The PARCC Common Core test is in trouble. Mississippi canceled its participation last week, bringing the number of states participating in PARCC to only 10. Now the Chicago Public Schools have decided to give the test in only 10% of the district’s schools.

CPS officials say that the district will go against the state’s testing plans and refuse to give all students the controversial new PARCC exam. Spokesman Bill McCaffrey said Friday evening that district leaders plan to have only 10 percent of schools take the PARCC, the new state-mandated test that is geared to the Common Core standards. McCaffrey called it an expanded pilot and said that the schools taking the PARCC will be representative of the entire district.
He said he was not immediately certain of the possible consequences for CPS. State officials, who have insisted that all school districts in Illinois administer the PARCC to all students, said they will continue to work with Chicago.
New Governor Bruce Rauner has not taken a stand on the PARCC or whether the state should go forward with full implementation. Several states that originally said they were going to administer the PARCC have pulled out and now only 11 states are still committed, according to PARCC’s website.
“It is a big victory for right now,” said Raise Your Hand’s Wendy Katten. Katten’s group, More than A Score, and other active parents fought diligently against the PARCC. They gathered more than 4,000 signatures on a petition and met with more than 20 legislators.
The parent groups argued that the PARCC is not yet ready to be rolled out, asserting that the test questions are confusing and the test is too long. In general, the groups also are against high-stakes standardized testing.
While the delay is something to celebrate now, Katten said it could be short-lived if the PARCC isn’t improved and the state insists on keeping it for next school year. Katten said her group will continue to push for a bill allowing parents to opt their children out of standardized tests. As it is now, students must refuse the tests themselves.
Sarah Chambers, a special education teacher at Saucedo Elementary who helped lead a testing boycott last year, said she thinks CPS made the decision because they were afraid that large numbers of parents would have their children opt out.
The Chicago Tribune reports that Superintendent Barbara Byrd-Bennett says the district is not prepared to give the tests. Almost 2/3 of the students, especially in the younger grades, do not have regular access to computers, and the PARCC test is given online.
The Chicago Teachers Union also opposes the test and has approved a resolution opposing implementation of the test, which replaces the Illinois Standards Achievement Test. CTU President Karen Lewis said she shared concerns similar to those of Byrd-Bennett.
“When we have teachers without desks and students without books, and we’re still trying to mandate a computer-driven test without any of the infrastructure we need to do that with,” Lewis said. “This is another unfunded mandate that comes down to punishing people for being poor.”

What if they gave a high-stakes standardized test and hardly anybody took it?
I think we’re seeing a bit of the reliability and validity of such [mis]testing dying before our very eyes…

“In order to separate hysteria from rheeality, we reassure the public that Governor Kasich shares your concerns about something called public schools and is currently meeting with his staff in order to figure out what they are and how they got into the state of Ohio. There is a strong possibility that they are undocumented entities that are sucking the fiscal life out of the state but he is withholding any opinion until he knows what they are and what dangers they pose to some of his donors and CCSS. yes, as we all know, teachers (who are mostly women) are driven by emotions while reformers (mostly men) are driven by “data” — or more precisely, errata.

It’s an election year and Rahm can’t win with the predicted parent backlash expected after their children are subjected to this…thing. Chicago’s election system is setup so that if one person doesn’t win 50% plus 1 vote then there is a runoff between the two highest vote getters. Rahm won’t get 50%, but even if he had a chance he can’t take this hit. And either way, the run-off will get ugly and he needs all the politically-calculated goodwill he can muster. I anticipate severely straining several friendships and neighbor relations.
I mention this just for perspective. It’s logical that if Rahm wins (and he has a strong chance of that, believe it or not) that PARCC, or whatever it’s rebranded as, will be back and protests will again be falling on deaf ears.

The airwaves have been replete with disgusting lies on propaganda commercials, which are very awkward attempts to dupe voters into believing that Rahm actually supports public education. What a joke. Most Chicago parents know better.

I took part of a practice PARCC test way below my grade level and I couldn’t make heads or tails of it. I didn’t even know how to navigate to the next screen.

