Purdue’s dean of education Maryann Santos de Barona bluntly described the pernicious effects of “reform” on enrollment in the College of Education, as Purdue President Mitch Daniels listened quietly. As Governor of Indiana, Daniels was responsible for the “reforms” she was describing.

 

 

Maryann Santos de Barona, dean of Purdue University’s College of Education for the past six years, was at the front of a Stewart Center meeting room May 14 for one of those death-by-PowerPoint presentations. From among her dozens of slides, the dean was showing the university’s trustees a sinking trend line of undergraduates enrolled in Purdue’s teacher education program.

 

At the other end of a conference table, one big enough to seat 10 trustees and assorted support staff, was Mitch Daniels. The Purdue president fidgeted as his education dean unflinchingly laid out her hypotheses for why students were avoiding careers in elementary and secondary education, as well as why test-weary schools were increasingly reluctant to experiment with Purdue-developed curriculum.

 

Wait, you know where this one is going, right? Probably so.

 

But it still was stunningly awkward, as the dean heaped so much of the blame at the feet of her boss, without calling him out by name. She didn’t have to. Not a person in the room — probably not in the state — was unfamiliar with Daniels’ role for clearing the way for education reform in Indiana in his previous life as a two-term Republican governor.

 

“What is happening in (pre-kindergarten to 12th-grade) education, in legislative bodies and in governmental offices, affects our enrollment, our course offerings and our administrative responsibilities,” Santos de Barona said during an annual update for the trustees’ Academic Affairs Committee.

 

“Our profession is at a critical juncture,” she said. “The pervasive negativity about the teaching profession, and the misconception that education is broken, has resulted in increased pressures on practicing teachers. As a result, they are less likely to want to mentor our student teachers — and have less time to do so. Teachers and administrators are reluctant to let our faculty research in their classrooms, as this represents a risk that might impact test scores.”

 

Santos de Barona said undergraduate enrollment in the College of Education is down 33 percent since 2010, even as recruitment efforts have been ramped up to interest high school seniors across Indiana and students looking into changing majors once on campus. (Graduate student enrollment at the education college is up 32 percent during the same time. “We saw this coming and diversified our portfolio,” Santos de Barona said after the meeting.)

 

Santos de Barona told the trustees that Purdue wasn’t alone in this — that it was a national issue. One example: Ball State University, once called Ball State Teachers College, has seen a 45 percent drop in undergraduates in its elementary and kindergarten prep programs in the past decade.

 

Santos de Barona didn’t specifically mention it, but the trend at Purdue tracks the timeline of education reform in Indiana, when teachers’ bargaining power was busted, scores on standardized tests were tied more closely to pay raises and to overall A-to-F grades for schools, and the introduction and expansion of a private school voucher system sold on the idea that there had to be something better than what public schools could provide.

 

How refreshing that the dean brought the terrible consequences of the Governor’s actions to his face and let him know that he is responsible for a catastrophic decline in the number of young people entering the teaching profession. Being a reformster means you are never held accountable for your actions. Former Governor Mitch Daniels was confronted with the facts. Wonder what he heard? Or did he just tune out his dean?

She has opened her blog to a anonymous guest blogger, who explains why so many are offended by Chancellor Merryl Tisch’s efforts to defend high-stakes testing.

Pasi Sahlberg, the great Finnish educator who is teaching this year at Harvard Graduate School of Education, wrote recently to explain how Finnish universities select future teachers.

Finnish universities are famously selective,accepting only 10% of the high school graduates who want to become teachers. But how do they select? Sahlberg’s very bright niece was turned down when she first applied.

So what is the selection process?

Sahlberg writes:

“Who exactly are those who were chosen to become primary teachers in Finland ahead of my niece? Let’s take closer look at the academic profile of the first-year cohort selected at the University of Helsinki. The entrance test has two phases. All students must first take a national written test. The best performers in this are invited on to the second phase, to take the university’s specific aptitude test. At the University of Helsinki, 60% of the accepted 120 students were selected on a combination of their score on the entrance test and their points on the subject exams they took to complete their upper-secondary education; 40% of students were awarded a study place based on their score on the entrance test alone.

