Nancy Bailey taught for many years but retired due to the misguided reforms that now plague our students, teachers, and schools. She lives in Tennessee. She now devotes her time to writing in support of public education and sensible reforms.

In this post, she asks a simple question: if our public schools are “failing” (PS, they are not), why is that the majority of freshmen at our nation’s most prestigious universities come from public schools?

Consider a few of her examples:

Princeton University: 26,641 Applicants; 1,939 Admissions; 61% are from Public Schools.

Brown University: 30,432 Applied; 2,619 Admitted; 63% are from Public Schools; 37% are from Private or Parochial Schools.

Stanford University: 42,167 Applied; 2,145 Admitted; 60% are from Public Schools; 30% Private Schools; 10% International.

Vanderbilt University (Class of 2017) 31,099 Applied; 3,963 Admitted; 64% are from Public Schools; 36% are from Private Schools; < 1% Other.

Glendale Unified School District in California named math teacher Win Saw its teacher of the year. The son of two teachers in Burma, Win Saw never expected to be a teacher. But while in college at Santa Barbara, he realized that was his calling. He has been inspiring students for more than 20 years.

With all the attacks on tenure and experience, it is easy to forget that teachers like Win Saw are the heart and soul of the teaching profession. They deserve our respect and our thanks for doing what they love and ignoring the reformers as the gnats they are. Crickets in the field, complaining about those who do the work on which our nation’s future depends.

Reformers like to tell us that they are in a hurry. They want everything reformed now, or yesterday. They can’t wait. They can’t even wait to find out if their reforms make any sense. Their motto might as well be, “Don’t just stand there, reform something.”

 

But Andy Hargreaves explains here why the hurry up approach doesn’t work. Hargreaves is one of our most sensible thinkers about education. He is now advising the Ontario minister for education.

 

Ontario, he writes, has tried to learn from the mistakes of others. It has aimed for slow and steady improvement, not overnight transformation by forced march of teachers, administrators, and students.

 

It paced the change agenda so that achievement gains would be steady and sustainable rather than spectacular but unstable. It also provided a stronger spirit and much higher levels of support than in England in terms of resources, training, partnership with the teacher unions and an emphasis on school-to-school assistance.
Ontario’s literacy gains of 2-3 percent or so every year seemed both steady and cumulatively substantial and sustainable. But even its more advanced strategy had its limitations. The literacy gains were not matched by similar gains in math over the whole reform period, and in the past four years, math results have actually fallen. In practice, reformers now acknowledge, the numeracy strategy was not nearly so intensive as the literacy strategy. What is the lesson to be learned? In practice, even Ontario, with all its change knowledge, couldn’t implement wholesale changes in literacy and numeracy together, so one half of the strategy fell by the wayside by default.

 

Hargreaves concludes that it is better to sequence reform plans, not do everything at once in a crash course.

 

It is better still to know that the reform plans make sense, which ours in the U.S. do not.

Jonathan Pelto is stunned. Despite Governor Malloy’s anti-teacher policies, the Connecticut Education Association endorsed him.

“NEWS FLASH: The only Democratic governor in the nation to propose doing away with teacher tenure for all teachers and repealing collective bargaining for teachers working in the poorest district has received the endorsement of the Connecticut Education Association’s Board of Directors.

“According to multiple sources, the CEA’s Board of Directors reversed the decision the CEA’s Political Action Committee, who had recommended that the state’s largest public employee union make no endorsement in the gubernatorial campaign.

“Considering Malloy’s recent and repeated pledge to “stay the course” on his education reform initiatives, one can only assume that Malloy’s political operatives must have made some “significant promises” since, on the key issues listed below, Malloy has refused to PUBLICLY change his anti-teacher, anti-public education stance.

“Why the American Federation of Teachers and Connecticut Education Association would endorse Malloy without demanding that he publicly retreat from his corporate education reform industry stance is breathtaking.

“For more than two and a half years, Wait, What? has been a platform for laying out and discussing Governor Dannel “Dan” Malloy and his administration’s unprecedented attack on public education in Connecticut. Throughout that time Malloy has not made any real or meaningful changes to his policies. Instead, he has continued to undermining teachers and the teaching profession. His disdain for the most important profession in the world and the value of comprehensive public education has been absolute.

