Jeannie Kaplan, a former member of the Denver Board of Education, began looking into the role of Teach for America in Denver. At first, she thought that they were probably a big problem but then decided that as teachers, they were not having much of an impact, except for their cost. Then she realized that the real problem was how rapidly they moved into leadership roles for which they were not prepared.

She writes:

When I started researching TFA in Denver, I thought my conclusions about its impact would be, “TFA is not only NOT the solution for teacher excellence, it is in fact the problem.” However, in all honesty I have not found that to be the case. The number of corps members is very small, and the impact of these CMs in classrooms has been negligible. One real threat TFA poses in Denver Public Schools appears to be in the leadership roles TFA recruits are assuming in the District. TFA CMs are rising rapidly to principal positions with little educational or leadership experience. (Information for the 2014-15 school year shows TFA has supplied DPS with 7 traditional school principals or assistants, 2 innovation principals, and 12 charter school leaders, 5 of whom are in the STRIVE network. Any relation between the TFA trained leaders and declining academic performance in the STRIVE network?) Another real threat posed by TFA is what effect these CMs are having on overall teacher morale. But here again, TFA is not solely to blame for the rift between professional teachers and alternatively licensed teachers. DPS has found other organizations to provide cheap, non-professional teachers.

One positive outcome from my TFA inquiry is the level of detail the DPS central administration gave me regarding this outsourcing. It responded with clarity and timeliness. One negative outcome from my inquiry has been more confirmation that charters are only public schools when they want taxpayer money. The DPS administration does not have charter school/TFA information because in reality, charters operate as private schools. Charters have their own boards, their own budgets, their own operating methods, and while taxpayers are funding most of these operating expenses, the central public school administration does not have access to this information. Or at least it has not shared it. To get the charter school information in general, TFA information specifically, a person has two options: 1) call each charter school or the Charter Management Organization (CMO). Denver has close to 60 charter schools and while twenty belong to two CMOs that still left leaves close to forty calls; or 2) call the organization in question, in this case TFA. I chose the option number 2.

At the beginning of February I had a pleasant meeting with the TFA Colorado State Director who regaled me with data and success rates of TFA in Colorado. We even had several pleasant email exchanges as I tried to dig deeper and get more information. Then something happened. After being assured I would get my requested information – how many teachers were currently at each TFA serviced school – our communication went from a pleasant “Let me know if you have any additional questions or concerns,…” to “I am not able to prioritize this right now” leaving me without several important pieces of data. What changed ? I believe it is the request for accountability. TFA seems unable to produce evidence that it is really making a difference, that its CMs are really getting better results. When asked to substantiate data and deliver real accountability, not just spin and talking points, TFA like most “reform” organizations is unable to “show me the money….”

Given all of this, here is possibly the worst consequence of TFA’s presence in Denver today: TFA in DPS is contributing to the constant teacher churn. TFA as currently structured, will hardly be the savior of delivering a “reform” top tenet: A GREAT TEACHER IN EVERY CLASSROOM. And as long as this nation refuses to address the affects of poverty on our students, no one “reform” organization, nor for that matter will “reform” itself, make any significant impact on academic achievement or really the more important goal – providing a world class, well rounded education for all!

Jeannie Kaplan was an elected member of the Denver school board for two terms. She is a steadfast critic of the “reforms” in Denver in recent years. She says they have failed. but reformers never think twice or admit failure. At each school board election, “reformers” spend hundreds of thousands of dollars to win a seat. The current board is tilted 6-1 for “reform.” She expects that this faction will take total control in Noovember, leaving no one to ask questions about their failed agenda.

Colorado students are rallying to demand testing reform. This is THEIR issue. They have been subjected to test after test after test. They lose instructional time. They lose time for the arts and history and foreign languages to make more time for testing. Their scores can get their teachers and their principal fired. They are genuine patriots. Despite 12 years of testing, they have not been turned into robots. They are standing up for their right to a real education. They refuse to be crushed by the standardization machine. These students can teach the nation what matters most.

