New Zealand is one of the few—perhaps the only—nation that abandoned national standards.

As Professor Martin Thrupp Explains here, scholars and researchers helped to expose the flaws of national standards.

The national standards were driven by political, not educational, purposes. The ruling party pushed them and couldn’t stop pushing them, ignoring all criticism.

Thrupp’s book, co-edited with Bob Lingard, Meg Maguire, and David Hursh, “The Search for Better Educational Standards: A Cautionary Tale” teaches us that concerted efforts by educators, scholars, and parents can roll back ruinous education policy.

He writes:

“The National-led Government had become fully invested in the National Standards policy. When it was first announced in 2007, it was National’s big idea for education – the ‘cornerstone’ of its education policy. Over the 10 years that followed, the Government had dismissed all criticisms. Any late turning back would be a sign of weakness, and instead the National party wanted to plough on with this truly awful project that had already became a world-class example of how not to make education policy….

“Despite the National-led Government’s adherence to the National Standards, researchers and academics certainly pushed back against the policy…In fact, researchers and academics did a great deal in this space! A particular highlight for me was the 2012 open letter signed by over 100 education academics against the public release of the National Standards data. But there were countless other instances of academics and researchers opposing the National Standards, either publicly or more behind the scenes. Opinion pieces, articles, TV debates, radio, public meetings, meetings behind closed doors – and all the rest of it. Chapter 8 of A Cautionary Tale, about the politics of research, gives numerous examples.

“A number of us also did empirical research that helped to explain how the National Standards were a problem (see A Cautionary Tale, especially chapters 3, 5 and 7). And, of course, New Zealand researchers are part of international networks that are working on the same concerns about high-stakes assessment in other countries (see A Cautionary Tale, especially chapters 2 and 10). Note to Cullen: without doubt, some of the best work in this area is coming from Australian academics.

“It is true that some researchers and academics chose to support the National-led Government’s National Standards policies (A Cautionary Tale, chapter 8). This happened for various reasons that may have included the researchers’ educational views, their political beliefs, the political pressures that were upon them or their organisations, and the advantages that came with supporting the policy. It may have also involved a judgement that it was better to be ‘inside the tent’ and have influence than be on the outside.

“But this range of viewpoints among researchers and academics is no different than was seen within the teaching profession and amongst principals, where National Standards also had supporters. Indeed, a central problem that the new Labour-led Government will have to grapple with, having removed the National Standards policy, is doing away with the data-driven disposition amongst teachers and principals that grew along with the policy under the previous Government.

“Looking ahead

“Even though most teachers and principals did not like the impact of the National Standards policy, after a decade of its influence New Zealand primary schools are now marinated in the thinking, language, and expectations of the National Standards. This has also had wider impacts, for instance on early childhood education. It will all take a little while to undo.

“It’s great, though, that New Zealand primary schools will now be able to spend less time shoring up judgements about children – judgements that have often been pointless or harmful – and instead spend more time making learning relevant and interesting for each child. Removing National Standards should also allow teachers to be less burdened, contributing to making teaching a more attractive career again.”

A couple of days ago, Bill Gates said he has a new plan to reform education. As I pointed out in a post, Bill Gates is batting 0 for 3. He dropped $2 Billion into breaking up large high schools and turning them into small schools. He started in 2000, didn’t see a big jump in test scores, and backed out in 2008. Then, having decided that the answer to high test scores was to punish teachers whose student scores didn’t go up, he pushed value-added Assessment, partnering with Arne Duncan and Race to the Top. Thousands of educators were fired and many schools were closed based on Gates’s fancy. That lasted from 2008 until now, and it has been written into state law in many states, although it has distorted the purpose of education and created massive demoralization among teachers and a national teacher shortage. Then he funded the Common Core, in its entirety. It is his pedagogical Frankenstein, his personal belief that education should be completely standardized, from standards to curriculum to teacher education to teacher evaluation. Speaking to the National Board for Certified Teachers a few years ago, he praised standardization and talked about the beauty of standard electrical plugs. No matter where you live, you can plug in an appliance and it works! Clearly, that was his metaphor for education. What did he spend on the creation and promotion of the Common Core? No one knows for sure, but estimates range from $200 Million to $2 Billion.