“The CEA’s endorsement means that the leadership of all of the major public employee unions in Connecticut have thrown their support behind the candidate who has pledged that he will not propose or accept any tax increase during this second term, despite the fact that Connecticut is facing a $4.8 billion budget shortfall over the next three years.While Connecticut’s millionaires continue to celebrate the fact that they have been spared the need to “sacrifice” by being required to pay their fair share in taxes, Malloy’s policies will ensure massive increases in local property taxes for the middle class and widespread cuts in local education budgets.”

Politico.com reported that the National Urban League is aggressively supporting Common Core. Politico neglected to mention that the National Urban League has received more than $5 million from the Gates Foundation in recent years. Anytime that any group advocates for the Common Core, publications should report whether they are funded by the Gates Foundation. The oversight is comparable to giving the results of a study showing that smoking does not cause cancer, yet failing to report that the study was funded by cigarette companies.

“URBAN LEAGUE STEPS INTO CORE WARS: The National Urban League is stepping up its advocacy in support of the Common Core with new radio and TV spots narrated by CEO Marc H. Morial. In one ad, an African-American student flips through a textbook and imagines great possibilities for his life, as images flash by depicting him as a judge, a soldier and an astronaut. “When we put our children first with Common Core, there’s no telling how far they can go,” Morial says. The other shows girls and boys of several races, ages and sizes lining up for a race – which, a bit perplexingly, they all end up winning, thanks to “equitable implementation of Common Core.” The ads were created by the National Urban League in partnership with Radio One, a media company that focuses on African-American audiences. Both will run through Nov. 22 on Radio One, TV One and REACH Media shows, which include broadcasts headlined by the Rev. Al Sharpton, Bishop T.D. Jakes and others. Now what is sad about this is that there is zero evidence that the Common Core and the “harder” tests will reduce the achievement gap or help black students. In New York, where Common Core tests have been offered twice, a large majority of black students “failed” the tests. Eighty percent or more of black students in NewYork did not meet the state’s “proficient” standard. What will happen to them? Will they get a diploma? Will continued “failure” increase the dropout rates? According to this study, dropout rates are likely to double under Common Core’s “rigorous” demands. The study is called”Opportunity By Design,” but it might also be called Failure by Design.” Is this what the National Urban League wants?

Jane Slaughter describes what she calls the neoliberal assault on Michigan, and she adds in Wisconsin as well. The assault consists of a plan to end collective bargaining and to weaken the unions so they are unable to protect the benefits for working people.

I am not sure why she calls this movement “neoliberal,” as it seems that the main movers and shakers are far-right conservatives who always hated unions.

A teacher left this thoughtful comment:

“I recently participated in professional development on the Smarter Balance test (SBAC), the newest of the assessments to measure student proficiency in competencies aligned with the Common Core State Standards (CCSS). One of my responsibilities as a language arts teacher of high school juniors is to prepare students for this high-stakes assessment. I also provide my students with SAT and ACT test-taking strategies.

“I left the workshop convinced that the classroom teacher has not had a meaningful voice in the assessment process. Let me explain: For SBAC’s multiple choice section, students must identify all possible correct answers or receive no credit. For the SATs, ACTS, and some AP multiple-choice sections, students choose the best answer. Furthermore, SBAC results seem to be tied to federal funding, high school rankings, and teacher performance. How does SBAC and related test preparation benefit my students?

“I asked the facilitator how much the state had to pay to administer this test. (Students also require computer access because the test is administered online; for schools where technology resources are limited, scheduling can be a nightmare). The facilitator did not know how much the test cost; she did advise that for schools which adopted the Common Core, federal funding was an incentive. It is my understanding that a school which opts out of adoption of the CCSS and test administration risks losing those coveted federal funds. In the corporate sector, such incentives would be considered extortion. Since when is extortion a permitted practice?

“Let me offer a portrait of the classroom from a practitioner’s standpoint. Most secondary Language Arts instructors focus on teaching critical read of texts—fiction and nonfiction—encouraging students to corroborate every statement with textual evidence. Often at the high school level, we have to push them beyond the reader-response model common in middle school where students often discuss about what the text means to them. The more advanced critical reader asks what is the author’s purpose and how does the author convey that message. We also emphasize analytic and argumentative writing. However, I have students, who at the high school level cannot write a complete sentence. When I explain to them every sentence needs a subject and a verb, too many stare blankly at me.

