Betsy DeVos apointed her friend and ally in the school choice movement, former Governor of Michigan John Engler, as chair of the National Assessment Governing Board, which administers the National Assessment of Educational Progress.

Engler is a charter member of the “schools-are-failing” club. He recently retired as president of the Business Roundtable, an association representing some of the nation’s leading businesses, and before that was head of the National Association of Manufacturers.

Expect every release of NAEP scores to be a dire warning about how terrible our public schools are, how we are no longer globally competitive, and why we need drastic steps (school choice?) to close the achievement gaps.

Maybe some enterprising journalist will ask Engler about the failure of his reforms in Michigan, as reflected in NAEP scores. Since Michigan became a laboratory for choice, its NAEP scores plummeted.

As a seven-year member of that board, I can tell you we zealously protected the scores from politicization. Don’t expect Engler to maintain that tradition.

A new study released by the Leroy Collins Institute and conducted by the Civil Rights Project at UCLA finds that Florida’s schools are resegregation at an alarming rate. Here is the study that is cited in the article.

Bear in mind that Florida is the utopia of school choice. Its policies for the past twenty years have been shaped by Jeb Bush, and Betsy DeVos thinks that Florida should be a model for the nation.

“Student enrollment trends in Florida over the past decades show growing racial isolation for Hispanic and black students on some measures, with signs of continuous segregation on others,” the study said.

Some 32 percent of Hispanic students and 35 percent of black students in Florida attend “intensely segregated” schools, defined as have a nonwhite student body of 90 percent or greater, according to the study.

One out of every five schools was intensely segregated in the 2014-2015 academic year, about double the 10.6 percent of the schools that fell into that category in 1994-1995.

The more heavily segregated schools had more poor students. In schools with at least a 50 percent nonwhite school body, low-income students represented 68 percent of the population. Low-income students represented 82.5 percent of the population in the schools with a 90 percent or greater nonwhite student body.

“Florida is the third-largest state in the country and has the most diverse student body in our state’s history, yet one-fifth of our public schools are intensely segregated,” said Carol Weissert, a Florida State University political scientist who leads the Collins Institute. “Similar segregation is evident for low-income students. All Floridians deserve equal access to a quality education, regardless of race or economic standing.”

As the students have become more diverse, the schools have become more segregated:

Since 1980, Hispanic students have increased from 8 percent of Florida students to about 31 percent in 2014, the report showed. White students declined from 68 percent to just under 41 percent, while black students remained about 22 percent during that period.

The study also showed that the number of students defined as low-income has been rising over the last two decades, increasing from 36 percent in 1994-1995 to nearly 59 percent in 2014-2015.

Calling the trend “double segregation,” the report showed typical black students were likely attending schools with 68 percent low-income students, and Hispanic students were in schools with a 65 percent low-income population, “while the typical white student and Asian student are in schools where less than half of the students are poor.”

Florida’s answer to education issues: School choice. Charter schools, tax credits, virtual charter schools.

This is an avoidance of the problem, not a solution.

Having lived her life in a billionaire bubble, Betsy DeVos expects deference. She did not get it at the Kennedy zdchool at Harvard last night.

Protestors unfurled banners and raised their fists as Betsy tried to speak about the glories of school choice.

One said “Our Students Are Not for Sale. Another said, “White Supremacy.” Another said “Dark Money.”

When she asked in her speech whether more money would solve the problems, a line that must have been greeted with applause when she spoke at ALEC, a student shouted out “YES.” This was not the answer she expected.

Betsy thought she was in a safe space, given that the event was sponsored by pro-choice scholars and the Koch brothers and the Gates Foundation, but she forgot that the audience was students.

Students were warned that they would be evicted if they were disruptive but that didn’t stop the protestors.

In the future, she will have to keep students out of her audiences. They are unpredictable.

The Harvard Program on Education Policy and Governance did everything possible to make Betsy DeVos feel comfortable, surrounding her with allies in the fight for school choice, but it wasn’t enough.

Protestors outside complained, and students in the audience asked unsympathetic questions about her enthusiasm for school choice, her admiration for for-profit charters, and her determination to roll back the Obama era regulations protecting civil rights. Not even her fellow panelists could save her.

When she was asked why she opposed accountability for charters in Michigan, she answered with a non sequitur. She said that the families with means had already abandoned Detroit, and the charters were a haven for those who remained behind. She forgot about the kids still enrolled in public schools, who are apparently non-persons. And her explanation made no sense.

As she left the stage, some students in the room called out, “What does white supremacy look like? That’s what white supremacy looks like.”

Meanwhile, the Department of Education awarded more than $250 million to states and charter chains to open new charters and expand existing ones.

In her statement accompanying the grants, DeVos said:

“These grants will help supplement state-based efforts to give students access to more options for their education, What started as a handful of schools in Minnesota has blossomed into nearly 7,000 charter schools across the country.”

“Charter schools are now part of the fabric of American education, and I look forward to seeing how we can continue to work with states to help ensure more students can learn in an environment that works for them.”