There is one other massive Gates failure that I forgot to mention: inBloom. This was a $100million investment in data mining of students’ personally identifiable data. Several states and districts agreed to turn their data over to inBloom, which wipould use the data as its owners chose. Parents got wind of this and launched a campaign to stop in loom. Led by Leonie Haimson of New York and Rachel Stickland of Colorado, parents besieged their legislators, and one by one, the state’s and districts pulled out. InBloom collapsed.

We don’t know how much money Gates has poured into charter schools, but we imagine he must be disappointed that on average they don’t produce higher scores than the public schools he disdains. He bundled millions for a referendum in Washington State to allow charter schools, the fourth such referendum. Despite Gates’ swamping the election with money, the motion barely passed. Then the State’s highest court denied public funding to charter schools, declaring that they are not public schools because they are not governed by elected school boards. Gates and his friends tried to oust the Chief Judge when she ran for re-election, but she coasted to victory.

As you see, he is actually 0 for 5 in his determination to “reform” the nation’s public schools.

But he is not deterred by failure!

So what is the latest Gates’ idea?

Laura Chapman explains here:

“At the Meeting of the Council for Great City Schools October 19, 2017, Gates said:

“Today, I’d like to share what we have learned over the last 17 years and how those insights will change what we focus on over the next five years.”

“I think that Gates has learned very little about education in the last 17 years. He is still fixated on “the lagging performance” of our students on what he regards as “the key metrics of a quality education – math scores, English scores, international comparisons, and college completion.

“Gates wants his narrow definition of “quality education” to be accepted as if the proper doctrine for improving schools and also ensuring the “economic future and competitiveness of the United States.”

“Gates wants faster progress in raising test scores, and high school graduation rates. He seems to think that “constraints and other demands on state and local budget” actually justify his plans to “ increase high school graduation and college-readiness rates.”

“Gates takes credit for funding for the deeply flawed + Measures of Effective Teaching project (MET), claiming that it showed educators ”how to gather feedback from students on their engagement and classroom learning experiences . . . and about observing teachers at their craft, assessing their performance fairly, and providing actionable feedback.” The $64 million project in 2007 tried to make it legitimate for teachers to be judged by “multiple measures” including the discredited VAM, and dubious Danielson teacher observation protocol http://nepc.colorado.edu/newsletter/2013/01/review-MET-final-2013 Gates learned nothing from that micromanaging effort.

“Gates funded and promoted the Common Core. He says: “Teachers need better curricula and professional development aligned with the Common Core.”He remains committed to the ideas that “teacher evaluations and ratings” are useful ways “to improve instruction,” He thinks “data-driven continuous learning and evidence-based interventions,” will improve student achievement. This jargon is meaningless.

“Gates said: Overall, we expect to invest close to $1.7 billion in US public education over the next five years.“…“We anticipate that about 60 percent of this will eventually support the development of new curricula and networks of schools that work together to identify local problems and solutions . . . and use data to drive continuous improvement.

“Don’t be deceived by the “public education” comment. Gates wants to control public schools by dismantling their governance by and for the public. By “networks of schools” Gates means “innovation districts” where persons employed by private interests can control educational policy under the banner of “collaboration” or “partnership.”

“Gates offers several examples of networks. One is CORE, a so-called “partnership” of eight large urban school districts in California: Fresno, Garden Grove, Long Beach, Los Angeles, Oakland, Sacramento, San Francisco and Santa Ana,

“CORE stands for “California Office for Reform in Education CORE a non-governmental organization, based in San Francisco, funded by the Stuart Foundation, William and Flora Hewlett Foundation, S. D. Bechtel, Jr. Foundation (Stephen Bechtel Fund); and Bill and Melinda Gates Foundation. Here are some other things you should know about CORE.

