Annie Gilbertson of public radio station KPCC in Los Angeles somehow managed to get the emails that broke open the Los Angeles iPad fiasco. Once her story broke, Superintendent John Deasy canceled the contract with Apple and Pearson.

Gilbertson reported:

“The emails show the officials detailed aspects of a one-to-one student technology program, down to the specifics of tech support and teacher training. A year later, the requirements for proposals resembled the package Pearson was selling.

“KPCC aired and published stories on those emails Friday. On Monday, Superintendent John Deasy announced he was canceling the contract with Apple and Pearson and issuing a new request for proposals for the one-to-one technology project.

“L.A. Unified’s technology expansion, including upgrading wifi at schools, is poised to be the largest in the country with a price tag of nearly $1.3 billion.”

Now Ken Bramlett, the Inspector General of the schools, has decided to reopen an investigation that had been closed, based on those emails.

Hopefully, any future purchases will not take money from the bond issue that voters approved for school repair and construction. Having a clean, safe, up-to-date, beautiful school to attend should be the civil right of every student in Los Angeles.

Steve Lopez, columnist for the Los Angeles Times, asks all the right questions about John Deasy and the blow-up of his plan to spend $1 billion for iPads loaded with Pearson curriculum.

Can he survive the release of the emails that give the appearance of impropriety?

Can he survive when the new board may have a majority of members not in his corner?

Can he survive in light of the fact that Stuart Magruder, one of the few public critics of Deasy’s decision to use school construction bonds to pay for the iPads, was reinstated to the Bond Oversight Committee?

Can he survive when the LAUSD technology committee criticized the deal with Apple and Pearson before the emails were made public?

How much worse can Deasy’s situation get? Will he tough it out or has he lost the public’s confidence?

Following the release of internal emails that suggested inappropriate contact between Superintendent John Deasy, other LA officials, and top officials at Apple and Oearson, Deasy canceled the contract and announced he would start the bidding again.

The LA Times wrote:

“The suspension comes days after disclosures that the superintendent and his top deputy had especially close ties to executives of Apple, maker of the iPad, and Pearson, the company that is providing the curriculum on the devices. And an internal report that examined the technology effort showed major problems with the process and the implementation.”

In a memo
to the board, Deasy presented the cancellation of an ethically-challenged contract as an opportunity:

“Not only will this decision enable us to take advantage of an ever-changing marketplace and technology advances, it will also give us time to take into account concerns raised surrounding the [Common Core Technology Project] and receive new information from the California Department of Education regarding assessments,” Deasy wrote.

The remaining question is whether the LAAUSD board will hold Deasy accountable for the inappropriate meetings with the winning bidders, the use of repair funds from a bond issue, or any other aspect of the fiasco.

Students at Jefferson High School in Los Angeles staged a sit-in to protest a scheduling breakdown now in its third week of school.

“Students gathered in the quad after first period, sitting in a grassy area in a silent protest of what they contend has been weeks of mismanagement by administrators that has wasted their time and severely interrupted their education.

“For the first weeks of school, many students were left without class schedules, others were given courses they did not need and some were without those required for graduation, students and teachers said.

“Several Advanced Placement courses were scheduled at the same time, leaving students unable to enroll in all the college-level courses they desired. Students still learning English were unable to enroll in courses at their level, as they were scheduled during the same periods.

“Problems were apparently intensified by a new computer database, known as the My Integrated Student Information System, which caused a litany of scheduling problems around the district in the first weeks of school.

“Teachers have described over-enrolled classes, missing or inaccurate rosters, students without schedules and an inability to take attendance in the system.”

The students want an education, but their schedules are in chaos due to the district’s hasty adoption of a computer system that wasn’t ready.

Annie Gilbertson of KPCC in Los Angeles reports that internal emails show that district officials met and emailed Apple and Pearson a year before the bidding process for new technology and software began.

“Emails obtained by KPCC show Los Angeles Unified School District Superintendent John Deasy personally began meeting with Pearson and Apple to discuss the eventual purchase of their products starting nearly a year before the contract went out to public bid.

“Detailed in dozens of emails, the early private talks included everything from prices – about $160 million over five years – to tech support.

“On behalf of those involved in Pearson Common Core System of Courses, I want you to know how much we are looking forward to our partnership with LAUSD,” Pearson staffer Sherry King wrote the head of curriculum for L.A. Unified at the time, Jaime Aquino, in November 2013. “We have begun to work closely with your leadership to help make the transition to the common core smooth for everyone.”