 

On Saturday, March 7th, from 11 am to 12 pm, high school students from schools around the state will join on the West Steps of the Denver Capitol.

 

They aim to have their voices heard on the issue of standardized testing in Colorado. The Colorado Measure for Academic Success (CMAS) test proved to be the uniting factor that prompted these students to raise concerns regarding the corporate ownership of tests such as the CMAS, as well as the ways in which they feel these tests are misaligned with curriculum design.

 

Other grievances regarding these tests include the fact that teachers cannot see the tests their students take, and that depending upon the school district, they feel teachers and schools can be unfairly jeopardized based upon the students’ scores. After contemplating this myriad of complaints and concerns, a group of high school seniors in Fort Collins began an organization known as ‘The Anti-Test’, a group which seeks to peacefully protest certain aspects of standardized testing for the sake of testing reform. They have organized this rally in Denver so that the voices of civically engaged students may be heard in what they ultimately believe is a student issue.

 

I hope they bring a special message of dissent to State Senator Michael Johnston, who wrote Senate Bill 191, which made high-stakes testing the focus of “reform” in Colorado. Johnston is a former member of Teach for America. He insisted that 50% of educators’ evaluation should be based on test scores. Making testing so important, he claimed in 2010, would produce “great teachers” and “great schools.” How has that worked out?

Jeannie Kaplan, who was elected to two terms on the Denver school board, explains here that reform has not worked despite a lavish PR campaign to boast of “results.”

She begins:

“I have been suffering from DPS and “reform” fatigue, hence my recent silence. But several things have occurred that have catapulted me back to my computer: multiple emails from Superintendent Tom Boasberg touting DPS’ success; newspaper stories telling the truth about public education; conversations with real “boots on the ground” DPS educators and parents; and former DPS superintendent, current U.S. Senator Michael Bennet’s somewhat over the top introduction of his childhood friend and current DPS superintendent Tom Boasberg’s appearance at a No Child Left Behind re-authorization panel where the Senator reiterated the DPS success myth. When Senator Bennet finished, committee chair Lamar Alexander (R-TN) said, “I think that boils down to ‘he [Boasberg] cleaned up after you left.’” To which Senator Bennet responded, “You can’t even know half of the truth.”

Kaplan proceeds to tell the whole truth, not less than half the truth. After ten years of high-stakes testing and charters, achievement gains have been meager. Denver schools are increasingly segregated. The achievement gap has increased. Pension costs have grown, along with debt. Teacher turnover has increased. And local control has been sacrificed as out-of-state money pours in from wealthy individuals and national groups like Stand for Children and Democrats for Education Reform to elect reformers to the school board.

Jeannie Kaplan was a member of the Denver school board for many years. She is a knowledgeable critic of the steady drumbeat of “reform.” Despite a decade of corporate-style reform, she says, Denver has little to show for it.

 

But what Denver does have is an elaborate system of metrics. Kaplan explains here how the district has contorted itself to come up with the right balance between “proficiency” and “growth.” The formula gets tweaked from time to time, but the public still doesn’t understand what the metrics mean. Does anyone? Is there any other nation in the world that spends so much time and money trying to develop the right measure of a good school instead of investing in the policies and practices that have been proven by research, like reduced class sizes for struggling students, a full and rich curriculum for all students, strong programs in the arts, wraparound services (including medical care, school nurses, and social workers), and after-school and summer programs.

Jeannie Kaplan, who recently retired from the Denver school board, knows how to read the reports and data from the district. Here is one of her best posts. She is a stalwart critic of the data-driven corporate reform culture and has often noted how little progress students have made after a full decade of corporate reform and constant testing. The latest bad news concerned test scores in science and social studies. But the district superintendent Tom Boasberg did not issue a press release acknowledging the low scores and proposing more time for instruction in science and social studies.

