The Weekly Standard, a conservative publication, writes that Mayor Kevin Johnson of Sacramento (husband of Michelle Rhee Johnson) is caught up in a growing number of scandals.
Despite little national coverage, scandals surrounding former NBA star and Sacramento mayor Kevin Johnson have been intensifying over past few months. Monday’s report at Deadspin is a good place to start — things have gotten so bad that Johnson’s allies are accusing a local paper that’s done a lot of damning reporting on Johnson of racism.
As Deadspin notes, there’s “a variety of sexual, financial, and ethical improprieties” swirling around Johnson. Among other things, the mayor is suing — and being sued — by the National Conference of Black Mayors. And Johnson is also accused of using public money and resources for his own personal benefit involving work done for the National Basketball Players Association.
That last scandal is particulary interesting, because it mirrors accusations made against him in 2009, when he was accused of misusing federal grants meant for the Americorps program by Gerald Walpin, the inspector general of the Corporation for National and Community Service….
Mr. Walpin made a referral to the United States prosecutor in Sacramento, recommending that Mr. Johnson and Mr. Gonzalez face criminal charges and be banned from future contracts.
According to Walpin, the chairman of the board of the Corporation for National and Community Service, Alan Solomont, was a major Democratic fundraiser and was unhappy with his reports pointing out the misuse of federal money. Johnson was also said to be close to the Obamas, and shortly afterward the president abruptly fired Walpin from his job. The firing set off a flurry of inquiries from a bipartisan group of senators concerned that Walpin’s firing had been been politically motivated. There were also allegations that the U.S. attorney in Sacramento, Lawrence Brown, filed an ethics complaint against Walpin to help lift a ban on Johnson receiving federal funds as well as curry favor with the White House. Brown was seeking a presidential appointment to become United States attorney for the Eastern District of California.
Now Johnson remains mired in scandal six years later and is being accused of allegations of corruption very similar to what was first alleged by Walpin. And in the intervening years, the Obama administration has acquired quite the reputation for selectively enforcing laws against compromised allies and for the vigorous prosecution of political enemies on dubious grounds. Johnson’s current troubles certainly suggest that the president was wrong to fire Walpin, and are an unpleasant reminder of the Chicago-style politics that have come to define this administration’s questionable uses of political power.

Some things will just refuse to stay hidden. It’s disheartening that the Obama administration so obviously plays politics with the truth. That Johnson needs to be investigated and dealt with is also needed as he appears to be misusing federal funds. The same thing will happen with the whole privatization movement as we are seeing at various charters. Many closing for financial irregularities with public funds.

Don’t forget the allegations that Johnson sexually harassed underage girls at the charter high school he founded. Just another reason to oppose charter schools–lack of oversight and accountability for founders with grabby hands.

According to Gerald Walprin—the Inspector General in charge of the investigation—Rhee met with Walprin in person and applied pressure to drop all the investigations of Johnson’s alleged sexual and financial improprieties (at that time, Johnson was Rhee’s fiance).

