Peter Greene read Arne Duncan’s speech carefully on the future of NCLB and boils down his vision of the federal role in education to one word: testing.
“First, Duncan positions assessment in the center of his education universe. He starts out by describing a large vision of education, one that is filled with innovation, meets the needs of every child, promotes equity, provides opportunity, values all subject areas, and provides every school with sufficient support and resources. And somehow considering all those aspects of a grand vision of education leads him to a Big Standardized Test. That’s it.
“It’s like someone who describes the awesome heights and sensations of a gourmet dinner, teasing you with visions of tastes and textures, savory combinations and a palate immersed in gustatorial ecstasy and then, after all that description and anticipation, at the moment of the Big Reveal, draws back the curtain on— a can opener.
“Testing is Chef Duncan’s can opener.”
Despite the universal failure of Duncan’s test-based teacher evaluation, despite its debunking by the Anerican Statistical Association, Duncan stubbornly clings to it. He is certain that parents want to know how their child compares to children in other states. I don’t understand that. I always had many questions about how my children were doing in school but I never wondered how they compared to children their age in other states. I wanted to know if they worked well with others, if they were respectful to their teachers, if they were good citizens, if they completed their school work in time. I counted on their teachers to bring any problems to my attention, and they did.
Greene writes:
“Parents are morons
“It wouldn’t be a Duncan speech about testing without the presumption that schools are liars and parents are dopes.
“Will we work together to ensure every parent’s right to know every year how much progress her child is making in school?
“Because only with the intervention and oversight of the federal government can parents have a clue about how their children are doing in school. And only a federally-mandated BS Test can give them a picture of their child’s education.
“Irony overload
“Later in the speech, Duncan suggests that “maybe our only hope is absolute honesty and transparency.” It is a great line, and one that I absolutely agree with.
“And yet, like most of Duncan’s prettiest rhetoric, it’s not reflected in any policy that he actually pursues. Doubling down on testing without considering its damaging effects and its utter failure to measure anything it claims to measure– this is not honest or transparent. The continued investing of BS Tests with powers they don’t have and effects they cannot achieve is neither honest nor transparent. The absolute refusal to hear opposing viewpoints is neither honest nor transparent.
“Duncan makes much noise about the need to supply quality education to the poor, to minorities, to students anywhere in the country who are not getting the full benefit of public education. He hears the cries for education and equity and justice and having heard them, he is sending… standardized tests (well, and charter schools, for some of those students, anyway).
“Regardless of your diagnosis of US educational ills, I don’t know how you arrive at the prescription, “We need more Big Standardized Tests driving all major decisions from the federal level.” Particularly after we’ve had a few years to see just how poorly how that actually works. Duncan’s speech includes an impassioned plea not to turn back the clock, not to return to a failed past. What he either can’t or won’t see is that his devotion to a failed test-based education policy is just such a retrograde response to education concerns.
“The Big Standardized Test can now takes its place in the gallery of failed educational policies of the past. If Duncan really wanted to move forward, he would leave BS Testing in the past where it belongs.”

I think it is just unforgivable that he is getting away with this:
“Duncan continues to act mystified by the source of all the time wasting test prep going on.”
It isn’t just him, either. How many tests did Jeb Bush’s Third Grade Reading Guarantee add? When will these adults be held accountable?
He adds to this by insisting DC will “tell” parents when schools are over-testing. Good God. Like anyone would rely on him. He won’t even admit his own role! Accountability starts at the top.

Nope. Not until Congress publicly admits their own role in over-testing, and promises to do better.
They should have started those hearings with an apology, instead of yet another stern, scolding lecture to public schools.
It’s unbelievable to me that they’re busy palming this off on local schools and no one says anything. Nice that they all reached consensus that this had nothing to do with anyone in power.

