This practice of evaluating teachers by the scores of students they never taught in subjects they don’t teach is absurd. In New York City, more than half of all teachers are judged based on work they didn’t do.
Teachers in Florida went to court to challenge it, the state court judge said it was unfair but not unconstitutional. That judgement was as nonsensical as the evaluation method.
“Just over half of New York City teachers were evaluated in the 2015–16 school year, in part, by tests in subjects or of students they didn’t teach, according to data obtained by Chalkbeat through a public records request.
“At 53 percent of city teachers, it’s significant number, but substantially lower than in previous years, possibly thanks to a moratorium placed on using state tests, instituted mid-year.
“That figure also highlights a key tension in evaluating all teachers by student achievement, even teachers who work with young students or in subjects like physical education. Being judged by other teachers’ students or subjects has long annoyed some educators and relieved others, who otherwise might have had to administer additional tests.
“Supporters say evaluating teachers by group measures — often school-wide scores on standardized tests — helps create a sense of shared mission in a school. But the approach could also push teachers away from working in struggling schools.”
Ironically, evaluating teachers based on the scores of students they did teach is also invalid, because other factors–beyond the teacher’s control–like home life, family income, etc.–affect test scores more than the teachers.
Evaluations based on test scores have proven to be unreliable and invalid. They have been thrown out in several courts. They have been found wanting by major scholarly association.
VAM is a zombie Policy.

Thin justification: helps create a sense of shared mission in a school.
They let’s have all schools teach only one subject, and see where the scores are best.

My sixteen year old granddaughter wants to become an elementary school teacher but she is getting intense pressure from her peers and her family to reconsider this choice. I believe there is natural justice in the world and soon New York and other cities will experience great difficulty in attracting and retaining qualified teachers. This is already a reality in my state.
Before I die, my greatest wish is to see a severe teacher shortage with districts begging applicants with improved salaries, professional autonomy and whatever else candidates demand.

Yes, I know, but hopefully citizens will not be satisfied with that. Also, women now have many more opportunities and probably will not take the jobs. (Wishful thinking, I know, but I badly need to see justice for teachers.)

The test-based “Value-Added Method” (VAM) of evaluating teachers has been “slammed” — quoting The Washington Post — by the very people who know the most about data measurement: The American Statistical Association (ASA). The ASA’s authoritative, detailed, VAM-slam analysis, titled “Statement on Using Value-Added Models for Educational Assessment” and has become the basis for teachers across the nation successfully challenging VAM-based evaluations.
Even the anti-public school, anti-union Washington Post newspaper said this about the ASA Statement: “You can be certain that members of the American Statistical Association, the largest organization in the United States representing statisticians and related professionals, know a thing or two about data and measurement. The ASA just slammed the high-stakes ‘value-added method’ (VAM) of evaluating teachers that has been increasingly embraced in states as part of school-reform efforts. VAM purports to be able to take student standardized test scores and measure the ‘value’ a teacher adds to student learning through complicated formulas that can supposedly factor out all of the other influences and emerge with a valid assessment of how effective a particular teacher has been. THESE FORMULAS CAN’T ACTUALLY DO THIS (emphasis added) with sufficient reliability and validity, but school reformers have pushed this approach and now most states use VAM as part of teacher evaluations.”
The ASA Statement points out the following and many other failings of testing-based VAM:
“System-level conditions” include everything from overcrowded and underfunded classrooms to district-and site-level management of the schools and to student poverty.
A copy of the VAM-slamming ASA Statement should be posted on the union bulletin board at every school site throughout our nation and should be explained to every teacher by their union at individual site faculty meetings so that teachers are aware of what it says about how invalid it is to use standardized test results to evaluate teachers — and teachers’ unions should fight all evaluations based on student test scores.

Unfortunately, the people making and enforcing the VAM policies are either too stupid, too dishonest and/or too greedy to recognize that the ASA report condemned the use of VAM for evaluating individual teachers.
And some of these folks actually claim that the ASA was just politically motivated– a bunch of left wing radicals. One of the VAMbots who used to comment here (VirginiaSGP) claimed as much. He also made claims about the ASA statements that were patently false. For example, he claimned that the ASA were not referring to “growth” in their “1% to 14% of variability in test scores” statement when that is precisely what they were referring to, since that is what VAM is all aboutand the VAM studies being referred to all deal with test score “growth” (from year to year). I have good reason to believe that the latter person actually understands that he was misrepresenting the ASA claims.