“Last spring, 1,650 students took the national written test to compete for those 120 places at the University of Helsinki. Applicants received between one and 100 points for the subject exams taken to earn upper-secondary school leaving diplomas. A quarter of the accepted students came from the top 20% in academic ability and another quarter came from the bottom half. This means that half of the first-year students came from the 51- to 80-point range of measured academic ability. You could call them academically average. The idea that Finland recruits the academically “best and brightest” to become teachers is a myth. In fact, the student cohort represents a diverse range of academic success, and deliberately so.

If Finnish teacher educators thought that teacher quality correlates with academic ability, they would have admitted my niece and many of her peers with superior school performance. Indeed, the University of Helsinki could easily pick the best and the brightest of the huge pool of applicants each year, and have all of their new trainee teachers with admirable grades.

“But they don’t do this because they know that teaching potential is hidden more evenly across the range of different people. Young athletes, musicians and youth leaders, for example, often have the emerging characteristics of great teachers without having the best academic record. What Finland shows is that rather than get “best and the brightest” into teaching, it is better to design initial teacher education in a way that will get the best from young people who have natural passion to teach for life.

“The teaching profession has become a fashionable topic among education reformers around the world. In England, policy-makers from David Cameron down have argued that the way to improve education is to attract smarter people to be teachers. International organisations such as the OECD and McKinsey & Company, Sir Michael Barber for Pearson, and in the US, Joel Klein, former New York education chancellor now working for Rupert Murdoch’s News Corporation, have all claimed that the quality of an education system cannot exceed the quality of its teachers. These are myths and should be kept away from evidence-informed education policies and reforms.

Successful education systems are more concerned about finding the right people to become career-long teachers. Oh, and what happened to my niece? She applied again and succeeded. She graduated recently and will be a teacher for life, like most of her university classmates.”

I  received this statement from Dr. Kathleen Cashin, a member of the New York State Board of Regents, representing Brooklyn. Dr. Cashin has had a long professional career in education as a teacher, a principal, and a superintendent in the New York City public schools. She has taken a principled stand against the misuse of standardized tests.  I add her to the blog’s honor roll for standing up for what is right for children, for teachers, for principals, and for education.

 

She writes:

 

“As a Regent of the State of New York, I cannot endorse the use of the current state tests for teacher/principal evaluation since that was not the purpose for which they were developed. It is axiomatic in the field of testing that tests should be used only for the purpose for which they were designed. They were designed to measure student performance, not teacher effectiveness. The American Statistical Association, the National Academy of Education, and the American Educational Research Association have cautioned that student tests should not be used to evaluate individual teachers. Nor should these tests be used for student growth measures until there is clear evidence that they are valid and reliable. The Board of Regents should commission an independent evaluation of these tests to verify their reliability and validity before they are used for high-stakes purposes for students, teachers, principals, and schools. How can we criticize people for opting out when the tests have not been verified? We need to cease and desist in the use of these tests until such time as we can be confident of their reliability and validity. If tests do meet those criteria, the tests must be released to teachers and to the public after they are given, in the spirit of transparency and accountability.”

Alexandra Miletta is a teacher educator at Mercy College. We have a bond; I was in graduate school almost 50 years ago with her mother.

 

Miletta is outraged by the state’s new certification exams. They are mostly multiple-choice, they are rigid, and they have disparate impacts on white and black teachers.

 

What is so bad about them? Miletta gives us a 101 course and here is part of it:

 

 

Teacher education programs are frantically scrambling to accommodate students who are in a full-blown panic and understandable confusion over the sudden change in regulations. Even the Board of Regents is attempting to reduce the disastrous effects of this completely bungled roll out, perhaps making things worse. Meanwhile, the public is in the dark about what is happening in part because of the technical nature of teacher licensure, and in part because of a lack of attention to teacher education in journalism.
What is so terrible about these certification exams? Overall, there are six issues in my opinion that top the long list. I’ll start with that overview, and then I’ll get into specifics about each of the exams. Consider this my attempt at a 101 course on what it takes to become a teacher in New York State, besides getting a masters degree from a college or university.

 

TIME AND TIMING

 

Each of these tests is timed, with the exception of the edTPA, although that must usually be completed within the one semester of student teaching in the vast majority of programs. No one reports having leftover time, they work right up to the last minute. The timing of when you must take the tests is dictated by individual programs. Some are required for admission, some after a certain number of credits, some prior to student teaching. The problem is if you fail, you are likely to be derailed from your progress in the program, which costs you more than just a retake. There are time limits on when you can retake the exams. Some students are also taking CLEP exams to compensate for missing undergraduate course requirements. Let’s just say that throughout your time in a teacher preparation program you are worrying about certification exams.

