Four years ago, Mayor Rahm Emanuel closed 50 public schools in one day, something that has never happened before in American history. Now, with enrollment continuing to decline, reporters Sarah Karp and Becky Vivek ask if he is likely to do it again.
They write:
“Nearly five years after shuttering a record number of under-enrolled schools, Chicago once again confronts the same stark realities: plummeting enrollment and more than 100 half-empty school buildings, most on the city’s South and West sides, according to a WBEZ analysis of school records.
“Chicago Public Schools has lost 32,000 students over the last five years, nearly the same enrollment drop as in the 10-year period leading up to the closures of 50 elementary schools in 2013. Those missing students could fill 53 average-sized Chicago schools.
“This massive enrollment decline comes as a self-imposed five-year moratorium on school closings lifts in 2018. Despite that, political observers and CPS insiders said they are not betting on Mayor Rahm Emanuel closing 50 more schools — at least not all at once.
“They say if Emanuel opts to close more schools, they hope he does it more slowly and over time. In fact, that’s already underway, despite the moratorium. Since 2013, CPS has quietly shuttered more than a dozen schools, many of them charter schools.
“The school system must announce by Dec. 1 any proposed closures for its more than 600 schools. Officials have already indicated they will recommend closing only a handful of schools for next year, the first without the moratorium.”
But they note a curious anomaly: the city has been opening new schools even as it closed existing ones:
“Since 2013, a total of 39 new schools serving 16,000 students have opened, and 29 of them serve high school students. This includes several new charter high schools and 15 alternative high schools for dropouts. Those alternative schools are mostly in neighborhoods with the most severely under-enrolled high schools.”
I asked several of my friends in Chicago what was going on. Why the drops in enrollment? Who was leaving?
Mike Klonsky, community activist, responded.
He wrote:
“Why the loss of enrollment?
“Losing about 10K students/year mostly due to huge out-migration of black and poor families. New state voucher law will only make it worse.
“Where are the kids going?
“Many to inner-ring black suburbs, to neighboring states, or back to the south.
“Is Chicago losing population?
“Yes, I call it ethnic/racial cleansing. Quarter million black people have left Chicago in past few decades. Result of deindustrialization, lack of jobs, educational opportunities, resulting rise in crime and violence, tearing down of public and low-income housing, police brutality, blighted communities. Has led to a weakening in black and progressive political power within the city.
“Which neighborhoods?
“Westside, ie Lawndale and southside,ie. Englewood. Mass school closings, opposed by the communities, plus loss of social services, mental health clinics and other medical facilities, markets, police coverage, have led to further blighting of these neighborhoods, driving out more residents.
“Loss of 100k of poorest and academically challenged students has led CPS leaders to claim statistical bump in test scores and grad rates. City leaders celebrating supposed10% drop in shootings.
“This is why it’s not enough to just oppose more school closings. Must be seen for what it is — the whitenizing of the cities, as I’ve been saying for years.”

Jitu Brown, director of the Journey for Justice Alliance, Read Mike Klonsky’s comment and added this response:
“I agree. This is why independent, clear political leadership is so important. The whitening of Chicago has happened on the watch of a city council that has significant African American representation. This is a national crisis, as we see a similar evacuation in cities like DC, New Orleans, Detroit, Oakland, Los Angeles, Baltimore, Cleveland.
“In the case of Chicago, families are moving to the south suburbs, believe it or not thousands have relocated to the quad cities in Iowa, and as Mike stated, back to the south. The removal of black people is not just limited to the coasts and the Midwest however. The black population in Atlanta has declined in the past 5 years. Troubling is a huge understatement.“

The once glorious windy city is now a cess pool third world environment and the reason is the mayor of Chicago (Rahm) has been a complete disaster. The people of Chicago fought hard to rid themselves of Rahm a few years ago but were not able to ouster him. Now, today this once glorious city has become a third world sitting pool for the people of Chicago.
The schools are so run down and beat from Rahm relentless pursuit of destroying any public schools by starving them of funds, excessing all the good teachers just because they are seasoned and earn more than a cupcake teacher coming out of college who aspires to teach. So sad that an American city – a once superior city in the US has become a third world mud bowl of immigrants – illegal and legal – poor black and hispanic immigrants from the south now flying back to the south and they can thank Mr. Rahm for a wonderful job.

Maybe Chicago, having lost so many of its residents, should shut down Mayor Emmanuel’s office and turn the whole city over to someone else! Rahm has made a dropout factory out of the nation’s third most populous city. He is below basic. He is not proficient. His position needs to be Rhee-formed.

More Caucasians are moving into Chicago. I do not see this as a problem. Here in Alexandria VA, some neighborhoods are experiencing a “renaissance”, and experiencing an increase in property values (My wife is a real estate professional).
Chicago is experiencing a drop in population in some areas. As families move out, the number of students attending some of the publicly-operated schools, is declining. Some of the public schools, with a shrinking student population, will have to down-size or close entirely. This is what happens in a dynamic economy.

That “renaissance” you speak of is a cleansing…. A racial cleansing and nothing more. Yes, you upgrade the city and make it impossible for the poor and needy to live within it’s confines or access it’s services. Where do these people go? They move from town to town being forced out where ever they go due to another “renaissance” makeover. It keeps that poverty cycle running like a well oiled machine. Sure, you like living in your sterile, wealthy community with your wife raking in the dough from her high end real estate deals. So, in keeping with the Christmas holiday, I will remind you that the ghost of Christmas Present has 2 children under his robe, Ignorance and Want and they belong to mankind. When Scrooge asks what will become of them he is told “Are there no prisons? Are there no workhouses?” You, Charles, are an Ebenezer Scrooge. Maybe one day you will have your own epiphany and grow a heart.

I do not get your comments. There are many inner-city areas, all over this land, which are seeing more affluent people move in, and improve the community. Property values increase, crime goes down, employment picks up, and all of these indices are good.
Not all of the people who are moving into the gentrified areas are Caucasians. Many are from other racial groups.
As high-tech firms locate in urban areas, the firms will need highly skilled and educated workers. This is a benefit to the entire community. Amazon, is seriously considering opening a major center in Washington DC. This is terrific! The economy of WashDC is primarily government and tourism. Amazon will bring some welcome diversification. And additional employment opportunities to our nation’s capital, which is over 80% African-American.
And you flubbed your episode from “Christmas Carol”. E.Scrooge made the remark about prisons/workhouses, to the two individuals who asked him for a donation for food/drink for the poor. He made no such remark to the ghost of Christmas present.

I am hardly a wealthy person. My wife works as an assistant apartment house manager, and on the weekends, tries to sell real estate. I am an engineer. We are not rich, by any means.
At the end of WW2, when African-Americans started to move to the cities, for the manufacturing work, many (not all) Caucasians started heading for the suburbs. There were housing restrictions, and not all neighborhoods were open to non-whites.
Liberals got all worked up, and got the “open housing” laws passed, and discrimination in housing sales and rentals was made illegal (correctly).
Now that Caucasians are moving back into the cities, and “gentrifying” the run-down neighborhoods, the liberals are again getting all worked up.
There is no pleasing some people.

I thought most of the people leaving L.A. public schools were going to Texas, Mexico, and charters. Looks like they’re going to Nevada too.