Dr. Peter Green is truly patient and civilized in his explanation with visualized in detailed examples of all intentionally disastrous aspects in testing maniac scheme CCSS.
I am neither articulate nor literate in political spectrum and in human GREED.
As a normal tax payer who fully obey the law, rules and regulations of the country wherever I live, I have lived long enough for my “60 years plus” joyful journey in learning in order to offer my pure view as student in both ESL and handicapped in 2010 as follows
Yes, unlike many special modern GENIUS, for example Mark Zukerberg, Bill Gates, (STATE?)Governor (?), the late Steve Jobs and many known business movers and shakers who DID NOT like testing maniac, so they drop out early in higher education or CANNOT even continue on setting their foot in university, I successfully graduated from university with B+ average because I enjoy learning Sociology that I choose to learn, NOT BEING FORCED to learn.
In this same concept, children in K-12 will only ENJOY testing if they choose to go through with it for their college and careers WHENEVER they choose to do so.
Please DO NOT IMPOSE and FORCE testing maniac scheme on CHILDREN because they do not have rich and powerful parents like you in order to be successful MOVERS and SHAKERS after being DROP OUT in their later life of college and career ‘Drop out’.
In short, please DO whatever you SAY you CARE, and please DO NOT do opposite whatever you CAREFULLY SAY. Therefore, if government officials in DOE with authority figure and all business corporate who REALLY care for the well-being of AMERICAN NATION, please just FOCUS on economy and defense for American Civilization or Democracy.
Please let American Public education in the hand of many educational PRACTITIONERS who have been trained to bring this American Nation within 200 years old in land to the WORLD level of 5000 + years old in HUMANITY that put many other older lands/ countries in SHAME, you can name them, like China, India, Russia, Greek, Italy, French, Spain… where there are many profound Philosophers, Scientists, Artist who are known in the historical world.

Many educational experts claim that there are three types of tests required to evaluate student achievement with each having a different purpose.(1) Is the diagnostic-prescriptive(D/P) test that defines the strengths and weaknesses of the student, class and school. Obviously the (D/P) test is possibly a most important mechanism to correct student deficiencies, especially in the STEM disciplines, in which the lower level skill mastery is applied at the higher levels. (2) Is the criterion reference test that relates to what the student should know at each appropriate level( I.e. Standards) and (3) The norm reference test that compares how students compare to other students. Each test type has its merits and limitations. If a test was developed that applied all three types of evaluations in one test, then a more effective and meaningful evaluation would occur for the student, teacher and the tax-paying public. Teachers, schools, and districts implementing such tests at the classroom level periodically may effectively address many of the negatives applied to regular testing. In this way, the multi-functional tests become a positive and welcomed factor in the student’s learning process In addition, if students were placed into the appropriate academic level based upon the student’s readiness to learn the material defined by the (D/P) evaluation, R & D documents significant student learning occurs regardless of social-economic, gender, and ethnic considerations. I believe tests that evaluate all three types of testing at the same time are are currently available, but not recognized as valuable, understood, nor just ignored. ekangas@juno.com

Ekangas, people are fooled by comparing or competing in learning.
There are 5 constant level in all aspects, subjects, emotion, intelligence, body, mind and spirit from evil to sainthood.
The top level is being omniscient
The second level is being genius and innovators who are conscientious and contribute their work to the well-being of humanity. (Philosopher, Teacher, Scientist…)
The third level is the world level in certain aspect of body, mind or spirit (Olympic level in which every fraction of second is count for the pole winner.)
The fourth level is for people who do not succeed to be at the world level.
The fifth level is for everyone who continues on their joyful journey of learning.
Therefore, culture of fear and dirty competition is for evil, NOT applicable to all sentient beings.
In conclusion, CCSS, and Rttt are not educational standard, BUT a dirty trap to impose the culture of fear on children’s mind and their dignity. Most of all, time, effort, and the joy of being well prepared to be ready for any challenges would be the basic requirement for learning with joy at any level.
Would you like to compete in the world level while your ability is below the normal level? Do children in K-3 or 3-8 ask for college and career ready? Speechless. Back2basic.

I agree. Arne is the naughty boy caught with his hand in the public money jar saying he’s only trying to help. Maybe he’s dissembled so long, he actually believes this. OR he’s been paid so much he can’t resist selling out our children, first by siphoning all the money away from education and into private pockets, and then by closing down publicly funded education altogether. Just as directed in the Koch design to disenfranchise the American people. First take the money. Then take away local control. Then completely defund free education for the masses.
Go, Peter Greene! Go Diane Ravitch! Call out the destroyers.