 

Kaplan writes:

 

So, what happens when test results are so awful that even a crack public information office, focused on test scores and accountability, can’t figure out how to put a positive spin on standardized test numbers? Denver Public Schools and Superintendent Tom Boasberg faced this situation in late October when, after several delays, the Colorado Department of Education released its first Colorado Measures of Academic Success (CMAS) Social Studies (grades 4 and 7) and Science (grade 5 and 8) results. This is a somewhat ironic name since the academic success was nowhere to be found. The superintendent writes regularly about the wonders of “reform” in DPS and has historically been able to spin even the worst “gains.” This time, however, he was flummoxed.

 

CMAS results were released at noon on Monday, October 27, 2014. Boasberg’s email went out later that afternoon. His 11 paragraph epistle waxed on about these new standards, how helpful they will be, how they set higher standards for our students, and how they will help ensure “our students graduate high school ready for college and career in the 21st century.” In paragraph six he briefly shifts gears and half-heartedly bemoans “the overall number of state assessments and the time spent on them” and asks very quietly for the state to find a way to make assessments precise, targeted and SHORT “to lessen the amount of lost instructional time” This from the quintessential Broad trained superintendent. There is hardly a standardized test he hasn’t supported.

 

What did this data-driven “reformer” not cite in his email? You guessed it. The data! Of the six links in the email, none of them links to actual data and test results. Instead there are PowerPoints and generalities about CMAS and the like. Again, no test results or links to test results. The actual test results for the state and more importantly for Denver Public Schools are nowhere to be found. But do not fear. I am here to shed light on that missing piece and help ensure the truth be told.

 

The scores were in fact abysmal. Read her post to see just how awful they were. Some charter schools with “science” in their names did poorly, as did most public schools.

 

Kaplan writes:

 

The superintendent is right about one thing: he always proclaims the kind of school – turnaround, innovation, charter, traditional – really doesn’t matter when it comes to academic outcomes. Whatever school is academically successful, he is all for it. In this situation he is right: no school has been successful in teaching Social Studies and Science. In this regard the kind of school is irrelevant. What he fails to understand is if you are not allowed to teach the subject, children in any kind of school will not learn the subject. And if you can’t speak, read and write English with fluency, you most likely won’t do well on a test in English.

 

This is all very puzzling to me. I truly cannot figure out how telling people they are failing is a good strategy. I truly cannot understand the long term purpose of testing all the time. Most of all I truly am saddened by how the education decision makers either never understood the purpose of public education or have lost sight of it. The Network for Public Education has issued a BIG MONEY ALERT about efforts to swamp state and local school board races with outsize campaign contributions.

The ALERT focuses on a handful of races where corporate reformers are using their vast financial resources to win control. Many of the biggest donors are out-of-state and have no ties to the public schools other than a desire to promote charter schools, high-stakes testing, and test-based evaluations of teachers.

The race for state school superintendent in California has attracted the most corporate reform money. Marshall Tuck is the favorite of the billionaires and hedge fund managers. State superintendent Tom Torlakson is an educator with solid support among the state’s teachers and administrators. Torlakson is supported by teachers and their unions.

Tuck is the darling of the corporate ed-reform donors, having received such contributions as:

Eli Broad’s donation of $1,375,000;
Walton daughters and heirs, Alice and Carrie with $450,000 and $500,000 respectively;
Julian Robertson of the Robertson Foundation with $1,000,000;
Doris Fisher of the Donald and Doris Fisher Fund with $950,000;
Ex NYC mayor Michael Bloomberg contributed $250,000;
Houston billionaire and DFER friend John Arnold;
San Francisco venture capitalist and TFA Board member Arthur Rock.

Jeannie Kaplan reports here on Jonathan Kozol’s recent visit to Denver. Denver is a city that has become totally devoted to corporate style “reform” for a decade. Now the corporate reformers own the entire school board plus they have a U.S. Senator Michael Bennett.

Kaplan shows how Kozol’s message explains corporate reform, now deeply embedded in Denver:

“THE SHAME OF THE NATION shows how the business model has become the blueprint for education “reform.” Education “reformers” use business jargon to describe their activities: “rewards and sanctions,” “return on investment,” “time management,” “college and career ready,” “maximizing proficiency,” “outcomes,” “rigorous,” “managers and officers,” “evaluation,” “accountability,” “portfolios of schools” (like a portfolio of stocks – get rid of the losers, keep the winners).