“Emails show Deasy met with CEO of Pearson in May 2012 and later told her it led him to have “excited” conversations with his staff upon his return.”

Deasy also met with Apple officials in 2012.

School officials declined to comment.

“Michael Josephson, of the Josephson Institute of Ethics in Los Angeles, said it’s possible Pearson was the best choice and school officials didn’t mean to play to favorites – but it doesn’t look good.

“You absolutely don’t want a situation where contracts are being steered to favorites,” he said. “It invites kickbacks. It invites skimming. It invites bribery. That’s totally unacceptable.”

Howard Blume of the Los Angeles Times reported today the leaked results of an investigation of the district’s plan to purchase $1 billion of iPads loaded with Pearson curriculum.

It begins:

“The groundbreaking effort to provide an iPad to every Los Angeles student, teacher and school administrator was beset by inadequate planning, a lack of transparency and a flawed bidding process, according to the draft of an internal school district report obtained by The Times.

“The bidding process — and events leading up to it — were singled out for particular criticism. The report concludes that the district needlessly limited its options on price and product, and raises questions about whether the process was fair.

“The much-anticipated analysis is drawn from public and closed meetings held over 10 months by a committee chaired by school board member Monica Ratliff. That panel, composed of parents, employee representatives and district officials, heard presentations, posed questions and gathered documents from experts and officials. Ratliff directed that the report remain confidential until committee members could provide input.

“The Times obtained it from sources who requested anonymity because they were not authorized to release it.

“The committee review stops short of accusing anyone of wrongdoing, but offers a carefully worded rebuke of the $1-billion-plus technology effort in the nation’s second-largest school system.

“While the report applauds the goals and potential benefits of the technology push, it details major problems in how the effort was carried out.

“Among the findings:

“•The initial rules for winning the contract appeared to be tailored to the products of the eventual winners — Apple and Pearson — rather than to demonstrated district needs.

“•Key changes to the bidding rules were made after most of the competition had been eliminated under the original specifications.

“•Past comments or associations with vendors, including by L.A. schools Supt. John Deasy, created an appearance of conflict even if no ethics rules were violated.

“Last year’s iPad rollout at 47 schools suffered a series of setbacks. In one, students at three campuses deleted security filters so they could browse the Internet — prompting officials to prohibit the iPads’ use outside of school.

“Still, many students and teachers expressed excitement about using the $768 devices and the opportunities they might offer.

“Both the devices and the curriculum on them have been paid for with voter-approved school construction bonds.

“While the report is wide-ranging, it focuses heavily on the bidding that resulted in a $30-million initial contract for Apple in June 2013. That work was expected to expand districtwide by the end of 2014, but officials changed the plan after the rollout, pushing the timetable back and testing to see if laptops might be better for older students.

“The report suggests that from the beginning district officials, including Deasy, made decisions that created an appearance of impropriety, clouding good intentions.”

“The superintendent recused himself from the bidding process because he owned Apple stock, which he has since sold. But he seemed to signal where his preferences lay in a promotional video filmed for Apple in December 2011, as a school pilot program using only iPads was set to start.”

The story points out that the instructional leader of the district, Jaime Aquino, previously worked for Pearson, and that Pearson’s foundation underwrote the cost of a conference for 50 district employees in Palm Desert, where each received a gift iPad for “district use.”

In a truly wonderful article in Sunday’s New York Times, David Kirp of the University of California at Berkeley lays waste the underpinnings of the current “education reform” movement. Kirp not only shows what doesn’t work, he gives numerous examples of what does work to help students.

Kirp explains in plain language why teaching can never be replaced by a machine. Although the article just appeared, I have already heard about angry grumbling from reformers, because their ultimate goal (which they prefer to hide) is to replace teachers with low-cost machines. Imagine a “classroom” with 100 students sitting in front of a monitor, overseen by a low-wage aide. Think of the savings. Think of the advantages that a machine has over a human being: they can be easily programmed; they don’t get a salary or a pension; they don’t complain when they are abused; and when a better, cheaper model comes along, the old one can be tossed into the garbage.

