Edward Johnson, a follower of the collaborative philosophy of W. Edwards Deming, has been an outspoken critic of the top-down, authoritarian methods that ruled the schools of Atlanta under former Superintendent Beverly Hall, whose demands for higher scores produced a massive cheating scandal.
Now he is equally critical of the school board’s decision to transition to a charter-like system. Johnson said:
“This is Beverly Hall 2.0,” long-time education advocate Ed Johnson told APN, referring to the former Superintendent associated with the APS CRCT cheating scandal.”
Johnson was especially critical of the new superintendent, Meria Carstarphen, for promoting charter schools; she was superintendent in Austin before she came to Atlanta. And he expressed regret for encouraging his followers to vote for Cynthia Briscoe Brown, who supported the charter proposal.
“My voting and encouraging others to vote to put Cynthia Briscoe Brown on the Atlanta school board has turned out to be a great mistake. So I offer my apology to all I had encouraged to vote for her,” Johnson wrote in an email sent to APS Board Members and stakeholders.
“I had hoped, actually believed, Cynthia would bring a greater measure of intellectual, moral, and ethical maturity to the board than would especially the four Teach for America youngsters on the board. Never was there the thought that Cynthia would go along with the stupidity of turning APS into a Charter System or go along with any effort to undermine APS as a public institution, as a public good,” Johnson wrote.
“APS as a Charter System will do nothing but keep the district stuck in a Beverly Hall kind of status quo, but with a difference. Beverly Hall obviously held scant empathy for the adults in APS. Now, even at this early stage, we see a new superintendent who is pushing that lack of empathy down upon the children, and implicitly blaming the children for the superintendency’s failure to learn to improve the district,” Johnson wrote.
“Now it has become inarguably clear that all the rigmarole APS put into deciding to turn APS into a Charter System amounts to nothing more than Cynthia Briscoe Brown and fellow board members (save perhaps Steven Lee) and the superintendent showing they bring nothing beyond the capacity to maintain the status quo, the real status quo, under a different name. The rigmarole has been a colossal waste of time and money that could have gone into engaging all stakeholders in learning how to improve the current state of APS. But that would have required leadership,” Johnson said in his email.
Probably the board is not aware that the New Orleans district is rated #65 of 68 districts in Louisiana.

When it comes to charters and privatization, the residents of Atlanta would do well to consider the words of a very old and very dead and very Greek guy:

“Carstarphen has many critics in Austin and it seems the city’s residents shed few tears, if any, upon her transfer.
According to the Austin Chronicle, “It’s rare that Carstarphen’s loyalists and opponents generally agree on anything. But this time, they all seem to endorse the idea that the best thing is for her to leave Austin. Speaking diplomatically, AISD Trustee Gina Hinojosa suggested that Georgia may just be a better fit for her at this time… That’s the polite way of saying that Carstarphen’s position in Austin was untenable.”
Do they just parachute into cities until they find one with no viable opposition or organized dissent?

Austin is the largest progressive enclave in Texas due the the university. They probably cut through the rhetoric and found the truth so Carstarphen probably sought greener pastures where the truly ignorant and gullible reside.

Residents of Atlanta have not even paid for the umpteen lawsuits and million dollars legal fees when GA Superintendent Dr. John Barge is implementing the new Georgia Milestone Assessment System…which is supposed to be ‘Much Harder’ than the CRCT, administered this school year and teachers will be evaluated using those results.
Dr. Beverly Hall and the APS Cheating Scandal will be the 1st domino in a long row of falling Vamned teachers…litigating the use of ‘unrealistic expectation’ test scores, sold as ‘Much Harder’.
We have not shoveled out the last quicksand and legislators are hounding children and teachers within inches of their lives and careers – AGAIN.
What is wrong with people?

Soon three large Metro ATL school systems will be charter systems.
Fulton County Schools has been a charter system for a couple of years.
Atlanta Public Schools has chosen to become a charter system.
Dekalb County Schools plans to become one, too.
Close to 250,000 students.
I predict that some more sytems will follow.

There are 90 traditional district schools in Atlanta vs 17 charters. The charterization plan has a lot of work to do.
I understand that cheating occurred on Hall’s watch, but she was held up as a shining example of collaborative, positive accountability on pages 164-165 of “Death and Life” (and the Atlanta gains in NAEP were legitimate). She even won a prestigious national superintendents’ award based on her reforms. Saying in retrospect that she was an authoritarian top-down reformer feels a little “no true Scotsman” to me.

Tim, if you happened to read the paperback version of “The Death and Life” then you know that I rewrote the section about Beverly Hall and admitted that I had been bamboozled by her dazzling test score gains, like everyone else except the investigators. It is important to admit mistakes and learn from them. Have you ever done that?

