Since former Governor Bobby Jindal took control of the state education department in Louisiana, there have been numerous battles over access to public information.

The state superintendent appointed by Jindal, ex-TFA Broadie John White, has just made plain that public information is not public.

Mercedes Schneider reports that White has sued a citizen who made the mistake of seeking information from the state education department. Apparently John White doesn’t realize that he works for the public and is paid by the public.

As she says, this is a new low.

Mississippi lawmakers punished the state’s superintendents by defunding their association. This was in retaliation for the superintendents support for Initiative 42, a referendum calling upon the legislature to fund the schools adequately.

 

Mississippi has extreme poverty, and Schools that are underfunded. Imagine the nerve of those superintendents, sticking up for the children!

 

“The move creates an uncertain future for what has traditionally been Mississippi’s most powerful school lobbying group. The long-term power of the association was already in question after lawmakers voted this year to make all superintendents appointive. Traditionally, the elected members of the association, especially those in the state’s largest school districts, have wielded the most political power.

“Initiative 42 would have amended the state Constitution to require the state to provide “an adequate and efficient system of free public schools.” Supporters said it would have blocked lawmakers from being able to spend less than the amount required by Mississippi’s school funding formula, and would have allowed people to sue the state to seek additional money for schools.

“Gov. Phil Bryant and legislative leaders opposed the measure because it could have limited legislative power and transferred some power to judges. They warned that it could have led to budget cuts to other state agencies. Lawmakers placed an alternative measure on the ballot, which made it harder to pass the measure. Voters ultimately rejected any change by a 52 percent to 48 percent margin.”

Martha Bruckner is the President of the National Superintendents’ Roundtable, and she is also the superintendent of schools in Council Bluffs, Iowa. She noted that the presidential candidates were ignoring education but offering many campaign promises. She decided to write an educator’s platform for presidential candidates.

Inspired by the campaign promises of some of our 2016 Presidential candidates, Roundtable superintendent Martha Bruckner of Council Bluffs, Iowa, writes,

 

 

“Listening to some presidential candidates makes me wonder if school superintendents could do similar things. Just announce what you will do. No plan or work needed!”

 

 

In that spirit, here’s Martha’s campaign platform:
All children will be loved.
No families will live in poverty.
All children will start school on an equal basis, economically and socially, and will be ready (eager) to learn.
All children will read by third grade, and will love reading.
Every child will love middle school and will use those adolescent years to discover his or her best future self.
No students will ever purposefully bully others, and if a student unintentionally hurts another student, classmates will help minimize the hurt and inform the misguided bully.
All students will graduate from high school after a successful 3, 4, or 5 years…whatever is most appropriate for their learning needs and styles.
Student assessment will be fair, multi-faceted, timely, informative, and will help educators discover how to best help each individual child.
Funding for schools will be sufficient.
Every teacher and school leader will be caring, talented, successful, and appropriately rewarded.
Every child will be safe, healthy, engaged, supported, and challenged.

Paola DeMaria, an apologist for Ohio’s floundering, politically powerful, corrupt charter industry, has been named as State Superintendent. He is not an educator and proud of it.

 

The Cleveland Plain Dealer says he is a strong supporter of school choice and Common Core. Does he care about the public schools that enroll more than 90% of Ohio’s children? That’s not clear.

 

Stephen Dyer notes that DeMaria has defended charters when school boards claim that they are draining resources from public schools.

 

“DeMaria also is of the opinion that more money doesn’t improve student performance. This is a classic fallacy employed by many in the free market reform movement. The problem is it compares dollars spent with increases in test scores, claiming that if test scores don’t go up at the same rate as the spending, then clearly spending more doesn’t matter.”

I love San Diego. I wrote a chapter about its experience with top-down reform in the late ’90s and early 2000’s in my book “The Death and Life of the Great American School System.” Broad and Gates poured money into a plan to remake the district. Eventually, the voters tired of constant disruption and voted out the reformers.

 

Since then, San Diego has made a remarkable recovery and now has a knowledgeable superintendent who is an experienced educator. Better yet, the school board and the teachers work together and have a shared vision.

 

I met Superintendent Cindy Marten when she was a principal. I could see her love for the children and her respect for teachers. For her courage in doing what is best for children, I add her to the honor roll of the blog.

