You will not be surprised to learn that when Michelle Rhee went to England recently, she spoke of her great success in improving the D.C. public schools.
Her secret? Finding the best teachers and firing the worst teachers.
The only problem with her narrative is that it is not true.
Her IMPACT system was imposed in 2009. Since then, the D.C. public schools have made little progress on state or national exams.
The D.C. public schools continue to have the largest black-white achievement gap of any district assessed by the federal NAEP.
It is not clear whether her method identified the best teachers or the worst teachers, but it is clear that she created a level of turnover among teachers and principals that is staggering.
A recent opinion piece in the Washington Post said:
DCPS has one of the highest teacher turnover rates in the nation. Richard Ingersoll of the University of Pennsylvania estimates that, “nationally, on average, about 20 percent of new public school teachers leave their district to teach in another district or leave teaching altogether within one year, one-third do so within two years, and 55 percent do so within five years.” In DCPS, by contrast, 55 percent of new teachers leave in their first two years, according to an analysis by DCPS budget watchdog Mary Levy. Eighty percent are gone by the end of their sixth year. That means that most of the teachers brought in during the past five years are no longer there. By comparison, in Montgomery County just 11.5 percent leave by the end of their second year, and 30 percent by the end of year five. DCPS has become a teacher turnover factory. It has a hard time keeping teachers who are committed to their school and the community it serves.
Most of the principals that Rhee personally hired have left their schools.
If the British follow her suggestions, they too can have churn without improvement.

I am very unclear what it is that Michelle Rhee has accomplished in the field of education. Aside from having a starring role in a infamously inaccurate and sensationalist documentary on public education, and completely causing turmoil wherever she goes I am at a loss. A little assistance would be helpful.

Somebody gives her the resources and reputation to get away with traveling around this country, and to other countries, claiming to be an expert with a great track record. If the facts prove otherwise, why hasn’t she become a sad punchline? Why isn’t she openly challenged with facts, and her response or lack of response noted? If she has a great response that crushes challenge-good for her, and we’d be hearing even more about her awesome reform skills. If she has no response-the media should be questioning her credentials, reputation and history. Instead she seems to fly around under the radar, popping up here and there to collect speaking fees to describe how great she is. The teaching profession needs more pride, less humility.

Most readers probably know about the website http://www.rheefirst.com. They keep track of her lies and propaganda. You can search for information, but here is one example:

“–The percentages of students who score ‘Proficient’ or Advanced’ in reading are about the same as they were in the year 2008, down a couple of percentage points from their relative high in 2009. In math, the fraction of students ‘passing’ the chosen standardized test is the same as last year, but lower than it was in 2003.
So, of all the initiatives of Michelle Rhee, none have worked.
(1) Paying middle-school students to come to school? A total flop that was quietly abandoned.
(2) Paying, firing, or retaining teachers based on random fluctuations in their students’ scores? A joke, if you look at these results.
(3) Firing teachers based on whether they suck up to their principal and follow an extremely rigid teaching scenario? Ditto.
(4) Merit pay? Ditto.
–If you look at the following graphs that detail the composition and pass rates of the fourth grade class over the past four years, you will see that despite all the propaganda and endless test-preparation, neither the regular public schools under IMPACT and Value-Added Measurements, nor the charter schools, have made much progress.
This first graph shows that the percentage of all fourth-grade students in DCPS who are passing the DC-CAS is basically unchanged or down slightly after years of Rhee-form.
The drop in math and reading pass rates for 3rd grade Black DCPS students is rather alarming, in fact.
–If you base your entire reputation on the promise of increasing standardized test scores, then you should suffer the consequences if your policies don’t work as advertised.
That is what is going on in DC.
The following graph and table, which shows that under the educational “Rheeform” regime of today, DCPS third-graders are scoring worse and worse.
–in reading, about 41% of all 3rd graders in DCPS are ‘passing’ the reading portion of the DC-CAS. However, two years ago, that rate was 49%, and the year before that it was 48%. Thus, the fraction of the 3rd grade classes this year ‘successful’ at reading, as shown by the One And Only, All-Exalted, DC-CAS, whose word and numbers have such power over adults (but don’t really matter all that much to the students, frankly), has dropped by 7 or 8 percentage points, which is in my opinion, considerable amount. And it went down a bit from last year, even as Rhee, Henderson, Kamras have been firing and demoralizing hundreds of teachers by making them teach to this stupid test.
And in math (which I used to teach, though not in the 3rd grade), the decline has been even worse: by 12 percentage points, from 49% ‘passing’ to 37% ‘passing’ today.
And may I add, the current type of Deformed Education, which desires to turn it into a militarized, regimented, test prep factory for working-class and minority kids, appears to bore the HECK out of the kids, in the process. It teaches them very little that is really useful, and seems to stifle their sense of joy, wonder, and exploration. Kids don’t really
get up in the morning all buzzed that they are going to take a tests. The only people who have a real stake in these tests are the adults. It is possible to keep order while giving students stupid worksheets based on flawed data in the DC-BAS, DIBELS, and so on, but is that teaching?”