In addition, VAM should be used to decide who stays in office. Everyone who holds an elected office must take a test to prove they know the law of the land and the history of that land. If they fail, they lose the right to run for office and if they are in office, they are forced to resign. Trump and most of his cabinet would be gone in no time.

You hit a point an important one which our education seemingly finds unimportant. The immigrant have to take a test to become citizens of the US – and many of our citizens can’t pass it. Our teachers lack the time to teach civics. Many schools try to combine the topic with history but spend an inordinate amount of time sweating out the PARCC – so the teachers meet their evals.I talk to teachers and admins that are hungry to teach civics that students especially in this moment that want to talk about politics. Teachers often tend to prioritize other topics, sometimes for the sake of meeting Common Core curriculum requirements.
It is evident that as students enter college campuses and go on to become productive citizens of civil society, a foundation in civics curriculum better prepares them to understand the extent and limitations of their constitutional rights. Lack of such knowledge can have an effect on how administrators do their jobs, as they must figure out how to offer students the rights they are demanding, while also explaining that some types actions are actually prohibited by law.
National Center for Educational Statistics’ 2011-12 School and Staffing survey found that of 2,014,000 high school students, 92.9% were taught by government teachers who didn’t major in the area they were teaching. And among those educators, 78.3% didn’t even receive a certification to teach a civics course.
Less than a quarter of 8th graders in the nation are proficient in civics, according to The National Association for Educational Progress’s latest report card from 2014. And in the NAEP’s assessment from 2010, which looked at civics education at the 4th, 8th, and 12th grade levels, the study found that while 4th graders made progress in civics from 1998, 8th and 12th graders made no progress at all. In this assessment just 27% of 4th graders, 22% of 8th graders, and 24% of 12th graders performed at proficient level, meaning that the majority of students don’t have a basic understanding of civics.
With greater focus on the role of free speech and civil rights in education, the importance of civics curriculum in creating an informed citizenry has received greater attention. In fact, it was the focus of a discussion hosted by the National Archives last week, where experts in a panel entitled, “Enlightened and Engaged: Education for Democracy,” tackled the question of whether the current education system is effectively teaching democratic values and civic engagement to youth. Experts explain that civics education is currently not enough of a priority at all levels of education, and if the status quo continues, there will be implications not only for democracy and students, but also for administrators.

It would be different if the high stakes tests also included the history and meaning of the U.S. Constitution and our rights. But those tests focus primarily on English, math and maybe science. Everything else becomes unimportant to the point that many electives are not being canceled to not only save money but free up more time to teach to VAM.

First: Do you have a source for that statement. Please provide it.
Second: What is a “government teacher”?
Third: Please explain what that statement means. (providing a source will greatly help that aspect) Without a context the statement is meaningless and as it is that statement makes no sense whatsoever.

I suspect that jscheidell doesn’t know what a government teacher is. A government teacher is someone that works directly for the federal government.
For instance, NASA, and “many other federal agencies also hire educational or instructional specialists, who develop course materials to prepare adult employees for their work.” … “the Department of Defense. On military bases worldwide, educators with the Department of Defense Education Activity (DoDEA) teach the children of members of the American armed forces. Nearly 9,000 teachers work in the more than 200 public schools DoDEA operates in seven states and 13 foreign countries.”

Teachers that work for community-based, democratic, transparent, non-profit traditional public schools that teach about 48 million children divided up among 50 states and 15,000 school districts are hired by the district they work for and 90-percent (or more) of the revenue that supports those schools comes from state and/or local fees and taxes.
The feds don’t hire those 3.1 million teachers. The feds don’t pay the salary or print the checks for those 3.1 million teachers.
Every state has its own ed-code. Every district also has its own politics beyond the state’s ed-code as long as those policies don’t violate the state’s ed-code.

As you most assuredly remember George W. Bush pushed for the largest federal encroachment in education in American history. Through his No Child Left Behind Act, the federal government can dictate what will be taught, when, and by whom, to millions public school children.
Forrest Knox wrote in an op-ed article last year, echoing conservative concerns that the government had inserted itself unnecessarily into education.