“CORE was created in order to bypass the California State Board of Education and Race to the Top accountability, by marketing its new “School Quality Improvement Index.” This index includes social-emotional learning and school climate indicators in addition to California requirements—test scores, graduation rates, and the like.
Participating CORE Districts are bound to the terms of a memorandum of understanding, signed only by each district superintendent. This MOU specifies that the district will use: CORE-approved school improvement ratings based on existing and new indicators, a CORE-approved teacher and principal evaluation process with professional development plans, CORE-specific teacher and principal hiring and retention policies with cross-district sharing data—including results from teacher/student/parent surveys of school climate and student self-assessments of their social-emotional skills.

“The final rating for each school in a CORE district is a complex web of weightings and transformations of scores into performance and growth measures: 40% of the overall rating for school climate/social emotional indicators and 60% for academics.

“An autonomous “School Quality Oversight Panel” nullifies oversight of these districts by the State Board of Education. This “oversight” panel has CORE supporters recruited from The Association of California School Administrators, and California School Boards Association, California State PTA. The main monitors/promoters of this scheme are actually two panel members: Ed Trust West and the Policy Analysis for California Education. Bot of these organizations are sustained in large measure by private funding.

“Ed Trust West is funded by the Bloomberg Philanthropies, State Farm Companies, and these foundations: Bill & Melinda Gates, Joyce, Kresge, Lumina, Wallace Foundation, and the Walton Family. The Policy Analysis for California Education (PACE) is based at Stanford University, with participation by the University of California – Berkeley, and the University of Southern California. PACE is a conduit for grants from USDE and from the David and Lucille Packard Foundation; Evelyn and Walter Haas, Jr. Fund; S. D. Bechtel Jr. Foundation; Walter and Elise Haas Fund; and The Walter S. Johnson Foundation.

“School ratings developed by the CORE Districts flow directly to GreatSchools.org —a marketing site for schools and education products. GreatSchools.org is funded by the Gates, Walton, Robertson, and Arnold Foundations. Add the Friedman Foundation for Educational Choice, the Bradley Foundation, Goldman Sachs Gives, New Schools Venture Fund. and 15 other foundations.“GreatSchools.org in a non-profit in name only. GreatSchools.org sells data from all states and districts. For a fee, it will push users of the website to particular schools. Buyers of the data include Zillow and Scholastic.

“I think that the CORE District model illustrates how the private takeover of education is happening. Policy formation and favored school practices are being determined by the wealth and the peculiar visions non governmental groups with deep pockets. In the CORE Districts, this work is aided and abetted by superintendents who are eager for the money and the illusion of prestige that comes from permitting private funders to determine educational policies and practices.

“Gates’ speech to members of the Council of the Great City Schools also includes the example of Tennessee’s LIFT Education as a “network” that is worth replicating.

“LIFT Education enlists educators from 12 rural and urban districts across the state to promote the Common Core agenda and Teach for America practices. Participants in LIFT Education are convened by the State Collaborative on Reforming Education —SCORE. The SCORE website says participants in LIFT have spent the last year and a half collaborating on high-quality early literacy instruction, focusing on building knowledge and vocabulary by piloting knowledge-rich read-alouds in early grades.

“The LIFT/SCORE alliance provides a governance structure for insisting that teachers follow the Gates-funded Common Core. Teachers are given an instructional practice guide that is also a teacher evaluation rubric from Student Achievement Partner, authors of the Common Core. https://lifteducationtn.com/wp-content/uploads/2017/07/LIFT-Instructional-Practice-Guide-K-5-Literacy.pdf

“This LIFT/SCORE non-governmental network is the result of private wealth channeled to superintendents who have outsourced the “coaching” and compliance monitoring for the Common Core literacy project to the Brooklyn-based The New Teachers Project (TNTP). In effect, TFA coaching and systems of data-gathering are present in all of the LIFT/SCORE districts.

“SCORE, the State Collaborative on Reforming Education has been funded since 2010 by the Bill and Melinda Gates Foundation, so far $10,623,497 including multiple years for operating support. Add a 2012 grant to SCORE as sponsor of a Chiefs for Change Policy Forum for district leaders so they would be “ambassadors for education reform.” The bait for the LIFT/SCORE network thus came from Chiefs for Change–Jeb Bush’s baby, unfriendly to public education.