David Kirp dashes cold water on the reformy dream. Today’s reformers devoutly believe that schools can be transformed by market mechanisms, either by competition or technology. Kirp, author of “Improbable Scholars: The Rebirth of a Great American School System and a Strategy for America’s Schools,” says that the tools for the improvement are not out of reach and do not depend on either the market or technology. His common-sense formulation of what is needed is within our reach, does not require mass firings or mass school closings, privatization, or a multi-billion dollar investment in technology.

But Kirp writes:

“It’s impossible to improve education by doing an end run around inherently complicated and messy human relationships. All youngsters need to believe that they have a stake in the future, a goal worth striving for, if they’re going to make it in school. They need a champion, someone who believes in them, and that’s where teachers enter the picture. The most effective approaches foster bonds of caring between teachers and their students.”

Reformers have made test scores “the single metric of success, the counterpart to the business bottom line.” The teacher whose students get high scores get a bonus, while those whose students get low scores get fired, just like business, where low-performers are laid-off. And, just like business, where low-profit stores are closed, and new ones are opened “in more promising territory, failing schools are closed and so-called turnaround model schools, with new teachers and administrators, take their place.”

Kirp says bluntly:

“This approach might sound plausible in a think tank, but in practice it has been a flop. Firing teachers, rather than giving them the coaching they need, undermines morale. In some cases it may well discourage undergraduates from pursuing careers in teaching, and with a looming teacher shortage as baby boomers retire, that’s a recipe for disaster. Merit pay invites rivalries among teachers, when what’s needed is collaboration. Closing schools treats everyone there as guilty of causing low test scores, ignoring the difficult lives of the children in these schools — “no excuses,” say the reformers, as if poverty were an excuse.”

Kirp throws cold water on the reformers’ favorite remedy: “Charter schools,” he writes, “have been promoted as improving education by creating competition. But charter students do about the same, over all, as their public school counterparts, and the worst charters, like the online K-12 schools that have proliferated in several states, don’t deserve to be called schools. Vouchers are also supposed to increase competition by giving parents direct say over the schools their children attend, but the students haven’t benefited.”

As we have frequently noted, Milwaukee should be the poster child for both voucher schools and charter schools, which have operated there for nearly 25 years. Yet Milwaukee is one of the nation’s lowest performing cities in the nation on the federal NAEP tests. Milwaukee has had plenty of competition but no success.

What’s the alternative? It is obvious: “talented teachers, engaged students and a challenging curriculum.”

Kirp points to the management ideas of W. Edwards Deming, who believed in the importance of creating successful systems in which workers were chosen carefully, supported, encouraged, and enabled to succeed by the organization’s culture. The best organizations flourish by supporting their employees, not by threatening them.

Kirp identifies a number of models in education that have succeeded by “strengthening personal bonds by building strong systems of support in the schools.” He refers to preschools, to a reading and math program called Success for All model, to another called Diplomas Now, which “love-bombs middle school students who are prime candidates for dropping out. They receive one-on-one mentoring, while those who have deeper problems are matched with professionals.”

Kirp cites “An extensive study of Chicago’s public schools, Organizing Schools for Improvement, identified 100 elementary schools that had substantially improved and 100 that had not. The presence or absence of social trust among students, teachers, parents and school leaders was a key explanation.”

Similarly, Big Brothers Big Sisters of America, “has had a substantial impact on millions of adolescents. The explanation isn’t what adolescents and their “big sibling” mentors do together, whether it’s mountaineering or museum-going. What counts, the research shows, is the forging of a relationship based on mutual respect and caring.

Despite the success of programs cited by Kirp, which are built on personal relationships, “public schools have been spending billions of dollars on technology which they envision as the wave of the future. Despite the hyped claims, the results have been disappointing.”

Kirp concludes that “technology can be put to good use by talented teachers,” but it is the teachers who “must take the lead. The process of teaching and learning is an intimate act that neither computers nor markets can hope to replicate. Small wonder, then, that the business model hasn’t worked in reforming the schools — there is simply no substitute for the personal element.”

We have been told that buying a laptop or a tablet for every student is a civil rights issue. Vendors of new technology might find it awkward to make such a claim for their products, but “reformers” do not.

Lest the inevitable technology boosters complain that I am spreading doubt, let me iterate and reiterate that I love technology. Nonetheless, it is important to acknowledge its drawbacks.

An article in Scientific American warns, “Don’t Take Notes with a laptop.”