“Disgusted with how the incident had been handled, Wong-Hernandez quit St. Hope, and it was Rhee who conducted the exit interview. She told Rhee the reason she was leaving was the way St. Hope had handled the sexual misconduct allegation.
“According to the interview report, ‘Ms, Wong-Hernandez also informed Ms. Rhee that she didn’t trust the management at St. HOPE. Ms. Rhee documented the interview in her daily planner and responded to Ms. Wong-Hernandez by thanking her for bringing it to her attention how disorganized the program had become.’ Ms. Rhee didn’t try to talk Ms. Wong-Hernandez into staying.
“The L.A. Times further reports that RHEE SPOKE DIRECTLY TO WALPRIN, HAVING DISCUSSION ‘IN WHICH SHE MADE THE CASE THAT JOHNSON WAS ‘a good guy.’
Still, the paper reports, “Rhee’s position had little effect on [Walpin], who filed a criminal referral to the U.S. attorney on Johnson….But both the Sacramento police and federal attorneys declined to pursue charges.”
“When Walpin’s report had to say regarding Johnson’s sexual misconduct was a relatively minor part of the report, which focused on misappropriation of federal funds and other serious-but-less-salacious charges. But allow LL to share what Walpin turned up—the first instance related in the report is what was described to Rhee by Wong-Hernandez; it’s unknown if Rhee was aware of the other allegations below:
” ‘G. Improper Sexual Physical Conduct
” ‘Our investigation disclosed evidence of sexual misconduct towards young female Members by Mr. Johnson. One Member, [REDACTED] (Ex. 19 hereto), reported that, in the February/March 2007 time frame, she was entering grades into the SAC High database system per Mr. Johnson’s instructions at the St. HOPE office at night, purportedly as part of her AmeriCorps service. [REDACTED] contacted Mr. Johnson to inform him that she had completed the grades and wanted him to review them.
” ‘About 11:00 pm, Mr. Johnson arrived at St. HOPE and instructed [REDACTED] to gather her things and come with him. Mr. Johnson drove to [REDACTED] apartment, which is managed by St. HOPE Development and houses its AmeriCorps Members, purportedly so that they could review the students’ grades. While in [REDACTED], in which another AmeriCorps Member had a separate bedroom, Mr, Johnson laid down on [REDACTED’s] bed, [REDACTED] sat on the edge of the bed to show him the grades, at which time Mr. Johnson “layed down behind me, cupping his body around mine like the letter C.
” ‘After about 2-3 minutes or so, I felt his hand on my left side where my hip bone is.” Further, although not detailed in her written statement, [REDACTED], during the interview, demonstrated, while explaining, that Mr. Johnson’s hand went under her untucked shirt and moved until his hand was on her hip. [REDACTED] immediately got up and stated she was done and left the room.
” ‘When she returned, Mr. Johnson was still in her bed, but now apparently sleeping. Only after [REDACTED] sought to take a blanket to sleep elsewhere did Mr. Johnson exit to the living room of the apartment. [REDACTED] related that Mr. Johnson slept on the couch in her apartment living room that night and subsequently left the apartment at approximately 6 a.m. the next day.
” ‘After, as [REDACTED] put it, she “got the courage to tell… my supervisors,” she reported the incident, which, she was informed, was communicated to St. HOPE Academy’s Human Resources Department and the Chief Financial Officer. The night after [REDACTED] made her report, Mr. Johnson approached her and apologized. Subsequently, Kevin Hiestand, Johnson’s personal attorney, met with [REDACTED], described himself only “as a friend of Johnson,” and “basically asked me to keep quiet.”
” ‘Also, about one week after this incident, when [REDACTED] told Mr. Johnson she was going to quit because of financial and family reasons, Mr. Johnson “offered to give me $1,000 a month until the end of the program,” stating that it would be confidential “between him and I.” As [REDACTED] related that conversation, Mr. Johnson “said all he needed was my savings account number,” he would make the deposit and “no one needed to know about it.” [REDACTED] did not accept this offer by giving Mr. Johnson her account number.
” ‘Another former Member, [REDACTED] (Ex. 20 hereto), reported that, while attending a St. HOPE sponsored trip to Harlem, NY, from June 26 to July 16, 2006, Mr. Johnson, on three occasions, “brushed [her] leg with his hand,” including once “flip[ingj up the edge of her skirt.
” ‘Other times, she stated, Mr. Johnson kissed her cheek, brushed up against her as he walked past, and massaged her shoulders. ([REDACTED] reported another incident that occurred in Sacramento, CA, in which Mr. Johnson touched [REDACTED’s] inner thigh with his hand while enroute to a restaurant. [REDACTED] said she did not report the incidents to AmeriCorps officials at that time because she feared she would be terminated from the program and because Mr. Johnson was assisting her in obtaining acceptance into the United States Military Academy, where she subsequently enrolled.
” ‘In addition, former SAC High teacher Mr. Erik Jones (Ex. 12 hereto) reported that a former AmeriCorps Member, [REDACTED], reported to him, sometime in 2007, that, while at SAC High, Mr. Johnson had inappropriately touched her. Mr. Jones stated that [REDACTED] had reported that Mr. Johnson started massaging her shoulders and then reached over and touched her breasts. (Attempts to interview [REDACTED] have been so far unsuccessful.)
” ‘Mr. Jones related that, after he reported this incident to St. HOPE Academy officials, he was contacted by Mr. Hiestand, Mr. Johnson’s attorney, but who identified himself solely as St. HOPE’S counsel, and stated he was conducting an internal investigation. Mr. Hiestand told Mr. Jones that [REDACTED’s] “story” was different from Mr, Jones’ and told Mr. Jones to change his “story” and then go back to work. Mr. Jones, realizing what he was being asked to do, elected to resign as a teacher and left SAC High.”