Shame on any Democrat who supports the DeVos agenda of charter schools and school choice. This is a flimsy, hard-hearted response to income inequality, poverty, and underfunding of schools that enroll students with high needs.

She is a one-woman wrecking crew, intent on destroying the legacy of Horace Mann and other genuine pioneers and reformers in the struggle for public education. Her legacy will be one of wreckage and destruction, untempered by any compassion for those in need. She should ask herself why she generates such antipathy.

Betsy DeVos is the keynote speaker today at a conference on “The Future of School Choice,” sponsored by Paul Petersen’s Program on Education Policy and Governance at the Kennedy School at Harvard.

Might as well be called “The Glorious and Lucrative Future of School Choice” because there are no critics invited, no supporters of the public schools attended by 85-90% of American students. She will be surrounded by adoring fans, which may help her forget that she is the most unpopular member of the Trump cabinet.

DeVos will be introduced by the dean of the Kennedy School, who is not at all embarrassed to host a conference utterly lacking in balance or fairness. Apparently, he is hoping the students ask questions, since the panelists won’t.

Curiously, the names of the funders–which originally included the foundations of Charles Koch and Bill Gates–have been scrubbed from the program. The only named sponsor is EdChoice.

DeVos has devoted her life’s work to privatization of education. Her own state of Michigan has been her plaything, since she has funded so many politicians. Thanks to her intervention, education in Michigan is a hot political mess, and the state’s standing on NAEP has fallen substantially.

She owes her home state an apology.

The Program on Education Policy and Governance at Harvard University has always been pro-school choice, pro-charters, pro-vouchers.

But now the PEPG–headed by the General of the School Choice Movement Paul Petersen–has outdone itself.

It is staging a two-day celebration of Betsy DeVos and the Trump agenda of public school-bashing, funded by the Koch Brothers and other rightwing foundations.

There is nary a critic of this radical rightwing agenda, not as a presenter or a panelist.

The conference is called “The Future of School Choice.”

The Charles Koch Foundation is a major funder, but after it became clear that his name was embarrassing, it was removed from the list of sponsors.

How shameful that Harvard would lend its name to a one-sided effort to cheer on the destruction of public education and would give a platform to a woman with no academic credentials.

As the writer for the New Republic, Graham Vyse, points out, the Harvard Institute of Politics invited Sean Spicer and Corey Lewandowski to accept fellowships, so the University apparently has low standards.

Apparently Jeff Sessions is about to give a speech about “free speech” in which he will decry “political correctness” on campus, meaning I assume the refusal to debate issues.

Do you think he will single out Harvard’s PEPG for refusing to hold a debate about the future of school choice and excluding those who recognize the civic importance of public education and the failure of charters and vouchers to live up to their claims?

I’m not holding my breath.

I am adding Harvard’s Program on Education Policy and Governance to this blog’s Wall of Shame for its failure to permit even the most minimal expectations of academic and scholarly fairness, and for turning itself into a propaganda mill for the privatization movement, at the behest of Big Money.

Nancy Kaffer, columnist for the Detroit Free Press, attended the annual meeting of the GOP conference in Michigan on Mackinac Island, where Betsy DeVos was the keynote speaker on Friday night.

Kaffer writes that the mood was one of great satisfaction, bordering on exhilaration:

It’s the 32nd time the party has held such a conclave, but this time it’s different: The GOP exercises control of state government. Of the U.S. Congress. Of — as GOP Chairwoman Ronna Romney McDaniel says — the U.S. Supreme Court. And for the first time since 1988, this state, once part of the vaunted Democratic “blue wall,” went red in a presidential election.

The work wasn’t easy. It took years.

And lots and lots of money. That’s the part DeVos didn’t talk about. But in this venue, it’s impossible to ignore.

The DeVos family has made at least $82 million in political contributions nationally, as much as $58 million of those dollars spent in Michigan — with $14 million in the last two years alone.

There’s something really through-the-looking-glass about DeVos addressing a room full of legislators whose campaigns she has funded, lobbyists whose work she has paid for, and activists whose movements she launched. This is, in a very real way, a room DeVos built, in a state her family has shaped, in a country whose educational policy she now plays a key role in administering.

And we should all pay very close attention to what she has in store for us.

If you question the influence of the DeVos family’s spending, a new analysis by the watchdog Michigan Campaign Finance Network should settle that: In 2016, the candidate with the deepest pockets won 80% of contested races for state or federal office.

DeVos is certain that America’s public schools are failing, and Kaffer doesn’t challenge her certainty (suggestion: Read my book Reign of Error: The Hoax of the Privatization Movement and the Danger to America’s Public Schools–the failure narrative is a hoax).

DeVos is now in a powerful position to spread her philosophy of unconstrained school choice to the rest of the country. But Michigan is left to deal with the mess that the charter movement has wrought.

DeVos’ school-choice movement is predicated on the idea that given options, parents will choose what’s best for their child. She’s not entirely wrong. But this philosophy doesn’t account for parents for whom there are no good options. For many Detroit families, too many neighborhoods offer underperforming public schools and underperforming charters. Not much of a choice for parents desperate to do right by their kids.

