Thanks to the efforts of people such as Bill Gates, Tom Kane, and Raj Chetty, the past several years have been dominated by blaming teachers for low test scores, despite the fact that a mountain of evidence demonstrates that family income and education are the root causes of poor academic performance. Some states decided the fix to the problem of “bad teachers” was to punish teachers colleges if test scores did not go up.
A new study suggests that this search for the bad teacher and the bad teacher prep program is a dead end.

“At least sixteen US states have taken steps toward holding teacher preparation programs (TPPs) accountable for teacher value-added to student test scores. Yet it is unclear whether teacher quality differences between TPPs are large enough to make an accountability system worthwhile. Several statistical practices can make differences between TPPs appear larger and more significant than they are. We reanalyze TPP evaluations from 6 states—New York, Louisiana, Missouri, Washington, Texas, and Florida—using appropriate methods implemented by our new caterpillar command for Stata. Our results show that teacher quality differences between most TPPs are negligible—.01–0.03 standard deviations in student test scores—even in states where larger differences were reported previously. While ranking all a state’s TPPs is not useful, in some states and subjects we can find a single TPP whose teachers are significantly above or below average. Such exceptional TPPs may reward further study.”
And the ridiculously invalid measures of TPP “teacher quality” they have refuted?

Punishing teachers is a battle tactic in a long-term national war against the community based, democratic, transparent, non-profit, secular, unionized traditional public schools, and if ALEC and all the rest of the pillaging pirates win, then we will see the public dominoes fall one by one until there is no volunteer military, no public police, no public national and state parks, no public roads and bridges and airports, et al.
The end goal: strip democratic governments from state to federal of their power to implement the law (except against the working class), rewrite the U.S. Constitution and replace what the Founding Fathers wrote to create a crushing, inquisition style theocratic kleptocracy where no one is allowed to think, write, or speak without permission and anyone can be denounced as a godless traitor by anyone to be dragged off the prison camps and lose everything the own.

The profit seeking privatizers want to expand their reach into “reforming” teacher preparation programs. Like VAM their assumptions are wholly inaccurate. Their goal is to grab teacher preparation programs that mostly serve poor minority students because they will use scores to show that these urban programs are “failing.” Their so-called reform will be to train people to be “no excuses” anti-humanistic discipline. This is a continuation of racist policy with the assumption minority students require separate and unequal treatment.

Seems to me the plan is to eliminate teacher education entirely so that low wage temps can replace educated teachers. It’s easy to do since teacher quality and student test scores do not correlate.
Since test scores correlate best with family income, which also correlates with skin color, the Deformers could just as easily have chosen skin whiteness for their proxy for academic “achievement”.
If students’ skin did not become more white* over a given year, their teacher would be fired and the teacher’s training program shut down. Perfectly logical.

It would be much easier than testing, since one could just use a simple reflectometer to measure skin whiteness and subtract the reflectance at the beginning of the year from the reflectance at the end.

Aren’t all education schools essentially the same? Don’t they all push a similar ideology: student-centrism, project based learning, social-emotional learning above fact-learning, no-punishment behavior management, lecture-is-bad, etc. Perhaps I’m wrong, but that’s my impression.