“Gates says: “Over the next several years, we will support about 30 of these networks (e.g.., CORE, LIFT) and will start initially with high needs schools and districts in 6 to 8 states. Each network will be backed by a team of education experts skilled in continuous improvement, coaching, and data collection and analysis.””

“Our goal is to work with the field to ensure that five years from now, teachers at every grade level in secondary schools have access to high-quality, aligned curriculum choices in English and math, as well as science curricula based on the Next Generation Science Standards.”

“What else is in the works from the many who would be king of American education?

“We expect that about 25 percent of our funding in the next five years will focus on big bets – innovations with the potential to change the trajectory of public education over the next 10 to 15 years.” What does Gates means by “big bets?” He expects to command the expertise and R&D to change the “trajectory” of education. He will fund translations of “developments in neuroscience, cognitive psychology, and behavioral economics” in addition to “technology-enabled” approaches in education.

“There is money left for more.

“We anticipate that the final 15 percent of our funding in the next five years will go to the charter sector. We will continue to help high-performing charters expand to serve more students. But our emphasis will be on efforts that improve outcomes for special needs students — especially kids with mild-to-moderate learning and behavioral disabilities.”

“This proposal sounds like Gates wants to cherry pick the students with “mild to moderate learning and behavioral disabilities,” send them to Gates-funded charter schools to bring their scores up, then claim success where everyone else has failed. This same strategy is being used in “pay-for performance” preschools. Gates sounds like he expects to have a free-hand in ignoring the Individual with Disabilities Education Act (IDEA). Evidently he wants the “flexibility” to ignore IDEA that he believes to be present in charter schools.

“Bill Gates is still fixated on the idea that his money and clout can and will attract other foundations and private investors. He still holds on to the mistaken idea that “what works” in one community or state can be “scaled up,” and REPLICATED, elsewhere. He is ignorant of the history of education and efforts to replicate programs. He is trapped in an industrial one-size-fits-all model of education.

“Gates ends with this: “Our role is to serve as a catalyst of good ideas, driven by the same guiding principle we started with: all students – but especially low-income students and students of color – must have equal access to a great public education that prepares them for adulthood. We will not stop until this has been achieved, and we look forward to continued partnership with you in this work in the years to come.”

“Beware of billionaires who want to partner with you.

“Gates still seems to think that students, especially low income students, can and will be successful if they have “ equal access to a great public education.” He remains ignorant of the abundant research that shows schools alone are not responsible for, or solutions to, institutionalized segregation and poverty–the main causes of serious disadvantage among low-income students and students of color.

“Gates has grandiose plans. All are focused on privatizing education and selling that snake oil as if it is authentic support for public education.“

Many years back, I wrote an essay about the poor track record of those who purport to know the jobs of the future. I looked back at predictions made by great minds over the 20th century, and they were all wrong. We don’t seem to have a magic crystal ball.Just the other day, a neighbor asked me to advise his daughter, a high school student, about how to prepare for the future. We haven’t met yet, but when we do, I will urge her to get a solid liberal arts education, to immerse herself in literature, history, and delve deeply into her interests.

Ann Cronin, who has been a teacher, administrator, and all-round accomplished educator in Connecticut, uses this post to offer advice about how to prepare for an unknown future. She calls it “a toolkit for the future.”

The most important preparation is to develop as thinkers and learners.

Here are three practical ways that teachers can do that:

“Teach students to question.
“Teach students to write essays that explore questions of importance to them.
“Teach students to write essays about how they came to know what they know.”

She observes:

“The Common Core State Standards do not ask students to think in these ways. They are falsely marketed as being about critical thinking; those standards do not give students the learning and thinking skills needed for the future. Also, no standardized test in the United States assesses questioning, collaborating, creative thinking, or learning to learn skills. Every minute of class time given to preparing students for those tests takes students away from what they really need to learn.