 

The district made this announcement:

 

SAN DIEGO – San Diego Unified School District Superintendent Cindy Marten May 4 announced a significant reduction in the amount of high-stakes standardized testing at local schools. Instead, the former teacher and principal said the district will focus on providing classroom educators with more meaningful measures of student progress in real time. The dramatic changes are expected to improve student well-being and academic outcomes.

 

“The changes we are announcing today will improve the well-being and performance of our students by allowing teachers to teach and students to learn in an environment that values and supports them as individuals,” Marten said. She added the new testing system will help the district continue to provide students with project-based, collaborative learning in classroom settings customized to the needs of a diverse student population.

 

Effective the 2016-17 school year, the specific changes announced today will:

 

• Stop the district-wide collection of interim assessment data and DRA test results, eliminating the need for teachers to waste valuable classroom time entering and uploading data for the central office.

 

• Replace irrelevant district-wide data collection requirements with real time reporting on student progress for teachers to use when and where they need it to support student learning.

 

• Empower teachers to analyze student learning results, and revise lessons to meet individual student needs.

 

• Support local schools as they develop common formative assessment plans, identifying relevant measures that give insight and critical information about how students are developing in literacy and mathematics.

 

“We want to give classroom teachers and neighborhood schools the tools they need to measure the progress of our children in ways that reflect the unique needs of every student. That is how we will keep our commitment to maintain quality schools in every neighborhood,” said Marten.

 

San Diego Unified has a history of national leadership on the issue of student testing under Superintendent Marten, having previously reduced the number of interim assessment tests by 33 percent (from 3 to 2) and increased the age at which testing starts — Second Grade instead of First.

 

“Our experience has shown that student outcomes improve when district officials release their control over assessments and encourage schools to select assessments aligned with a framework for learning, relying on principals, teachers and area superintendents to work in partnership, as they receive the necessary support from the central office,” said Marten.

 

A major factor behind the changes announced today was the recent study showing the overuse of standardized testing is harmful to area students, according to some 90% of San Diego’s teachers. The study was conducted by the San Diego Education Association.

 

“We are pleased San Diego Unified has decided to put the interests of our students first and moved to reduce high-stakes standardized testing, which we know from our research is contrary to students’ well-being,” said Lindsay Burningham, president of the San Diego Education Association. “A true reflection of student achievement and improvement is always done through multiple measures and can never focus on just one test score.”

Troy LaRaviere is principal of Blaine Elementary School in Chicago, which has received many honors.

 

Troy could rest on his laurels, but instead he keeps speaking out against the injustices done to the children of Chicago by Mayor Rahm Emanuel and Governor Bruce Rauner. He filmed a tape on behalf of Rahm’s opponent, Chuy Garcia. He has written numerous articles protesting budget cuts and unfair treatment of teachers and students.

 

Recently, the Chicago station WGN interviewed Troy about his beliefs, his candor, and his personal history. Despite the stellar record of his school, Troy LaRaviere was warned by the Chicago Board of Education that he was on thin ice. He seems to revel in skating on thin ice. He wants a city that is better for the children of Chicago, including his own son.

 

There have been persistent rumors that he might run against Rahm Emanuel in the next election. That is a long way off, and it is hard to see how he can compete with the banks and lawyers that support Emanuel. But it would be one interesting contest.

A female administrator with excellent credentials pointed out a strange puzzle in Massachusetts: most teachers are women, but most administrators are men. She has recently applied for superintendent posts, but every one went to a man. Curious.

I wish that all those who appreciate the wonders of technology would frankly admit its limitations. I wish they would speak out when hucksters and naifs claim that technology will close the achievement gap between rich and poor or that learning by machine is “personalized learning.” Personalized learning is what happens when humans beings interact, face to face, when a teacher who knows you is engaged in helping you learn. An interaction with a machine is impersonalized learning.

 

Baltimore County Public Schools system has bought the hoax: under the leadership of its superintendent, Dallas Dance, the school board has agreed to invest at least $270 million so that every student will have his or her own computer. It is a decisive move towards a fully digitized schooling, with everyone wired, including 5-year-olds. Some parents are very unhappy with this decision. They would prefer to see money invested in reducing class sizes, arts programs, and capital improvements. Some worry that the evidence for the benefits of going digital does not exist. Some argue that the program does more for big business than for children. Some think the program should be pilot-tested before it is implemented across the district. Some worry about the potential health effects of a fully digital classroom.

