T.C. Weber, blogger known as Dad Gone Wild, says it is time to end the Achievement School District experiment in Tennessee.
Then-State Commissioner Kevin Huffman persuaded his friend Chris Barbic to launch the ASD as an all-charter district made up of the state’s lowest performing schools. Barbic had created the YES prep charter chain in Houston. He promised that the ASD schools would all be in the Starr’s top 25% in five years.
The ASD has been embroiled in community protests and financial mismanagement from the start, writes Weber. It is nowhere near its goal.
He writes:
“I will show you more of what we’ve come to expect from the Tennessee’s ASD, which is more sloppy work and inattention to detail. Since inception, its been nothing but one issue after another for the ASD. In the past they’ve failed to report their per pupil spending, even though all other districts were able to. Back in September, reporter Ezra Howard analyzed the state data and showed that local efforts in Memphis were performing better than the ASD. October came and Bluff City, an education blog out of Memphis, reported the city in near revolt against the ASD. To close out the year, they engineered a hostile takeover of a Nashville school. Perhaps a few more Happy Hours are needed.
“When looking at this audit it becomes clear once again that the Achievement School District’s forte is not in the details. Details like, failure to have contracts overseen and ensuring that they are in compliance with regulations, allowing Charter Management Operators to get paid before they paid their vendors, and billing salaries to the wrong programs. The amounts of money are albeit small and therefore for many not that concerning, but I would argue that, when coupled with the entire body of evidence, it shows a pattern of behavior. A pattern that is not beneficial to the students or the tax payers of the state of Tennessee.”
Weber concludes:
“Governor Haslam has made a welcome change at the top of the Department of Education, but like with any illness, the body can only heal when all of the infection is removed. Chris Barbic and the Achievement School District were brought here by Kevin Huffman through their shared experience as Teach For America members. Time proved that Kevin Huffman was not a good fit for Tennessee. Time has also shown that TFA is not a great fit for Tennessee. They are a part of the past and Tennessee needs to look forward. It’s time to add the Achievement School District to that list of failed experiments and embrace policies that will take us into the future, before the damage is irreversible.”

Wonder if any of this commentary, and the policies that allow the jerking around of kids and parents and teachrs and administrators, gets through to Senator Lamar Alexander.

I would like to share this information with you, and would like to share it anonymously. It was shared with me from a former colleague who still works at the school. I will also send this to Diane Ravitch. I am sending this as a concerned Albany taxpayer.
“Today the Brighter Choice Foundation sent many staff members from various schools to attend the “Students First” NY rally at the capital from about 12:00-3:00. The staff members that were pulled from the Brighter Choice shcools included social workers,administrators, special education and RTI teachers.They made the choice to pull staff that would not require them to find coverage for classes. These teachers generally pull students or push in to classrooms to work with students. They (RTI, social work and SPED) work with the highest needs students providing these services. The Brighter Choice Foundation decided that it was OK to deny their neediest students their required support services so that the staff could attend the rally in support of Governor Cuomo.
Our tax money paying for these teachers to attend this rally (instead of TEACHING). I understand this is legal as charters do not have to operate under the same rules as public schools. However, they did hold school for students today. I am assuming students with IEPs (Individualized Education Plans) were in attendance. IEPs are a LEGAL document in which the charter school must implement fully. Charter schools must follow the same regulations in regards to IEP services as any other NYS school. The frequency and duration of DCT (direct teacher consultant) and RR (resource room) services must be met and document by a highly qualified (under NCLB) special education teacher. The Charter School bills the students’ home district for IEP services based on the IEP. They receive additional funding to provide these services.
The selected staff received e-mails that they would be attending a pro-Cuomo rally at the capital.They were informed (the selected teachers) via e-mail that it was politically important for them to be in attendance. They were not given an option to opt out. Their students did not have substitutes who provided instruction/support services in their absence. The rumor was that Governor Cuomo’s office requested their support at this rally and offered to show support for the pending renewal of the Brighter Choice Middle Schools. The schools rented Yankee Trails buses to transport them today and on Wednesday.
On top of this, they are taking 3-4 grade and middle school students to attend the rally on Wednesday, another interruption to instruction at the taxpayer’s expense.”
I have never been a politically involved person, but this is enough to make me sick.

More proof that “Chartering is not reform”. Diane, if you haven’t read this essay in the Baltimore Sun denouncing chartering (by a former Maryland state, and Philadelphia superintendent of schools, no less), you’re in for a treat. More former charter supporters backing away from the monster.