 

COSTS

 

The new exams are computer based, and cost more than the old exams. You will easily spend upwards of $1,000 on these exams. Even practice tests cost you $30. There were a handful of vouchers distributed to colleges for some exams, but not nearly enough to meet demands of those with financial aid. If you schedule an exam and need to cancel, you only get a partial rebate. If you want to contest your edTPA score, you must pay $200, which does not entitle you to a new evaluation, only to an internal investigation of the scoring process. It’s half as much to do a one-task retake, so that’s the likelier choice in the event you don’t have a passing score.

 

QUANTITY

 

There are now four exams required for initial certification. It seems they want to cover all the content of the preparation program, maybe so that eventually someone can circumvent a masters program altogether. The state says the tests measure “knowledge and skills that are necessary for service in the state’s schools.” The type of knowledge that can be measured in multiple choice and short essay questions is quite limited, and I think to assume the tests measure skill level accurately is really a stretch. There’s certainly no shortage of the encyclopedic factoids to invent as essential for teachers to know, so they will probably continue to invent new tests and questions ad infinitum.

 

VALIDITY AND TRANSPARENCY

 

Teacher educators would like to know what makes these tests valid, what research has been done to show that those who pass are better teachers than those that don’t. Good luck Googling that! There is virtually no transparency regarding who designed and developed the exams, how and when they were piloted and normed, and zero studies on their validity. The state provides vague details on the “standard setting committees” and cut score processes, claims they were field tested, and that individuals on the committees are qualified to make these important determinations. Even without expertise in psychometrics, it’s easy to see that someone is trying to hide something.

 

These are “one right answer” exams, even though teaching seldom consists of one right answer but requires quick thinking and sound judgment and deep knowledge. Anyone who goes into the classroom with a bunch of one right answers is sure to find that they don’t fit the occasion, which calls for thinking skills and empathy.

 

Miletta expects passing rates to drop, especially for candidates of color.

 

 

 

 

Kevin G. Basmadjian, Dean of the School of Education at Quinnipiac University in Connecticut, wrote a powerful article in the Hartford Courant in collaboration with other deans from across the state.

Connecticut’s students are among the highest on the NAEP, yet its policymakers insist that its schools and teachers are unsuccessful. The politicians want more charter schools and Teach for America.

He writes:

“As a nation and a state, we have clearly failed to address the inequalities that disproportionally impact many urban school districts where kids are poor and segregated. Sadly, for the first time in 50 years, a majority of U.S. public school students now come from low-income families. But instead of addressing this crisis, we have demonized teachers for failing to solve problems our government cannot, or will not, solve. Poverty, homelessness and the dangerously high levels of emotional and psychological stress experienced by low-income students — these are the problems many of our nation’s public school teachers face every day.

“Our nation’s obsession with standardized test scores will not solve these problems, and they put our country at great risk intellectually as well as economically. As educational researcher Yong Zhao writes, countries with which we are often compared — such as Singapore, Japan and South Korea — are moving away from a focus on testing in their public schools. Why? Because they have learned from the history of the United States that a great education and nation is one that rewards creativity, originality, imagination and innovation….

“The most recent scapegoat for our nation’s shameful achievement gap is teacher preparation programs, for failing to produce a steady stream of what the U.S. Department of Education abstractly calls “great teachers” to work in our neediest public schools. By blaming teacher preparation programs, the department can yet again divert public attention from the most crucial barrier to achieving educational equality: poverty.

There is a need for more “great teachers” who will commit themselves to our state’s neediest public schools. But achieving this goal will take more than naive slogans or punitive measures levied against teacher preparation programs that do not successfully persuade graduates to teach in these schools. The U.S. Department of Education’s proposed regulations for teacher preparation — with its emphasis on standardized test scores — work against this goal because of the overly technical, anti-intellectual portrait of teaching they endorse. We in Connecticut need to make these jobs more attractive to prospective teachers through increased respect, support and autonomy rather than criticism, disdain and surveillance.”

Pasi Sahlberg, the eminent Finnish scholar, writes here about why there is no Teach for Finland and why Finland is not a model for Teach for America. In his travels, he has heard people say that TFA is like Finland, because both recruit “the best and the brightest.” Sahlberg explains why this is not the case. While it is true that would-be teachers are carefully selected, those who are selected must meet a number of criteria, including a readiness and intention to make teaching a lifelong career.