 

One parent wrote:

 

The real overall costs of STAT are now projected at $272.1 million for the “BCPS Proposed 6 Year Instructional Digital Conversion Plan.” That’s nearly $70 million higher than previously discussed.

 

And, breaking news to most: On top of that, $63 million or more would be required every year thereafter — with 92 percent (!) going to the laptop leases alone, according to officials and budget proposal documents released in early January.

 

Every. Year.

 

That means in one decade BCPS would spend at least $630 million to lease laptops, which schools would turn over every four years, amid other costs. Ten new state-of-the art schools could be funded at that price, likely with some snazzy new tech options, too. Operating vs. Capital Expenditures aside (day-to-day vs. buildings), money is money.

 

My own view is that it is far too soon to adopt technology as the primary vehicle for education because there is no evidence that it improves learning or that it reduces achievement gaps or that it is especially beneficial to children from low-income homes. Last fall, the OECD released a study concluding that some technology use in the classroom is good, but too much technology is not. This was the conclusion: Overall, students who use computers moderately at school tend to have somewhat better learning outcomes than students who use computers rarely. But students who use computers very frequently at school do much worse, even after accounting for social background and student demographics.

 

Was the Baltimore County school board aware of that study before it committed $270 million to provide a computer for every student?

 

We saw the disaster unfold in Los Angeles when former Superintendent John Deasy decided that every student and staff member in the LAUSD should have an iPad; worse, he sold this idea as a matter of “civil rights.” Frankly, it cheapens the meaning of civil rights (the right to vote, the right to be treated the same as others, the right to equality of educational opportunity, the right to serve on a jury, etc.) when “the right to an iPad” is called a “civil right.” It would make more sense to talk about the right to a job with a decent living wage, the right to good housing, the right to medical care, and the right to sound nutrition, than to turn the ownership of an iPad into a “civil right.” As we know, the $1 billion-plus transaction turned into a fiasco when questions were raised about favoritism shown to Apple and Pearson, and the whole deal was canceled.

 

 

Many of us still remember the story in the New York Times in 2011 about the Waldorf School in Silicon Valley that has no computers; its students include the children of high-tech executives who believe their children will have plenty of time for technology in the future. Instead of working online, they are learning through physical activity, creative play, hands-on projects, and reading. While other schools in the region brag about their wired classrooms, the Waldorf school embraces a simple, retro look — blackboards with colorful chalk, bookshelves with encyclopedias, wooden desks filled with workbooks and No. 2 pencils.

 

The Baltimore County school board not only approved STAT but renewed Superintendent Dance’s contract, which will run until 2020. When he was first hired as superintendent in 2012 (at the age of 30), he needed a waiver, because he had only two years of teaching experience and state law requires three years of teaching experience for superintendents. He also ran into trouble when he became involved with SUPES Academy, the same company that had hired disgraced Chicago CEO Barbara Byrd-Bennett. A local reporter wrote: Dance was heavily criticized — and admonished by the school board — for accepting a position in the company in August 2013 without informing the board. The board had approved a three-year $875,000 contract with SUPES to train personnel in December 2012. Dance ended up resigning the SUPES position in 2013.

 

Maine blogger Emily Talmage recently criticized Superintendent Dance. She wrote:

 

Meanwhile, as the corporate-driven personalized, digital learning craze sweeps the country, Dance has jumped in headfirst and is bringing his district along with him.

 

As a keynote speaker at the 2015 International Association for K-12 Online Learning, Dance called himself a “pioneer.”

 

He also said that teachers were “talking too much,” and that students should be assessed at any time.

 

“In order to personalize learning for young people, we should be able to assess students at any moment to figure out what level they’re on, what standards they’ve mastered, so they can move along the continuum,” he said….

 

 

“This is taking place in a school district that is in desperate need of improvements to infrastructure, transportation, class size reduction, and social programs, issues that have been financially pushed to the side in favor of STAT,” a teacher wrote.

 

“Personalized learning is being presented to constituents as the solution to close the equity gap in education,” said the Baltimore teacher, “[but] no input has been garnered from parents, and the expectation is that teachers will fully embrace the program without question.”