“The future is almost upon us; it is just about here. It’s time to give students what they need. Invite them to question, to explore possibilities, to imagine solutions, to grow and change as thinkers, and to fall in love with learning. Then sit back and watch where they take us. It will be better than we now know.”

I inspire my teachers—regardless of the label they give themselves—to be advocates or activists for their profession. I don’t want them to spend the next several years in survival mode until they burn out and leave the field altogether. Advocacy and activism serve as nourishment for the soul. They can sustain you even when things look bleak and the future is uncertain.

As I move forward, determined to protect public education as a right, what drives me is the acceptance of our failure. I am ready to declare our efforts, and the efforts of those who came before me, as failures. This may seem harsh, but as we know, failure is essential for success. “Failure is instructive,” John Dewey once said, “The person who really thinks learns quite as much from his failures as from his successes.”

We know that protecting children from the experience of failure is not good for their development. Failure can be a tool for learning how to get it right. Without failure, how do we know that we have even really succeeded? This doesn’t mean that education activists haven’t won some important battles. But they’ve tended to benefit one school or one community, and haven’t reached the national or state levels. Our attempts to stop the spread of the Global Education Reform Movement (GERM) have failed.

Before we examine our failures more closely, I want to quickly review what I mean by GERM so that we are all on the same page. Pasi Sahlberg notes that the movement emerged in the 1980s and consists of five global features: standardization; focus on core subjects; the search for low-risk ways to reach learning goals; use of corporate management models; and test-based accountability policies. Although none of these elements have been adopted in Finland, where he does most of his research, they have invaded public education in the U.S. and in other countries.

Here, education activists typically refer to GERM as the privatization of public education, driven by neoliberalism, which favors free-market capitalism. Under this scenario, there are no public schools: public services are turned over to the private sector. Healthcare, prisons, even water, are now being put in the hands of corporations, whose sole desire is to make a profit. When profit is the goal, the needs of human beings are discarded, unless they can generate a measurable return on investment.

We can see how GERM has infected U.S. education policy and reforms. The Common Core drives standardization and aligns with a narrow focus on math and literacy. The use of scripted learning programs, behavior training programs, and online learning is evidence of the search for low-risk ways to reach learning goals. While charter schools claim to be nonprofit, most are managed by companies with CEOs and CFOs who apply corporate models to education.

Teach for America and other fast-track teacher preparation programs also use a corporate model, developing education leaders who get their feet wet teaching before moving on to become policymakers or head up charter schools.

Pearson’s PARCC and the Smarter Balanced Assessment Consortium are drowning public education in test-based accountability. Systems that punish and reward schools and teachers based on student achievement on standardized tests are the norm today.

While the new Every Student Succeeds Act (ESSA) includes language that protects the right of parents to opt out—a movement that has been growing in recent years—it also maintains the requirement that 95 percent of students participate. Test-based accountability is here to stay and rapidly evolving into competency-based and personalized learning, in which assessments occur all day every day as students are glued to computer screens.

We have failed to stop the expansion of choice, which threatens the existence of public schools through the proliferation of charters and vouchers. In the U.S., most school-age children are educated in traditional public schools, but we can expect to see this trend reversed under the administration of Betsy DeVos. We have failed to stop the assault on public education through school closures in communities of color.

And then there’s the inexorable push down of developmentally inappropriate standards onto young children. The Common Core, adopted by most states, imposes expectations on young children that are out of step with their development, not to mention the research. Empirical data confirm that kindergarten is the new first grade, and preschool the new kindergarten.

On top of this, we have failed to stop racist school discipline practices that suspended 42% of black boys from preschool in the 2011-2012 academic year. This failure stems from our inability to address the systemic and institutional racism that is prominent in public education but often masked by teachers with good intentions who lack an understanding of culture, bias, and systems of oppression.

