   “I can walk into any school and talk to the janitor and I can tell you who the best teacher is in every school.”

   No wonder states keep their VAM formulas secret.

   They don’t want anyone to know that they are “janitor weighted”.

   But how do they decide which janitors carry the most weight?

   With a spring scale?