The rise in state test scores may have been fraudulent, but the gains in NAEP—more than a full grade level’s worth of improvement between 2003 and 2009 in 4th and 8th grade reading scores for free-lunch eligible kids, e.g.—presumably weren’t a fluke. Even if a type of omertà developed around the practice of wrong-to-right scrubbing, does it mean that the structural reforms she put in place that were lauded by you and the AASA—collaboration, professional development, communication—never happened?
I also should point out that Hall, who due to a serious illness has yet to go to trial, steadfastly maintains her innocence.
Over the weekend I read the full 114-page report “Shooting at Sandy Hook Elementary School,” written by an expert panel of educators, health-care professionals, and law enforcement officials on behalf of the state of Connecticut’s Office of the Child Advocate. In the aftermath of the Newtown murders, you published a blog post (https://dianeravitch.net/2012/12/16/reflections-from-readers-40/) in which a reader wondered whether a climate of “teacher/school bashing” may have inspired or disinhibited the shooter. The report makes it crystal clear that this individual was seriously, profoundly mentally ill; that there was the so-called “Swiss cheese” breakdown that is so typically seen in these events (guns lying around, multiple missed signs, a parent suffering herself from mental and physical disabilities); and that for several years, the shooter had only the flimsiest grasp on reality. No one will ever know what made him return to possibly the only place he was ever happy to commit such an unimaginable act, but there isn’t an iota of evidence to support the theory that it had anything to do with how some politicians, members of the media, or others portray public schools and public school teachers.
If the paperback edition of “Death and Life” was revised to include new information, it would be nice if the “reflections” blog post (and others like it) could be revised in that same spirit as well (comments are closed).

Now, that we know soooooo much more about the $M infusions of every part of education by CorpReformer$, who has bought whom, that POVERTY was never going to be addressed in any other way than FIRE TEACHERS FOR LOW SCORES, and the $Billionaires Boys Club…we could go on forever.
We were Bamboozled, so was everyone else, except for a few Billionaires behind closed, locked, sequestered, secret, paid off, sworn to secrecy, sociopathic, American Greed, never caring about IF JOHNNY CAN READ, as long as test scores are high & $B roll in DOORS …ONLY Trillionaires.
Stay tuned, in GA the Milestone Assessment is predicted to be ‘MUCH HARDER’ and the Cut Scores are predicted to FAIL 70-80% of children.
Oh, btw, teachers will be evaluated by those scores. Any prediction of what may happen? Any social scientists place a bet?

Meria Carstarphen’s veneer was getting thin in Austin, and AISD insiders are aware that she left in a hurry to avoid a potential cheating scandal that would have topped that of Beverly Hall’s in APS. Her disturbing covert behaviors and promotion of a bizarre test prep program in the Title I elementary schools worked like indoctrination into a cult. It also included some hefty “under the table” bonuses for select principals who were trained in STAAR Cheating 101 and well armed with Mr. Clean Magic Erasers. One of their clandestine trainings was secretly taped and used to “encourage” her exit. The singing in the streets of Austin after she left was classic: Ding Dong the Witch is Dead!

Harvard’s Educ Policy graduates appear to exhibit similar characteristics: Narcissism – Privilege, Sociopathy, Greed!
Why are there so many policy wonks getting degrees in Education? Must be tons of $$, and there is…just not for RealEducators & children.
Interestingly, many Harvard Educ grads have undergraduate degrees in PoliSci, Economics or Journalism & were Teach for America kidlets. With this background, they are worth GOLD IN THE Educ Reform movement. Now, they know everything about children, teaching, testing and curriculum. After all, ANYBODY CAN TEACH. However, Harvard grads are only in Policy positions, making $M and mandating Reform of RealTeachers.

Up until recent years, all Texas teachers were allowed to review their students test booklets and erase “stray” marks that might cause mis-scoring. They were instructed to use white erasers. It was a process that led many teachers to erase and correct answers as well as erasing stray marks. Then, after it became “illegal” for teachers to see their students STAAR booklets, only specific test administrators could review the booklets. Of course that led to more clandestine methods of “reviewing” the booklets, but administrators had been conditioned early in their career as teachers just how this game works.
As long as this insanity of high stakes testing continues, those clandestine methods will continue and increase. Testing needs to go away, and inspirational teaching needs to recover the schools. Most of the problems with obsessive administrators like Hall and Carstarphen and cheating scandals would go away if Montessori methods would be used in public schools.

Barb, It can be noted that in the aftermath of Carstarphen’s demise in Austin ISD, those left in charge were part of her personal “cabinet”, and should be added to your list of “Adult Children”. It will only be a matter of time until AISD follows the unfortunate path of APS.

When people function in a level of chronic stress that overwhelms their ability to process it, they will have more primitive thinking that results from their childhood conditioned behaviors. That is the nature of Adult Children. They often appear as intellectuals, but their conditioned social and emotional coping behaviors are those of children. We think Arne is over his head which is obvious with his “mind blindness”, inability to empathize with children, and his inability to recognize the impact of punitive authoritarianism that has become common across this nation as a result of high stakes testing.

The ivy leagues have been producing the “best and brightest” sociopaths now for a long time, Unfortunately these Narcissistic intellectuals have regressed social and emotional development that is equivalent to a five year old. How do we get a dysfunctional university like Harvard to recognize their dysfunction when they only have $ for eyes, just like the products they produce.

$ Speaks. For example, a recent study at Harvard concluded that autism is often a result of sex abuse during infancy. Babies are too young to understand sexual stimulation, but it has a damaging impact on their sensory development and affects them neurologically the same as trauma. The study has been so controversial that whether it is allowed to be published has not been determined, since the grant came from a wealthy (Narcissistic) Harvard alum whose child is autistic.