We must acknowledge these failures so we can understand the limits of our collective efforts and decide how we can refocus our energies toward a future that will lead to more successful outcomes. We need to change the narrative. Attacking the push for accountability and tougher standards has proven to be a losing strategy. Our insistence that these measures harm student development and learning has branded us unwilling to be held accountable for ensuring that all students can achieve.The more we resist test-based accountability and inappropriate reforms, the more we are seen by the corporations, policymakers, and privateers as resistant to innovation.

We must make the protection of childhood a nonpartisan issue. We need to revise our message. The assault on public education is not just a conservative attack by Republicans against progressive education. Democrats are also aligned with many aspects of GERM, including choice, privatization, and test-based accountability.

It is not unusual to say that Trump lied about something. It happens every day.

But he does try to keep his campaign promises. He has tried and failed to build the Wall, and Mexico won’t pay for it. He has tried and failed to get rid of Obamacare.

But he hasn’t even tried to get rid of Common Core, which he promised to do. Everyone he interviewed for Education Secretary–including Eva Moskowitz and Michelle Rhee–supports Common Core.

Betsy DeVos was a supporter of Common Core before she became Secretary of Education, like her mentor Jeb Bush. She recently nominated at least three strong supporters of Common Core–former Michigan Governor John Engler, former North Carolina Governor Beverly Perdue, and test expert Greg Cizek, who helped develop one of the Common Core tests (Smarter Balanced Assessment)–to the governing board of the National Assessment of Educational Progress.

DeVos has not made any effort to discourage use of the Common Core.

Opponents of the CCSS: you were hoaxed! Trump will not get rid of it, nor will Betsy DeVos.

In this post, Valerie Strauss interviews Daniel Koretz of Harvard University about his new book The Testing Charade: Pretending to Make Schools Better.

I just finished reading the book, which is a devastating critique of the current “reform” movement because of its reliance on standardized testing. Koretz is not anti-testing or even anti-standardized testing. He is upset by the misuse of standardized testing. He says that it was completely predictable that putting high stakes on tests would lead to score inflation, gaming the system, and cheating (I said the same things in The Death and Life of the Great American School System in chapter 8, about the false promise of accountability). He says that the so-called reform movement has been completely misled by its obsession with high stakes. Consequently, none of the gains that it claims can be trusted. He also lambastes the deeply flawed Common Core state standards, which presumes the value of having a single standard for all students regardless of their different ambitions, abilities, and interests.

I intend to review the book at a later date, and I will express both my admiration for the book and my concerns about the position Koretz takes about the value of standardized testing under the “right” circumstances. I appreciate the fact that he demolishes the “reform” movement and its alleged but nonexistent gains.

I don’t agree with him about the value of standardized tests. Remove the high stakes and they have a limited purpose. Unfortunately, as he points out, the “reformers” see test-based accountability as the heart and soul of their movement. If they can’t use tests to punish students, teachers, principals, and schools, then what is the point?

But for me, the current obsession with standardized testing is pernicious for other reasons. It reduces learning to multiple choice questions and answers. It rewards test-taking skills more than thinking skills. It punishes divergent thinking.

I could go on, but I will save it for a review.

Martin Levine, writing in the Nonprofit Quarterly, explains that the example of Michigan is strong evidence that Betsy DeVos’ plans to impose choice will harm education.

Before launching a huge new initiative, it is important to have trials and see how things work out. That is why the Common Core failed. Its advocates were so eager to shove it into every state that they couldn’t take the time to see how it worked in reality, in real classrooms with real teachers and real students. They didn’t have time for feedback from practitioners. They had no idea how it would work out. And it blew up in their faces.

Martin Levine says look at Michigan if you want to know how school choice and characterizing works.

Michigan has allowed market forces to replace the planning and oversight roles for which government was traditionally responsible. Control of public education was moved from local school officials to a diverse statewide network that includes universities and community colleges alongside local school boards. A chartering organization can sanction and supervise schools anywhere in the state with no requirement that they understand or are committed to the community the school will serve.

This suggests that rather than plan for the needs of a community from a single, local perspective, Michigan wants the broader market to serve as the control rod. A school in the southeastern corner of the state serving a poor community of color can be chartered by an organization hundreds of miles away with little or no connection to the school’s home neighborhood. The motivation of a chartering organization can be the welfare of the children, or the three percent of per-pupil funding it will receive for its efforts.

