Mercedes Schneider writes that someone at the White House transferred the funding and oversight of the nation’s Historically Black Colleges and Universities from the U.S. Department of Education to the White House.
When I first read this, I laughed out loud. First, because this happened the day after Betsy DeV pointed to HBCUs as a wonderful example of “choice,” when they were in fact created because so few institutions of higher education would admit black students. If anything, they were created because black students had no choice. They were a refuge for black students who wanted higher education and a path to a profession in a deeply racist society.
So, boom, the HCBUs are removed from the oversight of the clueless Ms. DeV. (By the way, if you watched the Senate confirmation hearings, you know that Ms. DeVos prefers to be called Mrs. DeVos.)
But my second reaction was bafflement. The White House is the home of the President and his family. It doesn’t fund or supervise programs. Presumably, the funding will follow the program. But there is no one on the White House staff who can answer a question about federal regulations or the upcoming reauthorization of the Higher Education Act.
Does this mean the White House will take control of every program that one of its cabinet members insults? Will it manage the Great Lakes Restoration Project, whose budget will be cut by EPA de-administrator Scott Pruitt from $300 million to $10 million?
This is one of the nuttier developments in an era of the inexplicable.

The Department of Education is only going to be making block grants to States that give vouchers for school choice. It will have no other function. Since HBCUs are already the model of choice they will not need additional grants.

The Department of Education may not even exist, at least under the recently introduced HR 899 to terminate the Department of Education.
If that passes, there will be no more Department of Ed.

Guess I missed this info — could have been all the new distractions that appear daily via the president’s tweet account and the news coverage of whatever is the daily distraction takes over.

Lucy, there have been a whole lot of executive orders and a bunch of bills introduced in the House of Representatives. It’s been a busy almost a month and a half for the new President and more than two months for the new Congress.
Fasten your seat-belt. I’m sure more is to come.

The proposal to abolish the Federal Dept of Ed, was introduced some weeks ago. Prior to the Carter Administration, the old Department of Health, Education and Welfare had the federal education jurisdiction.
I think it is a terrific idea, to abolish the Dept of Ed, and return some of the functions to the Dept of Health and Human Services, and turn some of the funding over to the states in the form of block grants.
The state governments are closer to the people, and much more responsive.

I was struck by a young non-white commentator who, when interviewed about the change of venue for HCBU funding, mentioned that the military has an interest in HCBUs through the ROTC programs already in place. Food for thought.