“Mr. Kozol describes the infiltration of business into education this way:

“Business leaders tell urban school officials…that what they need the schools to give them are “team players.”…Team players may well be of great importance to the operation of a business corporation and are obviously essential in the military services; but a healthy nation needs it future poets, prophets, ribald satirists, and maddening iconoclasts at least as much as it needs people who will file in a perfect line to an objective they are told they cannot question.” (p. 106)

“Here is how Denver Public Schools has adopted this business tenet. Every email sent by a DPS employee is signed and sent with the statement at the bottom, My name is Jeannie Kaplan, I’m from Youngstown, Ohio… and I play for DPS!

“Further business verbiage: In DPS principals are no longer principals but building CEOs or building managers. At the district level there is a chief executive officer, a chief financial officer, a chief operating officer, a chief academic officer, a chief strategic officer, and within the school buildings themselves there are managers for everything under the sun. You get the picture. And with all of these managers and officers DPS has witnessed increases in facility and resource imbalances and increases in segregation while academics have remained stagnant. Corporate reform is a failure in the United States. But politics, money and lies will not allow it to go quietly into the night, and Denver’s students and communities are paying the price.”

Kozol’s message is the opposite if corporate reform:

“We now have an apartheid curriculum . Because teachers and principals in the inner city are so test driven, inner city children who are mostly students of color are not allowed to have their voices heard through stories and questions, while white students are given that flexibility, opportunity and creativity.

“Test preparation is driving out child centered learning. Testing mania has become a national psychosis, driven by business.

“Racial isolation/segregation which does terrible damage to young people, is on the rise. In SHAME, education analyst Richard Rothstein points out how important it is for children of color to become comfortable in the majority culture and how devastating this new segregation is in the long term: “It is foolhardy to think black children can be taught no matter how well, in isolation and then have the skills and confidence as adults to succeed in a white world where they have no experience.” (p. 229). That Tuesday night Mr. Kozol referred to the new segregation as a “theological abomination.”

“And finally, of course, Mr. Kozol believes small class size, enriched curricula, and equitable resources and facilities would offer an equitable education for all children. This recent article in the Huffington Post clearly and disturbingly describes the safety and health hazards brought into Chicago public schools because business has invaded public schools. Bugs, moldy bread, trash left for days, leaks left unfixed. You can bet the East coast decision makers who are driving this “reform” did not attend schools under these conditions.”

Jeannie Kaplan, a former member of the Denver Board of Education, has written about the poor results of a decade of corporate reform. Here she explains the word “chutzpah” to define the desperate efforts of school officials and “reformers” to convert poor results into good news.

She writes:

“At noon Thursday, August 14, 2014 the Colorado Department of Education (CDE) released Colorado’s 2014 standardized tests results, TCAPs, (Transitional Colorado Assessment Program) at its monthly meeting. Shortly after the release, “reform” State Board Member Elaine Gantz Berman spoke and said what has turned out to be one of the most honest assessments of the latest results. “Not acceptable….To see this kind of flat result is more than troubling. It’s like, ‘Where do we go from here?’

“Since the release of the results, the spin from Denver Public Schools and its friends has been dizzying. Their defense of the failing status quo has given new meaning to the Yiddish word “chutzpah.” A few examples: recognition that new strategies are needed to change the trajectory of the District but offering no concrete details of what that would look like; slight recognition that professional educators do make a difference when it comes to teaching children but continuing to hire short term teachers at the expense of teaching professionals; no recognition or admittance that a business model is not transferable to education. No attempts have been made to answer Ms. Berman’s question. Instead the status quo has chosen to defend the ten year performance with confusing, misleading and manipulated data.