 

It would be nice if a school board asked for evidence of effectiveness before blowing away nearly $300 million on the fad of the moment. Technology will change rapidly, and BCPS will be left with obsolete machines unless they make an annual commitment to buy or lease new equipment. This is money that will not be spent on teachers, programs, and maintenance of buildings.

 

 

Mary Ann Whiteker, superintendent of the Hudson Independent School District and Texas Superintendent of the Year, told the State Board of Education that she has given up on the “testing and accountability game.” A veteran administrator, she is now trying to shape the curriculum to meet the needs of the students. This is a video that is well worth watching.

 

Texas has the good fortune to have a significant group of superintendents who realize that the longstanding regime of testing and accountability has not helped their students. In 2006, thirty-five of these creative superintendents got together and started meeting regularly to plan a new “vision statement” to describe what they wanted to do. They produced their document, meant to lead the way to a new approach to children across the state, and you will see Mary Ann Whiteker holding it up as she speaks. If you go to this link, you can learn about the process of writing the document. It is supported by the Texas Association of School Administrators. Open this link to find the document that changed her views of what children need.

 

The Vision statement has a number of important principled statements. Here is one:

 

We envision schools where all children succeed, feel safe and their curiosity is cultivated. We see schools that foster a sense of belonging and community and that inspire collaboration. We see learning standards that challenge, and intentionally designed experiences that delight students, develop their con dence and competence, and cause every child to value tasks that result in learning. Ultimately, we see schools and related venues that prepare all children for many choices anWed that give them the tools and attitudes to contribute to our democratic way of life and live successfully in a rapidly changing world.

 

Here is another:

 

The schools we need are community-owned institutions. They are designed and established as learning organizations, treating employees as knowledge workers and students as the primary customers of knowledge work. They are free of bureaucratic structures that inhibit multiple paths to reaching goals. Reliance on compliance is minimized, and generating engagement through commitment is the primary means to achieving excellence. Leadership at all levels is honored and developed. All operating systems have well-defined processes that are constantly being improved. Attention of leaders is focused on the dominant social systems that govern behavior, beginning with those that clarify beliefs and direction, develop and transmit knowledge, and that provide for recruitment and induction of all employees and students into the values and vision. The evaluation, boundary, and authority systems are submissive to the directional system, allowing for major innovations to ourish, new capacities to emerge, missions to be accomplished, and the vision to be realized in an increasingly unpredictable world.

 

 

Whether you agree with every statement in the document, you must give credit to these visionary superintendents for taking the steps to steer Texas away from its expensive and useless obsession with standards and accountability.

 

Michael Hynes, superintendent in Patchogue, New York, has been outspoken against the current wave of test-driven reform in New York State.

What is Best for our Children

 

 

Many parents, educators and legislators are talking about the possibility of federal and state funds being withheld from schools. The fact is, hundreds of New York State public schools fell below the 95% participation rate for the 3-8 assessments last year. Here are some facts you should know before testing season begins this spring:

 

1. The Commissioner believes parents have the right to opt their children out of 3-8 state assessments.
2. The Governor stated that parents have the right to opt their children out of 3-8 state assessments.
3. The Governor stated the 3-8 assessments will not count for students and teachers for the next several years.
4. The 3-8 assessments this year are still a Pearson test.
5. The “new” 3-8 assessments are now “untimed” which means our children can actually take tests that will last for several hours over several days.
6. The assessments are still fundamentally age inappropriate and aligned with the Common Core standards. The Common Core Standards will no longer be in New York State. I repeat, they will no longer be in New York State.

 

 

There is absolutely no reason for any student to take the assessments until we have some true fundamental changes. I don’t believe making the tests a few questions shorter or allowing students to have an unlimited amount of time is the answer. This is not in the best interest of our students, especially our special education and ELL students.

 

 

 

 

Fear and misinformation is being spread by Newsday and other agencies that believe public schools are failing. This is not only unfair but unethical. School districts with high opt out rates should not be sanctioned by the State Education Department or the U.S. Department of Education. In fact, the school districts with the highest opt out rates should be rewarded. They should be rewarded because it exemplifies that we value our children. It yells from the rooftops that we are free from the burden of the Pearson crafted Common Core poisoned assessments which have zero value to anyone. Well, except for Pearson.

 

 

We need true leadership in our schoolhouses.