Here’s some stuff about Michelle Rhee that Davis Guggenheim left out of WAITING FOR SUPERMAN—Rhee being one of Davis’s heroes saving public education, as portrayed in that movie of his.
Ms. Rhee’s handling of the sexual improprieties of her husband, and then-fiance Kevin Johnson are all the more more interesting, when you consider an interview she gave shortly afterwards to the magazine FAST COMPANY in late 2009.
FIRST, SOME BACKGROUND:
Earlier that year (2009) when she was chancellor of the Washington, D.C. Public Schools, Rhee quietly hired hundreds of TEACH FOR AMERICA Corps Members. This was strange as there was no need for them at them time.
Well, Rhee then created such a need.
To do this, she fabricated a budget deficit of $300,000,000 dollars. (this fabrication later proven true, but that’s another story)
Rhee did this because she knew that there was a loophole in the teachers’ contract that — in the case of such a fiscal emergency that mandated cutting the budget — the D.C Public Schools did not have to fire based on seniority. In effect, all teachers—no matter how senior, or how well-regarded, TEACHER OF THE YEAR, or whatever—could now be fired at-will. For every one veteran at the top of the salary scale, they could be replaced by two cheaper novices.
Well, you can guess what happened. Rhee had earlier replaced most of D.C. principals with her minions, and scared the rest of those principals to death. On her orders, these principals carried out a massive purge of the most senior and highest-paid teachers, who were then replaced with TEACH FOR AMERICA Corps Members who had never set foot in a classroom (and had a scant 5 weeks of summer training at TFA’s institute)
In some cases, veteran Special Ed. teachers—with Master’s Degrees & extensive training in Special Ed., with decades of experience teaching special ed kids, and with on-going relationships and familiarity with the special ed kids at their schools — were dumped in favor of TFA’s who had no special training, not a day of experience, and zero familiarity with the school’s special ed students.
Parents of special ed kids were like, “What the-hell happened to my kid’s teacher? Who is this 22-year-old who took her place? Why does he/she have no training or experience in Special Ed.? She has no idea what she’s doing!”
Again, all of this was exactly according to the corporate reform playbook that Rhee was following. Fire all veteran teachers, so education can be done on the cheap. Those career teachers cost too much, and they have an institutional memory of having a union and connections to a union—I mean, REALLY! Who needs THAT?—so just fire all of them, then replace them with compliant, inexpensive TFA newbies with no connection with, and no institutional memory of a union.
It was in this context that Ms. Rhee gave that interview to the magazine FAST COMPANY in late 2009. When asked about the recent mass firings and the teachers union’s contention that they were unfair and detrimental to students’ education, Rhee countered with the outrageous claim that…
… most of hundreds fired were child abusers and child molestors, and that the budget deficit (that again, she fabricated, it was later proven) was just Rhee’s clever way of getting rid of them, and protecting children:

