state affiliates.

The DeVos groups advocate for public funding of religious schools, homeschooling, cyberschooling, and anything other than public schooling.

If the people of Tennessee want to keep their public schools, they will have to persuade their state legislators to oppose the new Governor’s education agenda.

The linked article in Chalkbeat says that students in voucher schools get lower test scores, which is true. It also says that kids who use vouchers have higher graduation rates, which is not true, because the dropout rate from voucher schools is very high, and the “graduation rate” does not include the large number that left and returned to public school. If it did, the voucher schools would have a far lower graduation rate than local public schools. The first such study, from Milwaukee, reported that 44% of the voucher students dropped out to return to public schools, but were not included in the denominator when the voucher schools’ graduation rate was calculated. Only the survivors were counted.

Bill Lee, the newly elected Republican Governor of Tennessee, appears to be bad news for public schools.

“A product of public schools who chose a mix of public, private, and homeschooling for his own kids, Lee also talked about giving parents more choices for their children. He bolstered that talk — and raised eyebrows among traditional public education diehards — with his pick of Tony Niknejad as policy director for his campaign. Niknejad is the former state director of the American Federation for Children, a pro-school voucher group once chaired by former U.S. Education Secretary Betsy DeVos.

“Still, Lee offered few outright promises or details on such policies during his months of campaigning.”

I hope I’m wrong.

The Aspire charter chain in Memphis is in trouble and debating its future. This is one of billionaire Reed Hastings’ investments, and it is not faring well.

Facing a roughly $2 million operating deficit and lagging academic progress, a California-based charter organization that runs four schools in Memphis is reconsidering its future in the city — even floating the possibility of pulling out of the area altogether.

At a public meeting on Friday, Aspire’s national board discussed with its Memphis staff four possible scenarios for moving forward. Board chair Jonathan Garfinkel said that changes are anticipated, given the budget deficit and the fact that academic “results have not been what we’ve hoped.”

As a result, Aspire could cease to oversee its four Memphis schools, which serve some 1,600 students in total. This wouldn’t mean the schools would close, but that the governance of the school would change. A task force — composed of board members, Aspire staff in Memphis and consultants — came up with the following four possible paths forward, though Garfinkel said more possibilities could be considered.

Memphis remains an Aspire region with additional supports and a plan to close the financial gap.

Memphis becomes an Aspire “franchise,” keeping the name and core approach and receiving some supports, like curriculum and coaching, but operates as a separate nonprofit with significantly more autonomy.

The four Memphis schools become a standalone charter network with their own central office and fundraising function.

The four schools team up with one or more existing local school district or charter network.

If any changes are made, they wouldn’t go into place until after this school year. Garfinkel emphasized that no decisions have been made, and the task force would use Friday’s conversation to steer its board recommendations, slated for January.

Guess they are not “saving poor kids in failing schools.”

Wonder if Reed Hastings will rethink his grand plan to privatize every public school? I’m guessing not. Being a billionaire means never saying you made a mistake.

Dr. Bill Smith of Johnson City, Tennessee, watched the two candidates for Governor of Tennessee debate and focus on education as key to the state’s future.

The Republican, Bill Lee, swore his allegiance to the party line and endorsed charters and vouchers. He goes full Betsy DeVos.

The Democrat, Karl Dean, pledged his devotion to “public education” and his love for charter schools, which have failed in Tennessee. Dean goes partial Betsy DeVos.

Surely both men know that the Tennessee Achievement School District spent $100 million of Race to the Top money to turn low-scoring schools over to charters, and the ASD was a colossal failure. $100 million wasted.

Why do they want more of the same?

Dr. Smith writes with more wisdom than either candidate:

It’s no secret that non-profit charter schools often divert money intended for children’s instruction to other priorities. For example, many charters compensate their “CEOs” two to three times the salaries of principals who perform the same functions in regular public schools. Vision Academy in Nashville pays its two top executives (a married couple) a combined $562,000, while reportedly charging students for textbooks. (Imagine the outcry if a local public school engaged in such financial behavior.)

The Oct. 9 debate between Lee and Dean was — like the rest of their campaign — noteworthy for its civility. They both seem to be good, decent men, and they exhibit many of the leadership qualities we should all want in our governor. Moreover, when you listen to them talk about educational reforms, their arguments seem very compelling — until you carefully consider the facts.

Lee is either delusional or disingenuous to assert that he would do nothing to diminish public education but is fully in favor of vouchers and charters. The point of offering these choices is to diminish public education, and the evidence indicates that it is working.

Further, when he says we should give students educational alternatives, identify the “best practices” to emerge from these settings, and then implement these model approaches in public schools, he is describing the central promise of the charter school movement when it first emerged in the 1990s. In the beginning, the plan was that charter schools would be relieved of regulatory oversight so that they could explore creative practices and then export their best ideas to public education. Unfortunately, that never happened.

This failure raises a fundamental question that Lee, Dean and other charter advocates do not address (in my opinion, because they can’t). If charter schools are as wonderful as they claim, why won’t they tell us what makes these schools so effective? If you knew the cure to a dreadful disease, would you keep it to yourself?

The charter folks remind me of the old snake oil salesmen who appeared unexpectedly one morning, sold their mysterious elixirs, and slipped out of town at dusk. They made incredible claims about the benefits found in those opaque bottles, but they never told anyone what the ingredients were. “Trust me,” they said. “It’ll cure whatever ails you.”

