Thus far, the concept of VAM–or value-added measurement–has an unbroken record of failure. Wherever it has been tried, it has proven to be inaccurate and unstable. Teacher and student records are erroneous. Teachers are judged based on students they never taught. VAM demoralizes teachers, who understand they are being judged for factors over which they have little or no control.
The major perpetrators of this great fraud are Bill Gates, who bet hundreds of millions of dollars on the proposition that test scores could be a major factor in identifying bad teachers and firing them, and Arne Duncan, who required states to use VAM if they wanted to be eligible to get a share of his $4.35 billion Race to the Top fund.
Yet a third perpetrator was Jeb Bush, whose love affair with data is unbounded. Bush went from state to state selling “the Florida miracle,” which supposedly proved that testing and accountability were the keys to solving America’s educational problems.
One of Jeb’s acolytes was Hannah Skandera, who was chosen as Secretary of Education in Néw Mexico but was never confirmed because of her lack of classroom credentials. As Secretary-designate, she sought to import the Florida model of testing and accountability.
When the state released its new teacher evaluation ratings, teachers and students showed up at the Albuquerque school board meeting to complain about errors. Teachers talked about missing and incomplete data. One student said he was part of a team that placed first in the state in civics, yet he failed his end-of-course government exam.
“James Phillips teaches calculus to Advanced Placement students at Albuquerque High School. He described how the previous week had seen him publicly praised by board member Marty Esquivel, who called him the best math teacher in New Mexico. Just days later, Phillips was notified that the PED had also ranked him “minimally effective.”
“Wendy Simms-Small, a parent of three APS students who’d helped organize the day’s rally, said she started getting active after hearing rumors that hundreds of teachers were planning on leaving the school system.
“I got curious and wanted to find out why,” she said. “As a member of this community over many years, I have never seen the demoralization of professional individuals like this ever before.” She said the pressure of testing had also taken a toll on her kids.
“Private corporations reap great rewards when school systems implement standardized testing,” said Simms-Small, “so it’s my belief that they’re motivated financially to turn our children into pawns for profit.”
At some point, the data-obsessed federal and state policy makers will have to concede that they were wrong or face a massive parent-teacher rebellion. They are literally destroying the nation’s schools with their mad ideas. It is time for a revival of common sense or a public discussion of the true meaning of education.

A generalization like this…..“Private corporations reap great rewards when school systems implement standardized testing,” said Simms-Small, “so it’s my belief that they’re motivated financially to turn our children into pawns for profit.”……..is something I recognize as having merit. But standardized testing has a long history— much of it has been of some value in public schools. It is not going to be eliminated.
More specificity is always going to be necessary….and very possible to recognize and document. Particularly in how it is used.

We have always had Standardized tests for diagnostic reasons. We have never used them to evaluate and fire teachers before. Please search VAM on this blog and read about all the ways it is an inaccurate measure.

Joe Pritchard, our schools have tested for one reason or other for more than 100 years. Usually diagnostic, sometimes for sorting (IQ tests). But we have NEVER had as much testing as we have today. Our children are the most over-tested in the world. The two testing giants–Pearson and McGraw-Hill–hire lobbyists in DC and in state capitols to protect and advance testing. No, it is not about the kids. It is about corporate profits. How do you think Pearson won a five-year contract in Texas for nearly $500 million at the same time the legislature cut the schools’ budget by more than $5 Billion?

The problem is standardized tests have morphed from diagnostic tools of a formative nature to punitive weapons for political and financial gain. Big difference.
They also demonstrate a lazy, simple minded approach to management. Time, effort, and thought are needed to go beyond a spreadsheet of metrics and see the true situation.
There’s a great story of mathematician Abraham Wald, who fled religious persecution to live in America. He was denied access to teaching by the governments in Europe. Here in America, he analyzed statistically bullet hole patterns in planes to help determine where to place armor. His rigorous analysis accurately mapped the most hit areas of sample planes. But in a stunning demonstration of going beyond the numbers, Wald denied the obvious and concluded the armor was needed in the areas of the plane WITHOUT the holes. Why? Because the planes hit in those areas never returned.
The irony is that decision making and operational analysis pioneered by Wald and others is being misapplied and poorly implemented as VAM in teaching. The ASA sees this and rightly knows the credibility of sound science misapplied is at risk. Statisticians are not looking beyond the numbers and questioning the models.
We need more Abraham Walds and less Duncans, Gates, and Rhees.

As well as being highly profitable, high stakes testing does nothing to help a teacher (or the next years’ teacher) understand what a child needs help with. Wouldn’t that be a better way to spend testing $$? With budgets so tight, tests should be for the benefit of children. It is union busting plain and simple. How can we trust that the scores are accurate? The questions valid? No one is allowed to see the test! Do we just trust what reformers say? On what grounds? Are we so obtuse as a society that we are going to allow this to continue? Can you imagine in the next five years when early grades (K-2) will take their tests on the computer?
I’m to the point where I think NO child under 10 should spend ANY part of the day “engaging” with technology. I am seeing children just plain overstimulated and unable to process the barrage of sights, sounds and pacing that their brains have to endure on a daily basis. How about fewer “bells and whistles, more hands on manipulatives, and more “think time and processing”. Can you see the horrified looks of Bill Gates & co?

This is an example of what is happening across New Mexico. The execution of the Teacher evaluation in this state was so bad that school districts are not even releasing the evaluations because of all the errors, missing data, etc. Secretary of Education Designee Skandera wanted the Teacher and Administrator evaluations our this school year. She wanted it so bad in order to satisfy her buddy Duncan that she forced out evaluations for use that were incomplete, never fully piloted, evaluation software program that did not work right, etc. The problems with the system are endless. But, she got the evaluation systems out there so the state could say it could meet the requirements of the NCLB waiver that Duncan blessed us with. Parents, Teachers, School Administrators, Legislators are totally unhappy but Skandera is happy. Parents, Teachers, School Administrators, and Legislators have no problems with evaluations. It is how the evaluations are accomplished that has everyone up in arms.