 

Once they are admitted to a teacher education program at the end of their secondary schooling, future teachers must engage in a rigorous program of study:

 

All teachers in Finland must hold a master’s degree either in education (primary school teachers) or in subjects that they teach (lower- and upper-secondary school teachers). Primary school teachers in Finland go through rigorous academic education that normally lasts five to six years and can only be done in one of the research universities that offer teacher education degrees. This advanced academic program includes modules on pedagogy, psychology, neuroscience, curriculum theories, assessment methods, research methods and clinical practical training in teacher training school attached to the university. Subject teachers complete advanced academic studies in their field and combine that with an additional year of an educational program. This approach differs dramatically from the one employed by TFA, requiring only five or six weeks of summer training for college graduates, with limited clinical training in the practice of teaching.

 

As Sahlberg explains, teaching in Finland is a profession, and no one would be allowed to teach based solely on having high grades, high test scores, and going to an elite university. There are high standards for entry into the teacher education program and high standards for entry into the classroom as a professional. Consequently, teaching in Finland is a prestigious career. And that is why Finland does not have Teach for Finland.

Benjamin Riley, formerly of the NewSchools Venture Fund (which invests in charter schools and other “reform” ideas) has put together a group called Deans for Impact. This group will advocate for data-based decisions, perhaps including test-based evaluation of teachers (VAM).

Paul Thomas comments on this group in this post. These deans, he says, are announcing that they want to ruin their own field with data, data, data, without waiting for the feds to make them do it.

 

He writes:

 

Accountability seems to be a SF [science fiction] plague, spawned in the bowels of government like the root of the zombie apocalypse.

Pick your analogy, but the newest round isn’t really any different than all the rounds before.

The USDOE announces accountability for teacher education, in part using value-added methods drawn from student scores on high-stakes tests.

NEPC [National Education Policy Center] offers an evidence-based review, refuting accountability based on student test scores as a way to reform teacher education.

But in the wake of misguided bureaucracy and policy, possibly the most disturbing part of this pattern of doing the same thing over and over while expecting different results is that educators themselves invariably line up demanding that we be allowed to do that same thing ourselves (including our own continuous complaints about all the bureaucracy with which we gleefully fall in line).

 

And Thomas adds:

 

Let’s be clear, instead, that accountability (a lack of or the type of) has never been the problem; thus, accountability is not the solution.

 

Let’s be clear that while teacher quality and teacher preparation obviously matter, they mostly cannot and do not matter when the teaching and learning conditions in schools prevent effective teaching, when children’s live render them incapable of learning.

 

Mercedes Schneider also wrote about this new reformer organization. As you might expect, Schneider delves into Riley’s background at NewSchools Venture Fund. She also analyzes the funder of “Deans for Impact.”

 

She writes:

 

So now, Riley has started a “venture” using (according to EdWeek) a one-million-dollar grant from the Charles and Lynn Schusterman Family Foundation. Ironically, in 2013, the Schustermans also donated over one million dollars to Teach for America (TFA), whose temp teachers are “trained” in five weeks and who are assumed prepared because, after all, they are “talent.”

In 2013, the Schustermans also supported Stand for Children (SFC) for $2.3 million; the Gates-Walton-Broad-funded NewSchools Venture Fund (NSVF) for $500,000; the National Council on Teacher Quality (NCTQ) for $25,000; KIPP charter schools, for over $100,000; Jeb Bush’s Foundation for Excellence in Education (FEE) for $50,000, and Gates-Walton-Broad-funded Education Pioneers (EP) for $500,000. All of these organizations are known for devaluing education via privatization and test-score worship.

 

And now, thanks to Riley and his Schusterman million, we have deans who are willing to follow a guy who helped draft legislation to create teacher-prep charter schools.

 

Be careful, O Deans of Impact.

 

If teacher-prep charter “academies” are somehow worked into your traditional teacher training programs, your programs run the risk of being supplanted by a privatized substitute.

 

Higher ed charter co-location.

 

Already, you have agreed to play the test-score-driven, common-metric game easily recognized as a privatization gateway. Too, Riley is advertising that he wants to “remain relatively small,” which makes you sound like an unsuspecting petri dish for a man who wishes his GREAT legislation might find a testing ground.

 

Perhaps not. Perhaps I am wrong.

 

But watch out.