Rhee in FAST COMPANY: “I got rid of teachers who had hit children, who had had sex with children, who had missed 78 days of school. Why wouldn’t we take those things into consideration?”
The union and these fired teachers who were thus slandered went ballistic. By implication, all of the fired teachers were pedophiles, or very well could be.
Furthermore, the press correctly pointed out that — if it was indeed true that hundreds of pedophiles were on the loose in D.C. schools molesting children — the chancellor in charge of all D.C. schools shouldn’t wait to use budget deficit to remove them from. As a mandated reporter, Rhee—along with all the administrators working under her—was legally required to call law enforcement immediately, and then turn over this information on each and every allegation.
When Rhee’s administration was asked by the press to produced any such documentation backing up her FAST COMPANY statements, they eventually produced documentation against only one teacher among the hundreds who had such and allegation against him.
(At the end of the FAST COMPANY piece, Rhee bragged about the latest test scores going up… and we all know how that came about.)
The Washington Post’s coverage back then brings us full circle back to the allegations against her then-fiance, current husband Kevin Johnson… as the Post connects the two events and the seeming hypocrisy, dishonesty, and the slandering behavior of Ms. Rhee.
On the one hand, you have Kevin Johnson, who has credible, multiple allegations of sexual contact with underaged students against him… backed up by multiple witnesses… and Rhee does whatever she can to quash the investigation, and thus, protect her future husband. (which worked, as he got away scot-free, and was later elected mayor of Sacramento)
On the other hand, you have hundreds of innocent veteran teachers — whose firings were enabled by an underhanded budget maneuver of Rhee’s — are then falsely accused by Rhee of the same kinds of molestation that her then-fiance faced. Rhee uses this as justification for the improper mass firing, and also presents herself as a protector of children, who puts students fist.

” ‘This paints all teachers as being a group of child molesters who assault children and don’t come to work,’ Parker said. ‘It damages the reputation of a lot of innocent, hardworking, dedicated teachers.’

” Word of Rhee’s comments to FAST COMPANY rippled through the teaching ranks, with some expressing outrage.
“The union’s general vice president, Nathan Saunders, said Rhee owes the city’s teacher corps an apology.
” ‘The statements are not only an affront to every single teacher that was [laid off], but every single teacher currently employed in D.C. public schools, ‘Saunders said. ‘It’s irresponsible, and she needs to be taken to task for it.’
“Other union activists said they were especially offended by Rhee’s remarks, in light of the recent investigation into allegations of sexual misconduct by her fiancé, Sacramento Mayor Kevin Johnson.
“Before Johnson’s 2008 election, the inspector general for the federal Corporation for National and Community Service filed a criminal referral with the U.S. attorney in Sacramento about Johnson. It included allegations that Johnson had inappropriately touched a minor girl and climbed into bed with a teenager who worked for the charter school he founded. The school received funding from Americorps, which is part of the community service corporation.
“Johnson was not charged.
” ‘I’m ready to recommend that Chancellor Rhee submit for a fitness for duty examination because these are the rants of either a mad or very confused woman,’ Candi Peterson, a teacher and member of the union’s board of trustees, said on the Washington Teacher blog.”

Rhee, Johnson, and Kevin Hiestand, Johnson’s personal attorney, paid the victim and her family off:
“Here’s a check for (six-figure sum), but in exchange, you have to drop the complaint to law enforcement, promise not to sue, and remain forever silent on the matter… and if, later on, you do break your silence, we’ll sue you for breach of contract.”
Problem solved.

Was there not an incident when Rhee was teaching 2nd grade in which she applied duct tape to her students’ mouths, causing skin to peel when removed? She should not be allowed anywhere near a school or to be involved in any decision-making regarding schools.
The fact that these people are operating on such a high level is a testament to the sickness of our society, particularly, the political and financial sectors. Time to clean house!

Couldn’t have happened. After a thorough in-depth investigation she was cleared of all charges.

With Rhee assisting as his Lady Macbeth, Kevin Johnson pulls out all the stops—destroying reputations and everything else in his wake—in an attempted coup d’etat or hostile take-over of a non-profit black mayors’ group:

I hope some young ladies are forthcoming about Mr. Johnson’s underage dalliances, so his disgusting bully of a wife, who accused the majority of Washington DC teachers that she threw into teacher jail of being pedophiles can eat her words. She flew in to “handle” the accusations against her husband before marrying him. Is it no wonder why her ex husband has custody of her two daughters? Good. I hope they throw him in jail, and his disgusting lying wife rides off into the sunset never to be heard from again.