The PED, gifted programs and teacher licensure, Level 3 teachers getting underpaid – New Mexico is a scary place to live and work, and it’s a real shame, because everyday New Mexicans are great, big-hearted people – I have loved teaching here, great students, parents and colleagues. It’s the folks in the pent-round-house that make it so difficult. Thanks for your post.

My son went through 7 science, 5 English and 3 math teachers in the past 2 years due to teachers leaving because of the testing issues! This is unacceptable and also something that is not looked at!!!!

I retired this May, 3 years early, because I do not believe in Gov Martinz’s and Hannah Skandera’s reforms or common core. They are using our schools to siphon off educational funds to testing corporations,data gathering and technology companies. Meanwhile my chemistry classes are packed and underfunded and I have less time to teach concepts due to the multiple standardized testing going on all year. By the time kids take their final exams in their coursework they are test weary……the skewed VAM evaluation was the last slap in the face…..

VAM in its current practice, goes opposite the concepts of logic, critical thinking, and the integrity of applied science and math. This seems like a great dichotomy to champion these goals, while at the same time watch them be trod upon with willful capriciousness and carelessness.

And, it seems a little incongurent, to espouse the merits of evidence, without providing grades for students, teachers, and schools without transparent evidence of the processes and test material that they are based on.

I have been in education for 31 years, 16 as an elementary principal. Assessments used for any additional purpose other than driving instruction (formative) is useless. It’s an autopsy! Why wait until the end of the quarter or year to determine if the student is dead or alive.
As for evaluations…there will always be a need for a teacher evaluation system but in my opinion it should not be as structured as most would like to think. It has been my belief that if the principal is a true instructional leader he/she is continually evaluating their faculty on a daily basis. Evaluation to me means mentoring, leading and providing the tools or resources a teacher needs to show growth professionally. Evaluation does not mean the beginning to the end or termination. Yes, there are some teachers that do not respond well to being “led.” For those you simply document their lack of participation in their individual professional growth plan. This behavior then becomes an act of defiance, which is the only real reason you can terminate a teacher anyway.

Just as all good teachers do with their students and who don’t need a “summative” test to tell them anything about their students.

I don’t respond well at all to some of these supposed educational “leaders” who want to supposedly lead me down their educational malpractice path. I don’t respond well to these supposed “leaders” who have never learned a second language, who have never taught a second language, who are 20-30 years my younger and have no supervisory skills, who haven’t taught more than 3-5 years in the classroom, who are GAGA*ers only mimicking what they are told to say, who have very few analytical skills, who . . ., need I go on????
Fortunately, my current AP understands those facts (he taught 10 years and this year is his first as an AP) as I went in over last summer to introduce myself and let him know where I am coming from, what I expected from him and that I wouldn’t be implementing any cockamamie scheme unless he could prove that it would improve the teaching and learning process in my classroom. He’s done an excellent job of leaving me alone!!!
*Going Along to Get Along (GAGA): Nefarious practice of most educators who implement the edudeformers agenda even though the educators know that those educational malpractices will cause harm to the students and defile the teaching and learning process. Our high school was lauded in-person by Skandera for having significant growth on our math and reading test scores over the past 3 years. In addition, we were given an A on our school grade for growth in test scores for the highest scoring and lowest scoring students. However, several of our math teachers received terrible student growth scores (yes, you guessed it! The same teachers who were teaching when Skandera visited our school with the good news) and therefore received minimally effective on their teacher evals. The teachers who teach the highest scoring kids received low scores on student growth. NOTHING Skandera has implemented makes any sense. It’s a complete sham and no one’s picking up the story except you, so a BIG thanks!!

Last week teachers in New Mexico were shocked, dismayed, and horrified with their VAM scores from the Pretend Secretary of Education Skandera’s office. She has not been confirmed since she was nominatedf 3 1/2 years ago.
When our Koch-funded, anti-union and anti-public education Governor ran for office she promised that she would import Jeb Bush’s Florida Model of school reform. Surprisingly, many educators voted against public education by voting for her and are now shocked that she kept her campaign promise.
Fast forward to her re-election. There are five candidates who are trying to get the nomination to run against her. One has no money and no campaign staff. One is the son of a former popular governor who only has name recognition. One sends all three of his children to charter schools, supports vouchers and is not always into collective bargaining. One is a transplanted millionaire who believes in using the business model for most things. The last one is a state senator who has worked hard to get good public education legislation passed. He taught for seven years and has his PhD in education. He has been endorsed by AFT-NM, AFSCME-NM, and of course you, Diane. He is truly the only candidate running that can beat our punitive governor.
There are 23,000 educators in the state of NM. If each one showed up and voted for the educator who is running, we would be done with these ridiculous policies and move on to teaching. VAM would be history. However, many teachers are once again not voting for their best interest or for the best interest of public education.
The Primary is in seven days. Let’s hope teachers in New Mexico wake up and show their power by voting for the educator, Howie Morales. Just think of the message teachers would be sending supporters of the corporate “reformers.”

Martinez (aka Governor) has stated in the media that regardless of what the NM Senate does about Skandera’s confirmation Skandera will not be leaving. Martinez has kept her promise to the Republican Party and people like the Kock brothers to appoint Skandera as Secretary of Education for New Mexico. Regardless of what happens in NM on the education front we will not see Skandera leave — unless Martinez is not re-elected. Martinez and Skandera are the worst things to happen to NM education in a very, very long time.