Why? Students using a laptop tend to transcribe the teacher or professor’s remarks verbatim.

“Obviously it is advantageous to draft more complete notes that precisely capture the course content and allow for a verbatim review of the material at a later date. Only it isn’t. New research by Pam Mueller and Daniel Oppenheimer demonstrates that students who write out their notes on paper actually learn more. Across three experiments, Mueller and Oppenheimer had students take notes in a classroom setting and then tested students on their memory for factual detail, their conceptual understanding of the material, and their ability to synthesize and generalize the information. Half of the students were instructed to take notes with a laptop, and the other half were instructed to write the notes out by hand. As in other studies, students who used laptops took more notes. In each study, however, those who wrote out their notes by hand had a stronger conceptual understanding and were more successful in applying and integrating the material than those who used took notes with their laptops.”

Why the difference?

“Writing by hand is slower and more cumbersome than typing, and students cannot possibly write down every word in a lecture. Instead, they listen, digest, and summarize so that they can succinctly capture the essence of the information. Thus, taking notes by hand forces the brain to engage in some heavy “mental lifting,” and these efforts foster comprehension and retention. By contrast, when typing students can easily produce a written record of the lecture without processing its meaning, as faster typing speeds allow students to transcribe a lecture word for word without devoting much thought to the content.”

A few years ago, Arne Duncan, Bill Gates, David Coleman, and a merry band of policy wonks had a grand plan. The non-governmental groups like Achieve, the National Governors Association, the Council of Chief State School Officers, and Coleman’s own Student Achievement Partners would write the Common Core standards (paid for by the Gates Foundation); Duncan would require states to agree to adopt them as a condition of eligibility for a share of the billions of Race to the Top funds at a time when states were broke; the Feds would spend $370 million to develop tests for the standards; and within a few short years the U.S. would have a seamless system of standards and assessments that could be used to evaluate students, teachers, and schools.

The reason that the Gates Foundation had to pay for the standards is that federal law prohibits the government from controlling, directing, or supervising curriculum or instruction. Of course, it is ludicrous to imagine that the federally-funded tests do not have any direct influence on curriculum or instruction. Many years ago, I interviewed a professor at MIT about his role in the new science programs of the 1960s, and he said something I never forgot: “Let me write a nation’s tests, and I care not who writes its songs or poetry.”

So how fares the seamless system? Not so well. Critics of the standards and tests seem to gathering strength and growing bolder. The lack of any democratic process for writing, reviewing, and revising the standards is coming back to bite the architects and generals who assumed they could engineer a swift and silent coup. The claim, often made by Duncan, that the U.S. needs a way to compare the performance of students in different states ignores the fact that the Federal National Assessment of Educational Progress (NAEP) already exists to do precisely that. In addition, critics like Carol Burris and John Murphy have pointed out that the Common Core tests agreed upon a cut score (passing mark) that is designed to fail most students.

As politico.com reports, support for the federally-funded tests is crumbling as states discover the costs, the amount of time required, and their loss of sovereignty over a basic state function. The federal government pays about 10% of the cost of education, while states and localities pay the other 90%. Why should the federal government determine what happens in the nation’s schools? What happened to the long-established tradition that states are “laboratories of democracy”? Why shouldn’t the federal government stick to its mandate to fund poor schools and to defend the civil rights of students, instead of trying to standardize curriculum, instruction, and testing?

So far, at least 17 states have backed away from using the federal tests this spring, and some are determined not to use them ever. Another half-dozen may drop out. In many, legislators are appalled at the costs of adopting a federal test. Both the NEA and the AFT, which have supported the standards, have balked at the tests because teachers are not ready, nor is curriculum, teaching resources, and professional development.

Time and costs are big issues for the federal exams:

“PARCC estimates its exams will take eight hours for an average third-grader and nearly 10 hours for high school students — not counting optional midyear assessments to make sure students and teachers are on track.

“PARCC also plans to develop tests for kindergarten, first- and second- graders, instead of starting with third grade as is typical now. And it aims to test older students in 9th, 10th and 11th grades instead of just once during high school.

“Cost is also an issue. Many states need to spend heavily on computers and broadband so schools can deliver the exams online as planned. And the tests themselves cost more than many states currently spend — an estimated $19 to $24 per student if they’re administered online and up to $33 per student for paper-and-pencil versions.