Doesn’t she know common sense has no place in ed reform? She’s supposed to proceed as recklessly and chaotically as possible. They’re building a plane in the air! If she stops believing, it won’t fly!

As a teacher presently trapped in endless PARCC practice testing, this article gives me hope. Compared to my old (Ohio) curriculum, the new Common Core is inferior. With added hours of practice testing and a February test, I have no time to teach. Because I know my students are not learning as much with the new common core curriculum, I feel disconnected and like a fish out of water. My students and I are miserable. Believe me, the deformers know that this will weaken our public school systems. They would have to. No one can be this crazy. I mourn for my students and the younger teachers. Ohio education is in trouble.

Well I know the practice test they ran last week in IL was, for the most part, a failure. It was very inconsistent during the math part and especially on laptops. The problem is most that most schools, our included, bought laptops to fill in for online testing. If this was the real test, everyone would have failed…but most especially PARCC.

I looked at the non-calculator part of the math test (6th grade) and I think it will be difficult to do if they have to show their work in the text box. Are they allowed to use paper and pencil and then put their answers into the box?

Yes – at last info, students are allowed either lined or plain white paper. These are to be collected and destroyed after the test session. Students are allowed to create their own graphic organizers for the writtewritten responses. Not sure if students will actually use the paper since most of my students didn’t for the OAA/OAT/Proficiency sessions. Students also have a “notepad” tool available, but it clears itself when the student advances to the next test item. Not helpful when reviewing test items.

Everyone needs to understand that superintendent BBB is not against the PARCC, I’m sure she loves it, being a Broadie reformer. She is against it at this time because of the aforementioned infrastructure issues, because the material and test interface is not well understood by the kids and because if the whole thing were just dumped on the city all the parents would be outraged and curious about the failure of the entire PARCC enterprise. Can’t give the people a chance to see behind the curtain like that in ‘Murica. The only advantage for Rahm, who like Cuomo is nothing more than a corporate suit is that this is a bullet dodged before the election. Doing the PARCC test at 10% confers no positive political advantage upon his campaign. BBB and CPS are slow walking this policy into place, the whole boiling frogs meme, and Chicago’s parents, children and teachers are the frogs. Additional good news is that CPS is going to have an awfully hard time justifying the testing infrastructure expenditures in coming years even if they sell it as IT improvements or some other tech sales pitch. There are so many basic needs not being met in a majority of Chicago’s schools, a fact exacerbated by CPS’s pseudo-voucher “per pupil” budgeting scheme, that any money that might suddenly appear for for testing, after money has magically appeared for other stuff the mayor and CPS wants will cause nothing but more outrage among the growing number of informed parents in Chicago. The reformers over reach, the unfunded mandates are crumbling like a sand castle at high tide.

The rats are leaving the ship before the official sinking begins this spring. How many billions of taxpayer dollars are going down with the USPARCC? Institutionalized crime at its best. A disaster on an epic scale. CC (NCLB waiver) advocates will have nowhere to hide. Can’t say we didn’t warn them.

Me, too, concerned. And ditto what Jeff Peek & Chi-Town Res said above. Political nonsense–not “good for her,” because the primary goal is NOT for the good of the students, but for a resounding defeat in the mayoral primary!
And, with that having been said, let’s stop with all the “analyses” of such “standardized” (here’s your cue to chime in, Duane!) testing.
It’s all ALEC plan, Pear$on & LOTS of $$$$–drain taxpayer funded state education coffers to the tune of millions (actually, BILLIONS since this all started) tied up in te$ting contract$ (Pear$on), starve the schools (contract out for services, such as building maintenance, using inferior companies & less employees), whittle down programs, getting rid of school nurses, counselors, psychologists, art, music, P.E. teachers & librarians (shut down those useless libraries!), call the schools failing (test-wise, attendance-wise or any which way), & shut down the public schools, opening charter schools all over the place–ka-ching!
“Standardized” (neither valid nor reliable, & FAR from it!) tests–totally useless, telling us nothing and torturing students.
EVERYONE–OPT OUT NOW!!!!