Let’s be clear. Advocates of charters and vouchers can’t tell us why these educational alternatives are better because they simply aren’t. Moreover, most of the people pushing for choice don’t want to improve public education. They want to undermine it so that they can profit from educational privatization. The only reason they want relaxed regulatory oversight is so that they can funnel as much of our tax dollars as possible into their own pockets without us noticing.

I believe that Dean is sincere about his support for public education, and I will vote for him for that reason. To his credit, he opposes all forms of choice except for non-profit charters, and I hope that he will realize one day that they too have failed to live up to expectations. He is kidding himself when he denounces the undermining effects of vouchers on public education while simultaneously advocating for charters (even in a limited capacity) and not seeing that they too draw resources away from public schools.

Democrats who still think there’s a place for charter schools need to reconsider that position. If there was ever a useful role for charters in our educational system, it has long since been high-jacked and corrupted beyond redemption. Charters are simply one more weapon for market fundamentalists to employ in their effort to privatize public education.

Charles Foster Johnson, founder of Pastors for Texas Children, barnstormed across Tennessee, Meeting with like-minded ministers who believe in separation of church and state.

Rev. Johnson organized 2,000 ministers in Texas, and PTC played a significant role in forging an alliance between rural Republicans and urban Democrats to stop vouchers.

“Johnson’s mission is starkly different from church leaders who want public funding available for religious and private schools. He is a fierce advocate of separation of church and state, as well as local control of schools and education funding.

“We want full funding of our public schools, and we are against privatization that diverts God’s common good money to underwrite private schools,” he said. “The public should stay public, and the private should stay private.”

“His advocacy model is being replicated in Oklahoma, Kentucky, Mississippi, and now Tennessee, where Johnson is rallying local pastors this week during stops in Knoxville, Nashville, and Pleasant Hill. He’ll close out his tour on Friday at First Baptist Church of Memphis, the city where some Tennessee lawmakers sought last year to create a pilot voucher program. That effort failed, but groups on both sides expect some type of voucher legislation will be introduced next January, when a newly elected General Assembly convenes under a new administration replacing outgoing Republican Gov. Bill Haslam.”

Pastors for Tennessee Children will be ready to fight against vouchers.

The support for vouchers comes from the American Federation for Children, an organization funded and founded by Betsy DeVos to promote vouchers. AFC spends hundreds of thousands of dollars in Tennessee at every election, to support voucher-friendly candidates.

You read it here first, straight from Gary Rubinstein’s superb blog (or, if you subscribe to Gary’s blog, you read it there first. The much-hyped Achievement School District in Tennessee is a flop. The same ASD that several red states have copied, not waiting for evidence or results.

Now Chalkbeat’s Tennessee outpost covers the story, and it isn’t pretty.

“Most of the schools that were taken over by Tennessee’s turnaround district remain on the state’s priority list six years after the intervention efforts began.

Four of the six original Memphis schools that were taken over by the state in 2012 are on the newest priority list released last week. And more than a dozen schools that were added to the district later also remain on the list.

For years, the district has fallen short of its ambitious promise to dramatically raise test scores at the schools by handing them over to charter operators — a goal that the district’s founder later acknowledged was too lofty. And researchers with the Tennessee Education Research Alliance recently concluded that schools in the state district are doing no better than other low-performing schools that received no state help…

Of the 34 schools that have ever been part of the Achievement School District, 17 are on the new priority list, and four have closed. Thirteen schools are not on the new list.

In contrast, Memphis’ Innovation Zone, an improvement initiative from the local district, saw more of its schools move upward: 16 out of 25 schools absorbed into the iZone improved enough to exit the list.

One thing is clear: the charter schools that took over the low-performing schools did not have a secret sauce.

For some unknown reason, the state sees a silver lining in this failed effort to vault the lowest-performing schools into the top of the state’s rankings.

“Still, the state says the Achievement School District has had a positive influence that might not be reflected in its own school’s scores. Education Commissioner Candice McQueen recently praised Shelby County Schools’ progress, giving partial credit to the state’s own Achievement School District for creating a sense of urgency in Memphis.”

The schools may have failed to keep their promise but they created “a sense of urgency” in Memphis, where most are located.

Yes, there must be a sense of angst, like, what do we do now that the magic bullet failed?

Is reality replacing magical thinking?

The article links to one posted by Chalkbeat in August which did a “deep dive” into the dismal results of the $100 Million spent on the ASD.

“Six years after the state took over six of Tennessee’s lowest-performing schools, all of those schools continue to struggle, new state test results show…

“Of the schools in the original state-run district, four of the six had fewer than 10 percent of students testing at or above grade level in math or English during the 2017-2018 academic year, according to TNReady test results released last week. Meanwhile, Cornerstone Prep Lester Elementary School in Memphis performed better than its counterparts with 11.5 percent of students at grade level in English and 20 percent of students at grade level in math. Frayser Achievement Elementary had 12 percent of students at grade level in English, but just 9 percent at grade level in math.

“As a point of comparison, statewide averages for grades 3-8 had 33.9 percent of Tennessee students at grade level in English and 37.3 percent at grade level in math.”

The ASD was based on the Recovery School District in New Orleans. The research czar in New Orleans, Douglas Harris of Tulane, says that the Tennessee ASD should have been more aggressive in turning over low-performing charters to other charter operators. That would be almost every school in the ASD. Surely there mus5 be charter operators who have cracked the code of raising test scores. But then, Memphis didn’t have a natural disaster to drive out a substantial portion of its poorest families.

The bottom line in Tennessee is that none of the ASD charters was catapulted from the bottom 5% to the Top 25%. None even cracked the top 90%.

Time for fresh thinking?