“That adds up to big money for testing companies. Pearson, which won the right to deliver PARCC tests, could earn more than $1 billion over the next eight years if enough states sign on.”

One of the two federally-funded testing consortia, PARCC, is now entangled in a legal battle in New Mexico, which was sued by AIR for failing to take competitive bids for the lucrative testing contract. This could lead to copycat suits in other states whose laws require competitive bidding but ignored the law to award the contract to Pearson.

Frankly, the idea of subjecting third graders to an eight-hour exam is repugnant, as is the prospect of a 10-hour exam for high school students, as is the absurd idea of testing children in kindergarten, first, and second grades. All of these tests will be accompanied by test prep and interim exams and periodic exams. This is testing run amok, and the biggest beneficiary will be the testing industry, certainly not students.

Students don’t become smarter or wiser or more creative because of testing. Instead, all this testing will deduct as much as a month of instruction for testing and preparation for testing. In addition, states will spend tens of millions, hundreds of millions, or even more, to buy the technology and bandwidth necessary for the Common Core testing (Los Angeles–just one district–plans to spend a cool $1 billion to buy the technology for the Common Core tests). The money spent for Common Core testing means there will be less money to reduce class sizes, to hire arts teachers, to repair crumbling buildings, to hire school nurses, to keep libraries open and staffed, and to meet other basic needs). States are cutting the budget for schools at the same time that the Common Core is diverting huge sums for new technology, new textbooks, new professional development, and other requirements to prepare for the Common Core.

Common Core testing will turn out to be the money pit that consumed American education. The sooner it dies, the sooner schools and teachers will be freed of the Giant Federal Accountability Plan hatched in secret and foisted upon our nation’s schools. And when it does die, teachers will have more time to do their job and to use their professional judgment to do what is best for each student..

Rocketship charter chain had an audacious plan to enroll one million students nationwide, drawing students from poor and immigrant communities, putting them in front of a computer in large classes, and relying on low-wage (mainly Teach for America) “teachers.” The chain got high scores and began opening charters outside San Jose, California, where it originated, but then something happened that was unexpected. The scores fell.

But now Rocketship hopes to enroll 13,000 students in the next three years.

“We didn’t deliver,” said CEO and co-founder Preston Smith, about disappointing results that led Rocketship to slow its growth. “That’s in response to our own expectations.”

“Primary among its difficulties, Smith concedes, is the failure of an audacious plan to knock down walls and create 100-student classrooms, which Rocketship is abandoning. Rocketship also suffered through a leadership transition after the exit last year of co-founder John Danner, who began a firm to supply software to schools.

“Yet, Smith maintains, “We have really great schools.” He also points to Rocketship’s loyal parents, long waiting lists for its eight Bay Area schools, all in San Jose, and proficiency scores that outshine schools with similar students. Rocketship still envisions tripling in size to 13,000 students in three years.

“Rocketship, Smith said, has been targeted partly because it challenges the status quo.

“Not so, said the network’s leading nemesis. Brett Bymaster, of San Jose, whose successful lawsuit led Rocketship to abandon plans for an already-approved school in Tamien, southwest of downtown. He said he’s most concerned about governance.

“What happens when you have a relatively secretive organization that has an unelected board and has large growth plans?” asked Bymaster, who organized his Tamien neighborhood to oppose a proposed Rocketship school there, filed a successful land-use lawsuit that has slowed the charter network and now runs a “Stop Rocketship” website that has attracted a local and national following.

“He noted that Rocketship reneged on a promise to maintain local school boards and instead consolidated them with the national board. “How do we as a community hold them accountable?”

“Rocketship maintains that its recipe works. Hiring enthusiastic recent grads from top colleges and employing online learning, the brash nonprofit won awards and attracted investment by getting the hardest-to-educate children to score as high as their wealthier peers. Placing children on computers and with non-credentialed tutors for more than an hour a day has saved on teacher salaries.

“The school day, even for young children, is eight hours. Teacher raises depend on test scores.

“Staffers’ long hours, however, are both a key to success and a source of burnout. Current and former Rocketship teachers characterized their workday as 11 to 16 hours, with just five weeks for summer vacation.”

The teacher burnout rate is high. Many find the workload and hours unsustainable. Certainly it is not compatible with a family life. Rocketship depends on a steady supply of low-wage college graduates willing to devote their life to the school until they can’t anymore.