The result has been an unbridled expansion of charters and a glutted marketplace:

Since 2002, K-12 student enrollment has dropped by 214,000 in Michigan, but the number of charter schools has doubled. In 2011, state lawmakers abolished the longstanding charter-school cap…So many new schools have opened in Detroit that there are an estimated 30,000 empty seats in the district.

Finding qualified teachers is difficult, as limited supply must stretch to cover too many classrooms. With open enrollment in force, scarce resources must be spent on marketing if a school expects to attract students and remain viable.

In Michigan, public education is a profit-making business. For-profit organizations can and do own and operate public schools, and for-profit businesses have grown to provide goods and services to the charter community. Eighty percent of Michigan’s charter schools are operated and managed by for-profit management organizations. Other for-profits facilitate the buying and selling of school property, finance school operations, and provide the array of goods and services a school needs, day to day. All of this business runs with little oversight, open to conflicts of interest and fraud. When these parasitic businesses fail, or privately-operated charter schools run into financial trouble, they close up shop and exit the marketplace. Their debts may remain a public responsibility to be repaid from taxes, and their students are on their own to find another school to attend.

Scott VanderWerp, who runs the public finance group at Oak Ridge Financial, told the Times how profitable the educational sector could be doing transactions that had little to do with educating children: Just buy some buildings “for a couple hundred thousand bucks, lease them to the school for a couple of years, and then sell them to the school for a few million.” Money meant to teach children is quietly converted into corporate earnings.

What are the results? Abysmal. If test scores are your goal, Michigan’s scores have plummeted. 70% of the charters in Michigan are among the lowest performing in the state. If growth is what you care about, Michigan is dead last.

Levine concludes:

We know enough to know that the market is not the magic bullet to deal with problems in traditional public schooling. Inadequate funding is nor improved by adding competition or funneling dollars to the profit bucket. Weak communities don’t get stronger because we distance schools from community. Change may be needed, but not the one the White House and its associated megadonors are pushing.

Common sense. But who cares about common sense these days? Who cares about evidence? Money rules, and money ruins. We are talking about the education of our children, not profits. Or we should be.

Arise Children of Our Country

During the last quarter of the 20th century powerful American politicians decided that human learning was a fixed process in which all healthy young people could and should acquire a specific body of knowledge, information, and skills over a fixed period of time. With that belief, the low scores of American students on international tests were a hard pill for politicians to swallow.

They concluded that those scores were the fault of our schools and their teachers, also parents who were shirking their responsibility to demand the best from their children. American students of all social backgrounds were growing up lazy, ignorant, and unprepared to be the competent adult workers, leaders, creators, and patriots they were meant to be.

Although there is no research evidence to confirm such beliefs about American students’ laziness or the ineffectiveness of our schools, public education has operated on those assumptions continually through the actions of Congress, the Department of Education, and state legislatures. Those bodies have also used public humiliation and punishment of students, teachers, school principals, unions and—indirectly—parents to prevent any resistance from gaining ground.

Thus far, all efforts to reverse the current concept of education and create a humane and reasonable foundation for our public schools have failed. Recently, we believed that the new federal law, ESSA, would return authority to states and their communities, but that belief was crushed by the Department of Education with its rejection of any state plans aimed to serve students’ needs and interests rather than raise test scores and improve graduation rates.

From my perspective, as the mother of four children who were public school students in far better times, and also as a teacher and school principal back then; there is only one possible solution. We must have a widespread public rebellion against the current system. Parents should refuse to have their children participate in high stakes testing and demand age-appropriate standards for all grades. Communities need to re-shape their public schools to fit the needs of their students; and state officials must fight any moves by the Federal government to punish schools for non-compliance.

We have wasted more than twenty years trying out the beliefs and programs ordered by powerful, but know-nothing politicians. For the sake of our children and our country we must take back public education and allow it to grow through wisdom and humanity.