“I reference young people’s lack of grammatical and syntactical awareness because this deficiency is addressed in the CCSS. The foundations of our language—the parts of speech—are taught from the early grades. Nine years from now, my students should be well acquainted with the building blocks of our language. But today, especially at the secondary level, CCSS represents more of a catch-up paradigm. Education is a process that involves human beings. Even manufacturers don’t begin production in the middle of a process; why are people asking teachers to do so and then evaluating us on our success based on student performance data? Why not launch the CCSS systematically—allow the foundation to be built K-2; 3-5, and so on?

“I chose Teaching because I love language and literature; I am committed to nurturing a similar excitement in my students. I view Education as big business; many of the acronyms one encounters in the field today come straight from the corporate sector. A manufacturing model is antithetical to the process that is education. For example, when a manufacturer receives defective materials from a supplier, it returns those materials. Its final product must meet specifications. I have no control over who enters my classroom; i.e., my “materials.” Teaching cultivates; education produces. I believe the two processes conflict; and yet, it seems to me that a manufacturing/business model predominates in my profession.

“Here is the reality, at least in my classroom: sometimes, my students lack parental support or engagement; have emotional and cognitive disabilities; or are simply uninterested in academics at this juncture in their young lives. Some come from homes where providing the necessities such as food and shelter are a challenge. Finally, some young people do not connect to academics in high school; some prefer a vocational track; others blossom in college. There is no template or prototype for the student. There is no fixed path for a young person—teachers do their best to model, guide, support, and nurture intellectual and personal growth amidst a wide range of cognitive abilities, emotional maturity, and outside-school circumstances.

“When will those who have never taught acknowledge the human component in education and its inherent complexity and variability? The majority of teachers with whom I have associated are dedicated professionals who view their position in the classroom as a vocation versus a job. Of course there are some bad teachers! Our profession is not unique in that reality. There are ineffective practitioners in all professions. Welcome to humanity and the real world.

“In conclusion, can student performance on SBAC measure my success in the classroom? Will the latest curriculum design improve my instruction and relationship with my students? Can a high-school student amass eight years of prior instruction that was not in place until recently, so that he or she can master the CCSS objectives specified for grades 9-12? Are the massive amounts of money—garnered from taxpayer dollars—lining the pockets of those affiliated with the business of education, or are they merely an expensive camouflage that will, in a few years, disintegrate, leaving both teachers and students amidst the rubble of yet another pedagogy?”

Our political life is increasingly shaped by the Koch brothers, who are billionaires and own one of the most powerful mega-corporations in the world.

They are philanthropists, and you will see their name on public buildings. That is good. But their businesses are major polluters wherever they operate. And they contribute to campaigns of those who want to roll social policy back to 1900, when there were no unions, no social safety net for those in need. They want an America without unions, without a minim wage, without voting rights.

I hear they are opposed to the Common Core, and that’s awkward for people who share none of their other views. But I am guessing they don’t much care for public education or for teacher professionalism, I am hopeful that one of our nation’s investigative journalists will see which education causes these brothers support.

As supporters of ALEC, we can assume they support charters and vouchers and every kind of privatization. ALEC is a major opponent of teacher certification, unions, and other qualifications.

What they support is social Darwinism and survival of the fittest.

Yohuru Williams, a historian at Fairfield University, sharply rebukes those who seek to eliminate tenure and claim to be advancing “civil rights.” His article on Huffington Post is titled “Lies My Corporate Ed Reformers Told Me: The Truth about Teacher Tenure and the Civil Rights Movement.”

 

He writes:

 

The champions of corporate education reform insist that efforts to strip teachers of the procedural guarantees of due process embedded in tenure are somehow an extension of the Civil Rights Movement. In the latest iteration of this make-believe history, former CNN anchor Campbell Brown and her ally, lawyer David Boies, wax philosophical about how their campaign to end tenure is really “about Civil Rights.” While the rhetoric plays well in the press, it deliberately misrepresents the actual history of Civil Rights. In reality, teachers played a critical role in the movement. In some cases, they were able to do so because they were bolstered by tenure, preventing their arbitrary dismissal for activism.”

 

Teachers, he reminds us, were at the forefront of  the civil rights movement, and tenure–where it existed– protected their right to support the movement. In the South, many states did not allow any kind of tenure for teachers, and it was harder for them to be active in the civil rights movement because they could be easily fired.