And while DeVos says she’s not against traditional public schools, she takes no accountability for the damage done to traditional districts when kids decamp for charters, taking the state’s per-pupil funding with them or the painful reality that while there are strong charter schools that deliver great outcomes, many charters perform worse, or deliver only marginally better results than traditional public schools.

Michigan, far from being DeVos’ proof-of-concept, should be the experiment that gives the lie to the viability of school choice as a panacea to the nation’s educational woes: In Michigan, after two decades, despite some modest gains in science, fewer than half of students test proficient in math and reading.

Parents should have options — strong educational options — and choice alone doesn’t provide them. What would? Investment in what we know works: Highly qualified teachers paid competitive salaries. Wraparound services for children whose parents struggle to provide the advantages some kids are born to. Functional transportation, so that quality choice for parents is something more than a concept. A willingness to look behind an uncompromising ideological agenda at the people whom that agenda should serve.

But poor Betsy! She can’t admit that Michigan is a textbook example of the failure of school choice. That would contradict her life’s work! That would take away her only talking point. She knows only one thing, and it is wrong.

Betsy DeVos visited Kansas City Academy, a progressive private school in Kansas City on her national tour promoting school choice. Probably she expected a Queen’s welcome but that’s not what happened. The students were not happy. They felt used. They didn’t u detstand why she came to her school.

Their responses appeared on Alternet.

One was a transgender student. Some students decided not to come to school that day.

An eighth grader wrote:

“I honestly do not understand why she would want to visit our school that stands against almost everything she stands for. I also do not understand why my principal would accept her visit, but I’ll get back to that later. But what truly angers me is she’s using this school as an example of a school that works. Her stance on public schools angers me to a point I can’t describe in text. And at first I might come off hypocritical since, well, I go to a private school, but the reason I’m here is public school isn’t properly funded and equipped with the capability to help me. And if they were better funded I’d like to think I wouldn’t have to be at KCA. But all of this leads me to believe the only reason my principal accepted her visit is to get the press to grow the school and possibly to feed his ego, but I don’t truly know.”

A junior was not impressed. “As one of the students who had the opportunity to ask the Secretary questions, the experience was dispiriting at best. In response to a question about her plans, she mentioned through a jumble of repetitive, pleasant-sounding word salad with assorted jargon as garnish her plans to do away with “burdensome regulations.” At that point my concern was that even regulations that are apparently burdensome can still be necessary to protect vulnerable students. My curiosity was piqued, so I asked for an example — just one example, that stuck out to her. I got a whole lot of not much at all. She mentioned there being regulations that required the documentation of certain information that, as she described it, may not be necessary. But no specifics. Insisting did no good. DeVos instead chose to turn to our principal, Kory Gallagher, for agreement. It became a laughing matter to them. I could not find the humor in what seemed to me to be a show of incompetence.”

A junior, far wiser than Secretary DeVos, wrote:

“Before Betsy DeVos’s visit to my school I remember not caring that she was coming. My main reason for not caring was because this is just high school, and once I am out, none of it will matter. But I realized it goes beyond high school. I realized her policies go beyond school. They will affect the whole of society. Public school is a necessary instrument in building and fortifying a strong society and public. We must educate the people to avoid an obsolete country, where a few rule the majority, because the majority are not educated enough to stand up for their rights. And that is what I learned after DeVos’s visit.”

In this post, she declares the State Superintendent of Public Education in Michigan a weasel. She has a photo of a cute little weasel.

Superintendent Brian Whiston said on a public radio show that school Choice hadn’t worked in Michigan.

“During the segment Whiston drew a hard line in the sand on charter schools — one of Michigan Republicans’ favorite education schemes.

“Asked about the performance thus far of U.S. Secretary of Education Betsy DeVos, Whiston said it was too early to make a complete call, but he skewered the idea that “school choice” — i.e. charter schools — were the silver bullet to Michigan’s education woes.

“While I do support choice – and I want to be clear on that – it’s probably taken us backwards overall.”

“School choice is important. I support school choice, but Michigan has proven that school choice isn’t the answer,” he said. “If school choice was the answer, Michigan would be the top performing state because we have more choice than just about any other state.”

After the show, he began backtracking, trying to explain that he didn’t mean what he said, looking over his shoulder at the choice-loving governor and legislature.

Weasel.

Nancy Bailey valiantly followed Betsy DeVos’s national tour, from a distance.

Her message everywhere was the same: Public schools suck! Private schools are awesome!

In public schools, children sit in desks arranged in rows. In private schools, well, maybe the same but it doesn’t matter.

In public schools, children hate going to school. In private schools, they are enthusiastic and happy.

This woman is an ideologue. She knows nothing and learns nothing. Whatever she proposes is meant to damage public schools and communities.

Education is a learning profession, and she is not open to learning anything!

We will wait her out, fight her at every turn, and return to the task of improving and strengthening public schools for all children, a concept unknown to her.