The bigger problem is that the media is controlled by the ed deformers. Rhee is free to spout her nonsense whenever, where ever she likes. I wasn’t aware of this Web site. Do you think someone from NBC’s Meet the Press was aware of it? When she appears on their shows, as she did last week, is she asked about her non existent record of success?

When we ask why she continues to fly “under the radar” we only need to understand that very well-funded billionaires back her and the agenda she pushes. Their money influences and buys a great deal of public media to spin the fact that they give now to lock in support to get profits later through charter/privatization. It suppresses divergent opinions too. Raptor philanthropy by the Gates/Broad/Walton et al billionaire club is the new horizon in corporate investment. Why make bids to thousands of school boards when you can simply take over and direct school districts to buy, build, hire and fire at your direction? Children are profit generators via taxpayer funding and all others are cost centers; teachers, services, even hard to educate special needs children who cost more. Corporate charter education trumpeted by Rhee lies is a slick, well-funded corporate commercial with just as many puffed up claims.

In modern America it doesn’t matter at all that Rhee was a failure at school reform and that she lies constantly. She has the seal of approval of Oprah Winfrey, Arne Duncan, President Obama, Jeb Bush, Bill Gates, Eli Broad, Waiting for Superman, and a host of other “smartest people in the room” and people who are “important” due to personal riches.
A lie, repeated often enough, becomes truth, as Lenin pointed out so long ago. I believe it was during the Reagan administration that this new American definition of “expert” began its slough toward domination of the public discourse. Political cronies and donors have always had inside tracks to positions of power but when the cultural wars began it was enough to be a true believer and a stalwart defender of ideology to make one an expert and to be placed in a position of leadership and power over others.
Education has become especially infected with this neoliberal ideology where success at business (or, more often than not, success at having the right contacts, inheriting a fortune, or going to the right university) bestows expertise and gives one the right to proclaim, pronounce, and prevaricate as an “expert”.
As others have pointed out, I wonder how this would translate to other professions, for example, medicine. Of course there has been some taste of that already when business ideology invaded hospitals and insurance company employees were allowed to make medical decisions based upon cost effectiveness. We know the condition of medical care in this country and its bankrupting costs and failure to meet the needs of millions of Americans. A glimpse of what’s to come in education, perhaps?

Diane, you have informed readers of your blog several times that you inadvertently signed a Students First petition because you did not know it was posted by Michelle Rhee’s organization.
In Philadelphia, the school nurses posted a petition to restore 100 positions that have been cut because it means nurses now have 1500 students they serve rather than 750, and most schools only have a nurse two days a week as a result.

When you sign the petition, you are taken to another petition which says vote on our petition “Good Teachers Deserve Decent Pay”. (I don’t know if this happens to everyone, it did to me.) In the fine print, it says this is a Students First petition. I’m sure many people click on it not realizing this is a vote in support of privatization.
By their deceptive methods, the deformers show their contempt for democracy. As far as they are concerned deception, lying, and stealing public property are OK as long as it promotes their privatization agenda.

Reporters look at resumes. School systems look at a consultant’s resume. What’s on a resume are always the positives. After all, are you going to put something negative on yours? Neither take much time to go beyond that. It’s a shame, but the story has to be in by the deadline and the system needs a consultant or a motivator to push a certain agenda. When this happens, people like Rhee and Jeb Bush just keep racking in the money.

Why would she even care? She has lied from day one and gotten away with it. Even the test scores of students in Baltimore were false.
Sure enough, when I later found a careful study on that failed educational experiment, my suspicions were confirmed. No such miracle happened at all at Rhee’s school (Harlem Park ES) or in her grade. What happened instead was that Rhee’s grade instead had an inordinate number of kids who scored at a “1″ level, meaning that their scores were so low that they simply weren’t counted. As a consequence, I conclude, the average of the scores of the remaining students had a modest increase. The lead analyst for the UMBC study agreed with the conclusions I drew. Rick Hess of the right-wing American Enterprise Institute, a personal friend of Rhee, predictably
disagreed.