“THE SPIN

“Six emails from the Superintendent, 2 articles and one editorial in the Denver Post, a Board of Education work session featuring a 67 page PowerPoint presentation with more charts, graphs, acronyms, and meaningless analysis than one thought possible. And Thursday, August 21 at noon an email from the favorite national organization of “reformers.” DFER (Democrats for Education Reform), makes its way into computer inboxes. The email’s subject, “Denver Plan 2020 Fights for Great Schools in Every Neighborhood,”praises the new Denver Plan and closely mimicks two of the six emails the superintendent has sent this week. The email’s author: Jennifer Walmer, former chief of staff for the Denver Public Schools, current state director of Colorado DFER. Could it be that the Denver Public Schools District is so worried about its lack of progress and its failing education “reform” that it has to inundate the public with reams of insignificant and deceptive information? Unfortunately, I was correct when I wrote in my post of last week, growth is pretty much all the District will talk about. The state losses of 1% in each of the three subjects have translated into disingenuous DPS growth scores.”

She then summarizes “the flood of writing that has occurred after the release of the pathetic data…”

Jeannie Kaplan, who served as an elected member of the Denver Board of Education, here reviews the latest test scores for that city and declares that “reform” has been a failure.

She writes:

“Colorado released its 2014 standardized test results (TCAPs) today. Here is a quick and dirty overview of how Denver Public Schools fared. This analysis focuses on proficiency, not growth. Some say proficiency is all that matters. If you are getting to proficiency, you have to be growing. For this post “overall school proficiencies” have been calculated by averaging proficiencies for reading, math, and writing. “Proficiency gains and losses” are the total change from 2013 to 2014 for those three subjects.

“The headline from this year’s TCAP results ought to be STOP! Denver Public Schools, Superintendent Boasberg, Board of Education, if you truly believe in students first, you will STOP this so-called “reform.” STOP defending the stagnant status quo. STOP using testing as a substitute for education. STOP spending taxpayers money on failing new charter schools. STOP supporting new schools at the expense of traditional neighborhood schools. STOP blaming teachers. STOP lying and masking poor achievement with growth. STOP saying schools in Denver’s Far Northeast (FNE) with proficiencies of 60% are distinguished, when distinguished schools in Central and Southeast (SE) Denver have 90% + proficiencies. This double standard does nothing positive for students. What it does say is, “FNE students, you can’t be held to the same standards as students in SE Denver.” STOP using test scores to fire teachers. STOP using the “reform” mantra of longer school day, longer school year. STOP it all because it is not working. These latest TCAP scores should be proof enough of that. Denver needs a moratorium on “reform” so educators can evaluate and assess “reform” as it relates to educating children and especially as it relates to new charter schools in general, Strive schools in particular.”

She warns:

“Don’t be fooled by the spin that will be accompanying the release of the 2014 TCAP results. The Denver Public Schools will somehow tell you the district is doing well vis-à-vis the state (which by the way is pretty pathetic with proficiencies of 69% in reading, 56% in math, and 54% in writing and losses of 1% across the board). DPS proficiencies are 54%, 47%, and 44% with gains of 0%, 1%, and 2%. Somehow the state losses of 1% in each of the three subjects will probably translate into misleadingly strong DPS growth scores because when you measure against state losses, your numbers magically look good. But don’t be fooled.”

She concludes:

“TCAPS go away next year. They will be replaced by something called PARRC and CMAS. That is a whole other blog or three. And while I don’t put much faith in “GROWTH”, the numbers for DPS this year are horrifying. Reading went down 1 point, math was unchanged, writing went up 1 point. This equates to a zero (0) overall growth. Now if that doesn’t represent the status quo, I don’t know what does. (Read this for an explanation about MGP, Median Growth Percentile, the way Colorado calculates growth). It is time to STOP this failing, fraudulent “reform”. This year’s TCAPs deserve further analysis. I will try to provide that in the weeks to come.”

With all the clever ways that reformers have devised to spin data, it is hard for the average person to know whether a “gain” is a gain. There ought to be an Official Truth Telling Office, but there is not. In the meanwhile, we have to count on people like Jeannie Kaplan, Gary Rubinstein, Mercedes Schneider, and G.F. Brandenburg to dig beneath the veneer.