 

“During the Jim Crow era, one of the most effective weapons segregationists had in their arsenal of terror was the power to fire or refuse to hire those who engaged in acts of civil disobedience or challenged the status quo. With the higher duty to protect children, many teachers bravely faced this challenge, using their classrooms not only to teach basic skills, but also to encourage critical thinking skills and inspiring young people to challenge second-class citizenship. Recent scholarship as well as personal memoirs captures this important role played by educators. In a 2009 biography Claudette Colvin, who at 15 refused to give up her seat on a Montgomery bus nearly nine months before Rosa Parks, credited her teachers with inspiring her to make her courageous stand against Southern apartheid.

 

“Not all Black teachers were awarded tenure. In fact, very few states in the South offered the basic guarantee of due process to Black teachers but, in those states where teachers were protected, they were able to speak and testify openly and honestly about the detrimental impact of Jim Crow on their students.”

 

He concludes:

 

“So when so called “reformers” like Campbell Brown try to make the case that tenure extends teachers an unfair guarantee of employment unlike other public servants, she is more than stretching the truth. To be clear, when confronted with inequalities in pay and the denial of tenure to Black teachers, the NAACP did not argue for an end to tenure, but for the extension of the same basic protections of due process to Black teachers. In addition, when her allies like David Boies try to claim they are carrying on the legacy of the movement, they are not. Instead, they should address the issues of poverty and inequality; the same issues raised by the NAACP in 1950s and1960s that continue to plague American education. The lack of resources, bloated class sizes, high stakes testing, and zip code discrimination are real problems — not teacher tenure.

“At the end of the day, what made teachers so critical to the Civil Rights Movement is partly what makes many of them dangerous to the agenda of the so-called education reformers today. Why is divesting tenure at the top of their list? In stripping away due process and removing basic protection against retaliation, they will effectively silence the strongest line of defense against those practices, such as high stakes testing, and re-segregation that remain harmful to children. In the process, they will clear the way for the ultimate corporatizing of American education in opposition to both the history and legacy of the Civil Rights Movement. Fortunately teachers have already begun to organize to make a stand in an effort to shield and protect those who stand to be harmed most — our children.”

 

 

 

David Coleman, as everyone knows, is the architect of the Common Core. He is hot stuff.

Peter Goodman, observer of Néw York politics, saw Coleman strutting and preening. He says he wanted to be a high school teacher, but went to McKinsey instead. Then he became an eduentrepreneur and started the Grow Network, which was a way to track student performance data. The word on the street is that he sold it to McGraw-Hill for $14 million. Then he started Student Achievement Partners, which played the lead role in writing the Common Core.

Goodman attended the famous meeting at which Coleman made his infamous statement. Goodman writes:

“As my mind was wandering I was jolted upright, Coleman told us,

“…the most popular form of writing in American high schools today …it is personal writing. It is either the exposition of a personal opinion, or, it is the presentation of a personal matter. The only problem, forgive me for saying this so bluntly, the only problem … as you grow up in this world you realize that people really don’t give a shit about what you feel or what you think.”

Goodman recently heard Coleman—now CEO of the College Board–describe the new and redesigned SAT.

Goodman said:

“The revolution that rolled over New York State over the results of the Common Core state tests will be dwarfed by the tsunami of parent anger if hordes of students “fail” the redesigned SAT. As the SAT team projected “old” SAT questions and “new” SAT questions eyes rolled. The room was packed with principals and superintendents and scores of people with PhDs after their names. Had we all suddenly undergone a plague of “dumbness” or is it the new SAT?

“How many thousands of dollars in tutoring fees will parents have to spend to prepare their urchins? And, how about the kids who can’t afford $100 an hour tutors? The current yawning achievement gap will become a chasm.

“Regent Tallon is fond of referring to the “folks cross the street,” on the other side of Washington Avenue, where the legislative and the executive branches of state government are housed. As parents railed against the state tests legislators and the governor squirmed, the public’s angst was directed at government officials who have to stand for election every two years.

“As College Board revenue shrinks and colleges and state governments retreat the overseers of the SAT will be looking at the bottom line.

“One of the lessons of history is that reforms imposed from above without buy-in from below are doomed and ignoring history has dire consequences.

“Perhaps David Coleman should consider his original career choice – a high school teacher.”
